By acquiring stocks and ownership rights in these companies, the government seeks greater ability to monitor and control with fewer obstacles from the private sector. With such tactics, the government now has a freer hand to access information and carry out extra-legal measures in matters where no clear laws exist for enforcing state demands.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Currently, illegal government commands may be met with resistance from private sector actors. Government access to information and control of content, though possible in existing law, is for now implemented inconsistently. In a coordinated effort, the government has tried to smooth the way for the passage of repressive internet laws and regulations, including by homogenizing institutions like the Secretariat of the Supreme Cyberspace Council and installing supporters of internet repression. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Simultaneously, the government has been preparing to counter any resistance from the private sector to policies that threaten access and freedom of expression. In terms of Iranians\u2019 digital rights and internet access, this is significant because the government plans to achieve greater and more effective control over domestic internet services and platforms, as well as to sideline key private sector actors. The point of this campaign is to widen the grip of governmental institutions to carry out surveillance and control policies. However, this end goal may be complicated and opposed by a strong, influential private sector, especially if security bodies make their demands outside of formal legal and judicial channels.<\/span><\/p>\n<h4><b>What\u2019s New? Public Talk of Pressure on Start-Ups\u00a0<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">For several years, the government has aimed to encircle digital economy companies by exerting pressure on their employees through various means, including business closures, messages from security officials, arrests, interrogations, assaults by plainclothes agents, and cyberbullying. Filterwatch\u2019s investigations of sources employed by startups inside Iran indicate that following the \u201cWomen, Life, Freedom\u201d movement, these pressures increased greatly.\u00a0 Security bodies and the Ministry of Islamic Guidance began surveilling not only the compulsory hijab but also campaigns, content production, and even images of products from digital merchants. This surveillance was chiefly enforced through direct phone calls to management-level staff, rather than official correspondence.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the most recent development, on April 27, Ruhollah Deghani Firouzabadi, the President\u2019s Deputy for Science and Technology, <\/span><a href=\"https:\/\/twitter.com\/PadDolat\/status\/1784136656393482726\"><span style=\"font-weight: 400;\">referred<\/span><\/a><span style=\"font-weight: 400;\"> to governmental pressure to acquire stock in these companies in a speech circulated by a governmental Twitter account.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Firouzabadi <\/span><a href=\"https:\/\/x.com\/PadDolat\/status\/1784136656393482726\"><span style=\"font-weight: 400;\">dismissed<\/span><\/a><span style=\"font-weight: 400;\"> rumors of state pressure on digital economy companies to sell stock as \u201cbaseless,\u201d saying \u201cRegarding the transfer of stock in the company Digikala, we set only one condition. Our condition was that they undertake a moral commitment to invest money from stock sales in emerging areas like artificial intelligence.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Digikala is an e-commerce website similar to Amazon . It is one of the biggest and most famous online stores in Iran<\/span><b>.<\/b> <span style=\"font-weight: 400;\">Firouzabadi was reacting to news <\/span><a href=\"https:\/\/www.khabaronline.ir\/news\/1895849\/%D9%81%D8%B1%D9%88%D8%B4-%D8%AF%DB%8C%D8%AC%DB%8C-%DA%A9%D8%A7%D9%84%D8%A7-%D8%A8%D9%87-%D9%87%D9%85%D8%B1%D8%A7%D9%87-%D8%A7%D9%88%D9%84-%D8%AF%D8%B1-%D8%A7%DB%8C%D8%B3%D8%AA%DA%AF%D8%A7%D9%87-%D9%BE%D8%A7%DB%8C%D8%A7%D9%86%DB%8C-%D8%A2%DB%8C%D8%A7-%D8%A8%D8%A7%DB%8C%D8%AF-%D9%86%DA%AF%D8%B1%D8%A7%D9%86\"><span style=\"font-weight: 400;\">published<\/span><\/a><span style=\"font-weight: 400;\"> in mid-April regarding the sale of a portion of Digikala stock to Hamrah-e Aval. Hamid Mohammadi, the head Digikala\u2019s Board of Directors, had <\/span><a href=\"https:\/\/twitter.com\/HaMohammadi\/status\/1779815359844900911\"><span style=\"font-weight: 400;\">confirmed<\/span><\/a><span style=\"font-weight: 400;\"> the news, saying that negotiations were still underway and nothing had been finalized.