{"id":5044,"date":"2024-10-07T19:00:20","date_gmt":"2024-10-07T19:00:20","guid":{"rendered":"https:\/\/filter.watch\/english\/?p=5044"},"modified":"2024-10-08T06:44:06","modified_gmt":"2024-10-08T06:44:06","slug":"investigative-report-october-2024-telegram-channels-promoting-violence","status":"publish","type":"post","link":"https:\/\/filter.watch\/english\/2024\/10\/07\/investigative-report-october-2024-telegram-channels-promoting-violence\/","title":{"rendered":"Technology as a Tool for Repression: A Network of Telegram Channels Promoting Sexual Violence and Suppression of Dissent"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Digital Security Helpdesk team, after several months of investigation, has discovered that the Islamic Republic is using a network of Telegram channels to distribute content\u00a0 related to pedophilia, non-consensual pornography, and the promotion of sexual violence. These channels serve two main purposes: first, to lure individuals interested in such content, and second, to organize them as a force to disseminate political propaganda and attack political dissidents, civil, and political activists.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We have evidence indicating that the content distributed in these Telegram channels is not only aligned with the overarching policies of the Islamic Republic, particularly in the realms of foreign and regional policy, but also, in many instances, functions as a tool for the dissemination of misinformation and disinformation. Furthermore, these channels actively publish content targeting civil and political activists.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These channels also distribute applications under the title \"Bomber,\" which allow users to send mass harassing text messages and disruptive phone calls to activists and opponents of the Islamic Republic, subjecting them to systematic and targeted psychological pressure and harassment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite numerous documented instances of the Islamic Republic's security and judicial forces taking action against individuals who publish content opposing the regime\u2019s policies or lead alternative lifestyles, no action has been taken against this particular network. In fact, our investigation reveals that judicial and security authorities have actively blocked independent journalists, human rights lawyers, and internet freedom activists from reporting on and attempting to shut down these channels.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In one instance, after activists' efforts to shut down the Telegram channel \u201cMaktabkhaneh,\u201d one of the most prominent of these channels, failed due to security forces' intervention, the channel published a post attributing these efforts to \"overthrowers\" of the Islamic Republic and ridiculed and attacked them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This post referenced a statement from the Iranian Cyber Police (FATA) declaring that it bears \"no responsibility for programs that have been filtered.\" This is despite the fact that FATA has repeatedly taken steps to <\/span><a href=\"https:\/\/filter.watch\/2024\/01\/24\/is-the-closure-of-instagram-accounts-by-judicial-authorities-legal\/\"><span style=\"font-weight: 400;\">block<\/span><\/a><span style=\"font-weight: 400;\"> Telegram channels, Instagram accounts, and even Twitter accounts that, although filtered, were publishing content opposing the regime.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even when the newspaper <\/span><i><span style=\"font-weight: 400;\">Farhikhtegan<\/span><\/i><span style=\"font-weight: 400;\"> published a brief <\/span><a href=\"https:\/\/farhikhtegandaily.com\/news\/193278\/%DA%A9%D9%88%D8%AF%DA%A9-%D8%A2%D8%B2%D8%A7%D8%B1%D9%87%D8%A7-%D8%AF%D8%B1-%D8%AF%D8%B1-%DA%A9%D8%A7%D9%86%D8%A7%D9%84%E2%80%8C%D9%87%D8%A7%DB%8C-%D8%AA%D9%84%DA%AF%D8%B1%D8%A7%D9%85%DB%8C-%D9%85%D8%B4%D8%BA%D9%88%D9%84%D9%86%D8%AF\/\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> on these Telegram channels, the author of the report and one of their children were attacked and threatened by the administrators of these channels.<\/span><\/p>\n<h4><b>Key Findings from the Research:<\/b><\/h4>\n<ul>\n<li><b>A Vast and Coordinated Network:<\/b><span style=\"font-weight: 400;\"> These Telegram channels and bots operate as a network, collaborating with each other and inviting their members to join other channels within the network. The administrators of these channels also quickly create new channels with similar content when one is shut down, and through this networked collaboration, they rapidly gain members. Although some channels have been blocked based on reports from internet freedom and security activists, Telegram needs to adopt a more proactive strategy to identify the full scope of this network, understand its infrastructure, and prevent the reactivation of these accounts, channels, and bots.