Mobile Internet Cut Off in Yasuj

On June 20, mobile data was cut off for almost the entire day via Irancell and MCI in Yasuj, the provincial capital of Kohgiluyeh and Boyer-Ahmad Province. The localised shutdown was in response to a clash between two local tribes in relation to the results of local city council elections. The internet was partially restored on June 21 at around 16:00 local time, and by June 22 it had been fully restored.

According to local sources, the Tamoradi and Tirtaji tribes, which both had candidates standing in the city council election, clashed in the streets to protest the election results in support of their own candidate. As a result, police opened fire on protesters, wounding a number of people.

Just like we saw in the last localised mobile internet shutdown in Sistan and Baluchestan, no network measurement tools were able to identify this shutdown as it took place.

On July 3, ICT Minister Mohammad-Javad Azari Jahromi also confirmed in an interview with Digiato that local mobile data was disrupted in specific neighbourhoods in cities where Iranian university entrance exams (Konkour) was held. Azari Jahromi said: “It was requested that 3G and 4G internet not be active in the exam areas, which will definitely affect the neighborhoods where the exams were held.”

Overall Situation

Based on IODA data, there was one notable nationwide disruption on June 4 from 2:40 am UTC until 5:05 am UTC. This mainly caused disruption on AS58224 of Telecommunication Company of Iran (TCI). Since TCI is one of Iran’s main internet providers, these disruptions affected the entire country.

Regional Outages

According to the IODA map, the provinces of Ilam, Alborz, East Azarbaijan, Ardebil, Qazvin, Tehran, Kerman, Fars, Zanjan, Sistan and Baluchestan, Gilan and Kermanshah experienced the most disruptions in June.

Provider Outages

According to IODA data, a number of major internet providers were suffering from internet outages.

• AS58224 – Iran Telecommunication Company: This was the major disruption that affected the entire country on June 4 from 2:40 am UTC until 5:05 am UTC. The cause of this disruption is unclear, and no explanation was provided by Iranian officials.  

• AS43343 – Tose’h Fanavari Ertebabat Pasargad Arian Co: This is one of Iran’s largest ICT consortiums, known as Fanap Telecom. Fanap provides internet services and network solutions. These disruptions affected users in Ilam and Tehran. The cause of this disruption is unclear, and no explanation was provided by Iranian officials.
• AS44400 – Ertebatat Sabet Parsian Co. PJS: The private sector consortium consists of a total of 140 shareholders, who are among the leading individuals and companies providing communication and telecommunication services nationwide. These disruptions affected users in Ilam, Tehran, Fars, Khuzestan and Razavi Khorasan. The cause of this disruption is unclear, and no explanation was provided by Iranian officials.
• AS50530 – Shabdiz Telecom Network PJSC: According to their website, Shabdiz Telecom has more than 60,000 users. IODA detected a total network disruption via active probing on June 3 at 12:30am UTC, which led to disruption for its users in Alborz and Tehran. The cause of this disruption is unclear, and no explanation was provided by Iranian officials.

• AS5484 – Shabakeh Gostar Shahriyar Co.: Over the entire month of June, this company suffered from several disruptions and a drop in the number of networks reachable through BGP, Active Probing and Darknet. This led to disruptions for their users in Alborz and Tehran. The cause of this disruption is unclear, and no explanation was provided by Iranian officials.

• AS44889 – Farhang Azma Communications Company LTD: Farhang Azma works to supply ICT equipment and implement ICT services. Their disruptions led to disruptions for their users in Alborz and Tehran.
• AS24631 – Tose’h Fanavari Ertebabat Pasargad Arian Co.: This is one of Iran’s largest ICT consortiums, known as Fanap Telecom. Fanap provides internet services and network solutions. Disruptions on AS24631 affected users in Alborz, Tehran and Fars. 
• AS49100 – Pishgaman Toseeh Ertebatat Company: This is an internet service provider. The disruption on AS49100 affected users in Alborz, Tehran, Kerman, Lorestan and Semnan.
• AS56703 – MEHR AVA GOSTAR PARSIAN INFORMATION ENGINEERING CO.: This is for a company known as Mehr Net. Mehr Net is an ISP based in Alborz Province, and disruption on this AS affected their users in this province. 
• AS39501 – Parvaresh Dadeha Co. Private Joint Stock: Known as SabaNet, this is an nationwide ISP which experienced several disruptions, including on June 22. These disruptions affected users in East Azarbaijan, Qazvin, Tehran, and Razavi Khorasan.

• AS43212 – Pejvak Ertebatat Atiyeh Roshan Company (P.J.S.): This is an ICT company providing VoIP and hosting services. The disruptions on this AS affected users in Alborz and Tehran.
• AS64413 – Avagostar Sarv Co. Ltd.: Avagostar is an ISP. The disruptions on their network affected users in East Azarbaijan and Tehran.

• AS44285 – Sefroyek Pardaz Engineering Co. LTD: Shahrad is an ISP. Disruptions on their network affected users in East Azarbaijan and Tehran.

• AS47262 – Hamara System Tabriz Engineering Company: This is a local internet provider company in the city of Tabriz. The disruptions on their network affected users in East Azarbaijan.
• AS48431 – Bozorg Net-e Aria: This is a local ISP in the city of Tabriz. The disruptions on their network affected users in East Azarbaijan.
• AS58262 – Negah Roshan Pars Company (PJS): This is a local ISP based in the city of Rasht. The disruptions on their network affected users in East Azerbaijan and West Azerbaijan.
• AS48147 – Asre Pardazeshe Ettelaate Amin Institute: This is a local ISP based in the city of Qom. The disruptions on their network affected users in East Azerbaijan and Qom.

• AS204213 – Netmihan Communication Company Ltd: This is a local hosting company based in the city of Rasht. The disruptions on their network affected users in East Azerbaijan.
• AS61173 – Green Web Samaneh Novin Co Ltd: This is a local hosting company in the city of Rasht. The disruptions on their network affected users in East Azerbaijan, Tehran, and Razavi Khorasan.
• AS49666 – Telecommunication Infrastructure Company: This is one of Iran’s main internet gateways. The disruptions on this network affected users in Ardabil, Tehran, and Kurdistan.

• AS60148 – Information Technology Company (ITC): The Information Technology Organization of Iran is a government organization under the Ministry of Communications and Information Technology, which is active in the field of national information network and e-government. The disruptions on this network affected users in Ardabil and Tehran.
• AS12880 – Information Technology Company (ITC): Information Technology Organization of Iran is a government organization under the Ministry of Communications and Information Technology, which is active in the field of national information network and e-government. The disruptions on their network affected users in Ardabil and Tehran.

• AS57218 – Rightel Communication Service Company PJS: This is a nationwide mobile data provider. The disruptions on their network affected users in Tehran.

• AS48944 – Khalij Fars Ettela Resan Company J.S.: This is a local internet provider company in Bushehr. The disruptions on their network affected users in Bushehr and Tehran.
• AS41881 – Fanava Group: This is a local ISP in Tehran. The disruptions on their network affected users in Tehran.

• AS50810 – Mobin Net Communication Company: Mobin Net is a nationwide data center and cloud provider. The disruptions on their network affected users in Tehran.

• AS43754 – Asiatech Data Transmission company: Asiatech is a nationwide data center and cloud provider. The disruptions on their network affected users in Tehran and Razavi Khorasan.
• AS49103 – Asr-e Enteghal-e Dadeha Company: This is a local ISP in Tehran. The disruptions on their network affected users in Tehran.