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The negotiations took place just three months after the February 10 <\/span><a href=\"https:\/\/farsnews.ir\/news\/14021122001062\/%D9%85%D8%AF%DB%8C%D8%B1%D8%B9%D8%A7%D9%85%D9%84-%D8%AF%DB%8C%D8%AC%DB%8C%E2%80%8C-%DA%A9%D8%A7%D9%84%D8%A7-%D9%BE%D8%B3-%D8%A7%D8%B2-%D8%B3%D8%A7%D8%B9%D8%A7%D8%AA%DB%8C-%D8%A8%D8%A7%D8%B2%D8%AF%D8%A7%D8%B4%D8%AA%E2%80%8C-%D8%A2%D8%B2%D8%A7%D8%AF%E2%80%8C-%D8%B4%D8%AF\"><span style=\"font-weight: 400;\">arrest<\/span><\/a><span style=\"font-weight: 400;\"> of Masoud Tabatabaei, Digikala\u2019s Managing Director, on charges of \u201cinsulting sanctities\u201d in connection with the sale of drinking mugs.\u00a0<\/span><\/p>\n<h4><b>Why Does the Government Want to Control Digital Companies?<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">As the law is written at present, security and judicial bodies may, where necessary, access user data controlled by major digital companies (e.g. data concerning sales, cloud infrastructure, internet services, and taxis). Government institutions stand to gain even greater opportunity to enforce their directives (both legal and extra-legal) with effective shares in these companies and perhaps seats on their corporate boards.<\/span><\/p>\n<h4><b>How Does the Government Force Companies to Collaborate?<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Government forces use various tools in their campaign to acquire shares in the ownership and management of private internet startups.<\/span><\/p>\n<ul>\n<li><b>Legal Cases<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The government initiates legal and security cases and summons and arrests directors of big internet startups. Through these actions, it pressures internet companies to resolve their legal woes by collaborating with government initiatives or transferring shares to state-aligned economic actors.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In an interview published by Shargh on March 24, Digikala Managing Director Masoud Tabatabaei <\/span><a href=\"https:\/\/www.sharghdaily.com\/video\/%D8%A8%D8%AE%D8%B4-%D9%88%DB%8C%D8%AF%DB%8C%D9%88-5\/923956-%D8%A8%D8%B3%D8%AA%D8%B1-%D8%A7%D8%B9%D8%AA%D9%85%D8%A7%D8%AF-%D8%A8%DB%8C%D9%86-%D8%AD%D8%A7%DA%A9%D9%85%DB%8C%D8%AA-%D8%AF%DB%8C-%D8%AC%DB%8C-%DA%A9%D8%A7%D9%84%D8%A7-%DA%A9%D9%85-%D8%A7%D8%B3%D8%AA\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\"> about his arrest: \u201cI have no evidence to say a plot had been designed beforehand and this was part of a scheme to pressure Digikala to release shares, but at\u00a0 any rate, there are many such pressures on us. When you don\u2019t know why such pressures exist and your plan is to build credibility, a person\u2019s mind goes a thousand different directions, and one of them is that someone might be after your shares.\u201d<\/span><\/p>\n<ul>\n<li><b>Blocking Independent Private Investment<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In another tactic, government institutions set up obstacles to independent private investors, making it difficult or impossible for them to be active in the digital economy space. As a result, the independent private sector despairs and abandons the field, paving the way for state firms to get involved.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since the beginning of 2018, reports have circulated that security actors pressured Sarava and its head, Said Rahmani, to cease investing in the startup ecosystem. However, none of these reports were confirmed by Sarava itself. For example, in August\/September 2020, the site Peivast <\/span><a href=\"https:\/\/peivast.com\/p\/63496\"><span style=\"font-weight: 400;\">published<\/span><\/a><span style=\"font-weight: 400;\"> a report which mentioned \u201cpressure from certain institutions\u201d on Sarvan Holdings (among the principal investors in Digikala) which led to Rahmani\u2019s resignation and emigration (Rahmani was Managing Director of the company at the time). Peivast also reported that unknown individuals had attacked and vandalized Sarava\u2019s offices in April\/May 2018. Sarava staff did grant interviews about this incident.