<\/span><\/li>\n<li><b>Harassing Android Applications:<\/b><span style=\"font-weight: 400;\"> The dissemination of Android applications titled \"Bomber\" aims to send mass SMS messages and phone calls to harass opponents of the Islamic Republic.<\/span><\/li>\n<li><b>Role in Promoting Propaganda and Misinformation:<\/b><span style=\"font-weight: 400;\"> These channels actively spread false and misleading information in support of the Islamic Republic\u2019s policies. Especially during regional crises, these channels coordinate posts that are anti-Israel and in support of the Islamic Republic.<\/span><\/li>\n<li><b>Attacks on Opponents and Civil Activists:<\/b><span style=\"font-weight: 400;\"> These channels disclose the private information of political and civil activists and encourage their members to attack these individuals. The attacks include threats, harassing phone calls, and even public humiliation of the victims.<\/span><\/li>\n<li><b>Judicial and Security Immunity:<\/b><span style=\"font-weight: 400;\"> Despite ample evidence of these channels\u2019 involvement in distributing sexual, violent, and misleading content, the judicial and security authorities of the Islamic Republic have not only refrained from pursuing these channels but have also used threats and pressure to obstruct efforts by journalists and civil activists to expose these networks.<\/span><\/li>\n<li><b>Use of Concealment Techniques:<\/b><span style=\"font-weight: 400;\"> These channels use various methods to avoid being blocked by Telegram, such as placing links to sexual content in the comments of posts and directing users to Telegram bots.<\/span><\/li>\n<li><b>Widespread Human Rights Violations:<\/b><span style=\"font-weight: 400;\"> By publishing sexual and violent content, particularly against children, these channels seriously violate human rights and are being used as tools for suppressing political and civil opponents of the Islamic Republic.<\/span><\/li>\n<\/ul>\n<h4><b>Aligned with the Regime\u2019s Broader Policy in Disseminating Misinformation<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">One of the primary strategies of these channels is spreading false and misleading information. Although they do not present themselves as news sources, they actively coordinate the dissemination of misinformation, especially during times when the Islamic Republic faces regional challenges, such as military engagements abroad or conflicts with Israel and the United States. These posts frequently glorify individuals who have died in these conflicts, amplifying the regime\u2019s narrative and supporting its policies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, on August 13, 2024, the channel \u201cTavileh Khodadoust\u201d <\/span><a href=\"https:\/\/www.tasnimnews.com\/fa\/news\/1403\/05\/11\/3132160\/%D8%B4%D9%87%D8%A7%D8%AF%D8%AA-%D9%85%D8%B3%D8%AA%D8%B4%D8%A7%D8%B1-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86%DB%8C-%D8%AF%D8%B1-%D8%AD%D9%85%D9%84%D9%87-%D8%A7%D8%AE%DB%8C%D8%B1-%D8%A7%D8%B3%D8%B1%D8%A7%D8%A6%DB%8C%D9%84-%D8%A8%D9%87-%D8%A8%DB%8C%D8%B1%D9%88%D8%AA\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> the death of one of Iran\u2019s \u201cmilitary advisors\u201d in Lebanon using language similar to that of <\/span><i><span style=\"font-weight: 400;\">Tasnim News Agency<\/span><\/i><span style=\"font-weight: 400;\">, which is closely affiliated with the Islamic Revolutionary Guard Corps (IRGC).<\/span><\/p>\n<figure id=\"attachment_5048\" aria-describedby=\"caption-attachment_5048\" style=\"width: 400px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/1.png\"><img decoding=\"async\" class=\"wp-image-5048\" src=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/1-217x300.png\" alt=\"\" width=\"400\" height=\"553\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/1-217x300.png 217w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/1-740x1024.png 740w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/1.png 762w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/a><figcaption id=\"caption-attachment_5048\" class=\"wp-caption-text\" data-caption=\"Screenshot%20from%20the%20%22Tavileh%20Khodadoust%22%20channel%20regarding%20the%20death%20of%20an%20Iranian%20military%20advisor%20in%20Beirut\">Loading...<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">In this post, while announcing the death of one of these advisors, it states: \"Milad Beidi, a member of the Iranian military advisory team, was martyred in last night\u2019s attack by Zionist regime fighter jets on southern Beirut. He was the son of a martyr.