Taken together, these factors indicate that the current internet policy is not only a tool of political control but a primary driver of a deepening national economic crisis.<\/span><\/p>\n<h4><b>The Return of the Selective and Tiered Internet <\/b><\/h4>\n<p><span style=\"font-weight: 400;\">As the general public remains largely cut off from the global network, the Iranian government has revived its \"tiered internet\" model, transforming a fundamental right into a privilege granted only to specific, state-vetted groups. This discriminatory system allows authorities to maintain essential economic and academic functions while keeping the broader population in a state of digital isolation. By centralizing control over who can access the global web, the state effectively uses connectivity as a tool for both surveillance and social management.<\/span><\/p>\n<h5><b>Prioritizing Trade over Public Access<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/h5>\n<p><span style=\"font-weight: 400;\">During this reporting period, the Tehran Chamber of Commerce <\/span><a href=\"https:\/\/gadgetnews.net\/1136291\/tehran-chamber-of-commerce-international-internet-registration\/\"><span style=\"font-weight: 400;\">announced<\/span><\/a><span style=\"font-weight: 400;\"> a new mechanism for its members to regain limited connectivity. Furthermore, the state has <\/span><a href=\"https:\/\/t.co\/b6qfdwsPE7\"><span style=\"font-weight: 400;\">promoted<\/span><\/a><span style=\"font-weight: 400;\"> platforms like \u201cHafeze Ma\u201d (hafezehma.ir), designed to crowdsource the identification of individuals labeled as \u201cenemies\u201d or \u201ctraitors.\u201dIn addition, SMS campaigns have circulated calls to join initiatives such as the so-called \u201cTrump assassination campaign.\u201d<\/span><\/p>\n<h5><b>Arrests, Criminalization, and Escalating Enforcement<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On the ground, a wave of arrests and judicial actions has accompanied systematic efforts to restrict global internet access.\u00a0 <\/span><a href=\"https:\/\/t.me\/kashowra\/23870\"><span style=\"font-weight: 400;\">Reports<\/span><\/a><span style=\"font-weight: 400;\"> indicate that on March 28, a teacher in Khuzestan was detained solely for using a VPN. As Starlink satellite internet has become one of the few stable connectivity options under wartime conditions, the state has launched an aggressive enforcement campaign against its users and distributors.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The scale of this crackdown is visible in recent provincial reports. In a recent move, Fars News Agency <\/span><a href=\"https:\/\/t.me\/farsna\/425464\"><span style=\"font-weight: 400;\">published<\/span><\/a><span style=\"font-weight: 400;\"> an infographic\u00a0 titled \u201cKey Components of Starlink Satellite Internet Delivery,\u201d which provided a technical breakdown of the system\u2019s user, ground, and space segments. Most alarmingly, the report explicitly labeled Starlink\u2019s regional infrastructure\u2014specifically citing <\/span><a href=\"https:\/\/x.com\/AJENews\/status\/2039146999530811787?s=20\"><span style=\"font-weight: 400;\">presence in countries such as Bahrain, Kuwait, and the United Arab Emirates<\/span><\/a><span style=\"font-weight: 400;\">\u2014as \u201clegitimate targets\u201d for Iranian intervention.