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In February\/March 2023, Rahmani published a video entitled \u201cBreaking the Silence\u201d in which he <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=xdgy_olVn50&amp;feature=youtu.be\"><span style=\"font-weight: 400;\">confirmed<\/span><\/a><span style=\"font-weight: 400;\"> the accuracy of previous reports, and said these pressures had forced him to leave the country. Rahmani said: \u201cThe reality is that Sarava had, practically speaking, no new investment after the spring of 2019, and even when I was in Iran [the prior year], there were all sorts of pressure on us to not undertake new investment so that Sarava wouldn\u2019t grow and remain limited and small.\u201d<\/span><\/p>\n<ul>\n<li><b>Problems in Public Stock Offerings<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Major internet companies seeking to enter the stock market have also met big problems. In the spring of 2022, Tapsi <\/span><a href=\"https:\/\/karangweekly.ir\/%D9%88%D8%B1%D9%88%D8%AF-%D8%AA%D9%BE%D8%B3%DB%8C-%D8%A8%D9%87-%D8%A8%D8%A7%D8%B2%D8%A7%D8%B1-%D8%B3%D8%B1%D9%85%D8%A7%DB%8C%D9%87-%D9%88-%D8%A8%D9%88%D8%B1%D8%B3\/\"><span style=\"font-weight: 400;\">became<\/span><\/a><span style=\"font-weight: 400;\"> Iran\u2019s first internet startup to go public. Three years later, it remains the only online platform listed on the stock market. In a Twitter thread, Tapsi\u2019s former IPO director wrote of specialized, difficult, and complicated <\/span><a href=\"https:\/\/digiato.com\/iran-technology-news\/criteria-accepting-shares-knowledge-based-companies-financial-digital\"><span style=\"font-weight: 400;\">conditions and criteria<\/span><\/a><span style=\"font-weight: 400;\"> for startups wanting to go public. These conditions effectively restrict startups from joining the stock market, leaving private sector investors with no choice but to abandon public offerings.<\/span><\/p>\n<ul>\n<li><b>Security Body Pressures<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Filtewatch\u2019s investigation of sources employed in digital economy companies in Iran indicate that security bodies are pressuring not just directors, but also ordinary staff and associates. One individual who works for a firm at a startup campus told Filterwatchthat after the \u201cWomen, Life, Freedom\u201d movement, campus ideological enforcers (\u201cHarassat\u201d) started prioritizing employees\u2019 hijab and personal matters to such an extent that a number of firms changed their office locations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Crackdowns over the hiejab were one of the trends which intensified after the movement began. In many cases, these crackdowns are conducted by plainclothes forces, not by a definite, known institution with a legal order.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, the AzKi company, an insurance sales startup, <\/span><a href=\"https:\/\/www.isna.ir\/news\/1402050905299\/%D8%A7%D8%B2%DA%A9%DB%8C-%D8%AA%D8%B9%D9%84%DB%8C%D9%82-%D8%B4%D8%AF\"><span style=\"font-weight: 400;\">saw<\/span><\/a><span style=\"font-weight: 400;\"> its license suspended after publishing pictures of its female employees without a hijab. Online merchant <\/span><a href=\"https:\/\/www.asriran.com\/fa\/news\/899542\/%D9%BE%D9%84%D9%85%D8%A8-%D8%B3%D8%A7%D8%AE%D8%AA%D9%85%D8%A7%D9%86-%D8%A7%D8%AF%D8%A7%D8%B1%DB%8C-%D8%AF%DB%8C%D8%AC%DB%8C%E2%80%8C-%DA%A9%D8%A7%D9%84%D8%A7-%D8%A8%D9%87-%D8%AF%D9%84%DB%8C%D9%84-%D8%AD%D8%AC%D8%A7%D8%A8\"><span style=\"font-weight: 400;\">Digikala<\/span><\/a><span style=\"font-weight: 400;\"> and the e-reader platform <\/span><a href=\"https:\/\/www.kebnanews.ir\/news\/465394\/%D9%85%D8%AC%D9%88%D8%B2-%D8%A7%D8%B2%D9%83%D9%8A-%D9%84%D8%BA%D9%88-%D8%AF%D9%8A%D8%AC%D9%8A-%D9%83%D8%A7%D9%84%D8%A7-%D9%BE%D9%84%D9%85%D8%A8-%D8%B7%D8%A7%D9%82%DA%86%D9%87-%D9%BE%D8%B1%D9%88%D9%86%D8%AF%D9%87-%D9%82%D8%B6%D8%A7%D9%8A%D9%8A\"><span style=\"font-weight: 400;\">Taghche<\/span><\/a><span style=\"font-weight: 400;\"> faced <\/span><a href=\"https:\/\/www.kebnanews.ir\/news\/465394\/%D9%85%D8%AC%D9%88%D8%B2-%D8%A7%D8%B2%D9%83%D9%8A-%D9%84%D8%BA%D9%88-%D8%AF%D9%8A%D8%AC%D9%8A-%D9%83%D8%A7%D9%84%D8%A7-%D9%BE%D9%84%D9%85%D8%A8-%D8%B7%D8%A7%D9%82%DA%86%D9%87-%D9%BE%D8%B1%D9%88%D9%86%D8%AF%D9%87-%D9%82%D8%B6%D8%A7%D9%8A%D9%8A\"><span style=\"font-weight: 400;\">shutterings<\/span><\/a><span style=\"font-weight: 400;\"> and lawsuits in the summer of 2022.