\"<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These Telegram channels also intensify the publication of posts aligned with the regional policies of the Islamic Republic during specific periods, particularly when the regime is involved in a regional crisis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, after the <\/span><a href=\"https:\/\/www.nytimes.com\/2024\/08\/01\/world\/middleeast\/how-hamas-leader-haniyeh-killed-iran-bomb.html\"><span style=\"font-weight: 400;\">assassination of Ismail Haniyeh<\/span><\/a><span style=\"font-weight: 400;\">, one of the leaders of Hamas, these channels began to coordinate the dissemination of content supporting the Islamic Republic\u2019s policies towards Israel.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Telegram channel \"Maktabkhaneh\" published a report on August 1, 2024, under the title \"Global News: The End of Israel,\" claiming that the Islamic Republic had carried out a nuclear attack on Israel.<\/span><\/p>\n<figure id=\"attachment_5049\" aria-describedby=\"caption-attachment_5049\" style=\"width: 400px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/2.png\"><img decoding=\"async\" class=\"wp-image-5049\" src=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/2-300x232.png\" alt=\"\" width=\"400\" height=\"310\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/2-300x232.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/2-1024x793.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/2-768x594.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/2.png 1040w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/a><figcaption id=\"caption-attachment_5049\" class=\"wp-caption-text\" data-caption=\"A%20post%20from%20the%20%22Maktabkhaneh%22%20channel%20showing%20a%20sexualized%20underage%20girl%20with%20an%20Israeli%20flag%2C%20alongside%20a%20fake%20news%20report%20about%20a%20nuclear%20attack%20on%20Israel.\">Loading...<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">In this post, it states: \"Israel has been attacked by ballistic missiles equipped with nuclear warheads from Iran and has been wiped off the global map and the face of the Earth.\"<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The annihilation of Israel is a promise that Ayatollah Khamenei, the Supreme Leader of the Islamic Republic, has <\/span><a href=\"https:\/\/farsi.khamenei.ir\/speech-content?id=44012\"><span style=\"font-weight: 400;\">repeatedly<\/span><\/a><span style=\"font-weight: 400;\"> made.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The two Telegram channels \"Maktabkhaneh\" and \"Tavileh Khodadoust\" published more than seventy posts with \"anti-Israel\" content, calling for the \"necessity of an Iranian attack on Israel,\" and similar topics, within just five days after <\/span><a href=\"https:\/\/www.nytimes.com\/2024\/08\/01\/world\/middleeast\/how-hamas-leader-haniyeh-killed-iran-bomb.html\"><span style=\"font-weight: 400;\">the assassination of Haniyeh<\/span><\/a><span style=\"font-weight: 400;\">. During this specific period, fifty-seven percent of the content on these channels was suddenly dedicated to this subject.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Additionally, in the days following Haniyeh's assassination, the Telegram channel \"Tavileh Khodadoust\" published a post with the content \"The certainty of the Wa'd al-Sadiq 2 attack\" or quoted BBC, falsely claiming that \"Iran's attack is certain,\" although no such news was released by BBC Persian.<\/span><\/p>\n<p><a href=\"https:\/\/www.khabaronline.ir\/news\/1895349\/%D8%B6%D8%B1%D8%A8%D8%A7%D8%AA-%D8%A7%D8%B3%D8%A7%D8%B3%DB%8C-%D8%A8%D9%87-%DB%B2-%D9%BE%D8%A7%DB%8C%DA%AF%D8%A7%D9%87-%D9%87%D9%88%D8%A7%DB%8C%DB%8C-%D8%B5%D9%87%DB%8C%D9%88%D9%86%DB%8C%D8%B3%D8%AA-%D9%87%D8%A7-%D8%A8%DB%8C%D8%B4-%D8%A7%D8%B2-%DB%B5%DB%B0-%D8%AF%D8%B1%D8%B5%D8%AF-%D8%A7%D9%87%D8%AF%D8%A7%D9%81\"><b>Wa'd al-Sadiq<\/b><\/a><span style=\"font-weight: 400;\"> (The True Promise) is the name of a military operation during which, in April 2022, Iran launched dozens of missiles and drones towards Israel.<\/span><\/p>\n<figure id=\"attachment_5050\" aria-describedby=\"caption-attachment_5050\" style=\"width: 400px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/3.png\"><img decoding=\"async\" class=\"wp-image-5050\" src=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/3-169x300.png\" alt=\"\" width=\"400\" height=\"710\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/3-169x300.png 169w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/3-577x1024.png 577w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/3.png 589w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/a><figcaption id=\"caption-attachment_5050\" class=\"wp-caption-text\" data-caption=\"A%20screenshot%20from%20the%20%22Tavileh%20Khodadoust%22%20channel%20showing%20the%20dissemination%20of%20false%20and%20misleading%20information%20about%20an%20Iranian%20attack%20on%20Israel.\">Loading...<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">These channels simultaneously and regularly publish content in support of Ali Khamenei, the Supreme Leader of the Islamic Republic, or other figures of the regime, including Qassem Soleimani, the former commander of the Quds Force. For example, on August 26, 2024, the channel \"Tavileh\" posted a speech by Alireza Panahian titled \"What Can We Do to Bring the Imam Mahdi?\"<\/span><\/p>\n<p><a href=\"http:\/\/panahian.ir\/\"><span style=\"font-weight: 400;\">Alireza Panahian<\/span><\/a><span style=\"font-weight: 400;\"> is a Shia cleric and a prominent religious speaker within the regime. He has held various cultural positions, including membership on the Board of Trustees at the University of Art, Deputy of Cultural Affairs for the Supreme Leader of the Islamic Republic at universities, Deputy of Cultural Affairs at the Islamic World Science Center, and head of the Supreme Leader\u2019s think tank at universities.<\/span><\/p>\n<figure id=\"attachment_5054\" aria-describedby=\"caption-attachment_5054\" style=\"width: 400px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/7.png\"><img decoding=\"async\" class=\"wp-image-5054\" src=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/7-145x300.png\" alt=\"\" width=\"400\" height=\"829\" style=\"font-weight: 400;\">Another piece of evidence indicating the political and religious alignment of these channels can be found in the \"Tavileh Khodadoust\" account on the social media platform X (formerly Twitter).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This account is linked to the \"Tavileh Khodadoust\" Telegram channel, and its first post demonstrates the account holder\u2019s alignment with the policies of the Islamic Republic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In its first post, this account wrote: \"The Tavileh Khodadoust Twitter account has been launched in the hope of confronting the enemies of the sacred system of the Islamic Republic and those who seek to promote debauchery among girls.\"<\/span><\/p>\n<figure id=\"attachment_5055\" aria-describedby=\"caption-attachment_5055\" style=\"width: 400px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/8.png\"><img decoding=\"async\" class=\"wp-image-5055\" posted an image of the desecration of Mahsa Zhina Amini\u2019s grave and claimed, \"I broke the glass on Mahsa Amini's grave.\"<\/span><\/p>\n<figure id=\"attachment_5056\" aria-describedby=\"caption-attachment_5056\" style=\"width: 400px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/10\/9.png\"><img Khodadoust\" Telegram channel, coinciding with extremists calling for the execution of Shervin Hajipour, a dissenting artist, posted: \"Shervin has gone to join Toomaj. These channels typically share the private information of the targeted individuals, such as their phone numbers or other personal details, and ask channel members to intimidate them through phone calls or text messages.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the earliest instances of these coordinated attacks targeted <\/span><a href=\"https:\/\/ipa.united4iran.org\/en\/prisoner\/125\/\"><span style=\"font-weight: 400;\">Hossein Ronaghi<\/span><\/a><span style=\"font-weight: 400;\">, a political activist and former political prisoner. This assault prompted him to protest. A similar case occurred in the \"Tavileh Khodadoust\" Telegram channel. The administrators of these Telegram channels apply the same approach of organizing group attacks on political activists to target other citizens by publicly sharing their personal information. Private photos, likely obtained through hacking a device or by exploiting trust, are widely shared. channels. For example, the \"Maktabkhaneh\" channel reached the threshold of 3,500 followers just five days after it was shut down and reopened.<\/span><\/p>\n<h4><b>Judicial and Security Safe Haven<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">In May of this year, these Telegram channels drew renewed attention when a conversation from one of the channels, discussing child abuse and methods of rape and assault against children, was shared on Twitter.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Following the release of this image, a group of civil activists, including several journalists and a lawyer, announced that they would follow up on the case and publish the results.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the promised report was not published in any newspaper for a long time, until August 24th, when <\/span><i><span style=\"font-weight: 400;\">Farhikhtegan<\/span><\/i><span style=\"font-weight: 400;\"> newspaper finally published a short <\/span><a href=\"https:\/\/farhikhtegandaily.com\/page\/254710\/\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> on these Telegram channels. After the publication of this report, the author and one of the children in their family were targeted and threatened by the administrators of these Telegram channels. Additionally, business owners who post images without the mandatory hijab are also detained by security agencies.