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">An employee of one the companies said, \u201cPlainclothes forces entered the business at an appointed time of day and said they wanted to come in and see how people were complying with the hijab.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, middle management at such companies has been pressured by the Ministry of Islamic Guidance and the Intelligence Organization of the Revolutionary Guards over content and campaigns.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In many startups, content production is overseen and controlled by government institutions. following are key developments in internet policymaking in Iran for the month of April 2024:<\/span><\/p>\n<p><b>Policy Changes<\/b><\/p>\n<h4><b><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-3737\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png\" alt=\"\" width=\"1500\" height=\"122\" that Mohammad Shanehsazzadeh, the founder and board chairman of the Shatel group, spoke critically of being forced to use low-quality domestic modems: \u201cThey halted modem imports, and we\u2019re being forced to use low-quality modems.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Filterwatch <\/span><a href=\"https:\/\/filter.watch\/2023\/03\/29\/registration-of-imported-hardware-for-the-purpose-of-tracking\/\"><span style=\"font-weight: 400;\">has been<\/span><\/a><span style=\"font-weight: 400;\"> able to access letters (presented in a spring 2023 report) showing that the state is seeking to implement a similar registration plan for cellphones in order to trace and limit all hardware imports into the country.<\/span><\/p>\n<p><b>Content, Apps, and Social Media Filtering<\/b><\/p>\n<h3><img decoding=\"async\" class=\"alignnone size-full\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/apps-990x81.png\" width=\"990\" height=\"81\" \/><\/h3>\n<p><b>Security Response to Anti-Hejab and Pro-Israel Users<\/b><\/p>\n<p><span style=\"font-weight: 400;\">According to BBC <\/span><a href=\"https:\/\/twitter.com\/bbcpersian\/status\/1780656644403187843\"><span style=\"font-weight: 400;\">reporting<\/span><\/a><span style=\"font-weight: 400;\">, on April 17 a group of social media users received a threatening message from the \u201cJudiciary\u2019s crime prevention deputy\u201d for what was termed \u201cactivity in support of the Zionist regime.\u201d The activity had been recorded by \u201csurveillance systems,\u201d the message said.<\/span><\/p>\n<p><b>The Nour Plan: \u201cSmartly\u201d Countering Corruption and Obscenity<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Khabar Online <\/span><a href=\"https:\/\/www.khabaronline.ir\/news\/1898492\/%D9%BE%D9%84%DB%8C%D8%B3-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%B7%D8%B1%D8%AD-%D8%AD%D8%AC%D8%A7%D8%A8-%D9%88-%D8%B9%D9%81%D8%A7%D9%81-%D8%A8%D8%A7%D8%B2-%D9%87%D9%85-%D8%A7%D8%B7%D9%84%D8%A7%D8%B9%DB%8C%D9%87-%D8%B5%D8%A7%D8%AF%D8%B1-%DA%A9%D8%B1%D8%AF\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> on April 23 that a scheme called \u201cThe Nur Plan\u201d had been launched to \u201csmartly counter corruption and obscenity.\u201d<\/span><\/p>\n<p><b>User Page Restricted for Showing a Woman\u2019s Face<\/b><\/p>\n<p><span style=\"font-weight: 400;\">According to an April 15 report from <\/span><a href=\"https:\/\/digiato.com\/iran-technology-news\/eitaa-closed-a-store-channel-for-showing-face\"><span style=\"font-weight: 400;\">Digiato<\/span><\/a><span style=\"font-weight: 400;\">, the domestic messaging app Ita restricted the page of a clothing retailer after it displayed a woman\u2019s face.<\/span><\/p>\n<p><b>Google Play Warns that \u201cBale\u201d is Harmful<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The site Taranji, which covers app and emerging technology news, <\/span><a href=\"https:\/\/toranji.ir\/2024\/04\/01\/%d9%87%d8%b4%d8%af%d8%a7%d8%b1-%d8%a7%d9%85%d9%86%db%8c%d8%aa%db%8c-%da%af%d9%88%da%af%d9%84-%d8%a8%d8%b1%d8%a7%db%8c-%d8%a7%d9%be%d9%84%db%8c%da%a9%db%8c%d8%b4%d9%86-%d8%a7%db%8c%d8%b1%d8%a7%d9%86\/\"><span
