{"id":4728,"date":"2024-01-01T09:32:00","date_gmt":"2024-01-01T09:32:00","guid":{"rendered":"https:\/\/filter.watch\/en\/?p=4728"},"modified":"2025-06-03T08:40:52","modified_gmt":"2025-06-03T08:40:52","slug":"policy-monitor-dec-2023","status":"publish","type":"post","link":"https:\/\/filter.watch\/english\/2024\/01\/01\/policy-monitor-dec-2023\/","title":{"rendered":"How the Iranian Government Pushes Users to the National Information Network by Raising Internet Prices\u00a0"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">By <\/span><a href=\"https:\/\/digiato.com\/iran-technology-news\/price-mobile-internet-packages-increased\"><span style=\"font-weight: 400;\">raising<\/span><\/a><span style=\"font-weight: 400;\"> the prices of mobile internet packages by over 34% and <\/span><a href=\"https:\/\/x.com\/SharghDaily\/status\/1740981810618577069?s=20\"><span style=\"font-weight: 400;\">removing<\/span><\/a><span style=\"font-weight: 400;\"> the cheaper long-term internet\u00a0 packages in December 2022, the Iranian government has advanced its agenda of imposing the National Information Network on its citizens.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under President Ebrahim Raisi\u2019s government, the internet price has <\/span><a href=\"https:\/\/www.zoomit.ir\/tech-iran\/380964-some-isps-raise-the-price-of-internet-plans\/\"><span style=\"font-weight: 400;\">gone up<\/span><\/a><span style=\"font-weight: 400;\"> twice officially. The first time was in April 2021, when the government claimed it was for better service quality. The second time was in August 2022, when some fixed internet providers in Iran scrapped the low-cost and low-speed (under 2 Mbps) packages and options, de facto making users <\/span><a href=\"https:\/\/digiato.com\/internet-network\/removal-low-speed-fixed-internet-service\"><span style=\"font-weight: 400;\">pay<\/span><\/a><span style=\"font-weight: 400;\"> more for higher-speed ones while not officially increasing prices.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In all previous instances, price increases were justified by claims of quality improvement. However, ever since Ebrahim Raisi took office as President of Iran in August 2021, not only has the quality not improved, but in numerous cases the quality has only gotten worse, as <\/span><a href=\"https:\/\/etchamber.ir\/internet1402\/\"><span style=\"font-weight: 400;\">reflected<\/span><\/a><span style=\"font-weight: 400;\"> in a report by the E-commerce Association in July 2022. This matter has also been of concern to the community of internet freedom advocates in Iran.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In implementing this policy, the government, while raising the price of international traffic, keeps the cost for domestic traffic constant, forcing subscribers to use the National Information Network for economic reasons. This policy has been <\/span><a href=\"https:\/\/filter.watch\/2022\/07\/05\/policy-monitor-april-2022\/\"><span style=\"font-weight: 400;\">observed<\/span><\/a><span style=\"font-weight: 400;\"> in other instances of price increases as well.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Isa Zarepour, the Minister of Communications and Information Technology, <\/span><a href=\"https:\/\/virasty.com\/EisaZarepour\/1704100974136516562\"><span style=\"font-weight: 400;\">wrote<\/span><\/a><span style=\"font-weight: 400;\"> in a social media post on December 2, 2022, \"The increase in internet package prices, aimed at developing communication infrastructures, does not apply to domestic traffic, and operators are obliged to implement it.\"<\/span><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2024\/02\/Isa-Zarepour.png\"><img decoding=\"async\" class=\"aligncenter wp-image-4733\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2024\/02\/Isa-Zarepour-1024x1024.png\" alt=\"\" width=\"602\" height=\"602\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Isa-Zarepour-1024x1024.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Isa-Zarepour-300x300.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Isa-Zarepour-150x150.png 150w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Isa-Zarepour-768x768.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Isa-Zarepour-120x120.png 120w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Isa-Zarepour.png 1080w\" sizes=\"(max-width: 602px) 100vw, 602px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Alongside the policy of creating a price gap between domestic and international traffic, the Ministry of Communications, by creating <\/span><a href=\"https:\/\/etchamber.ir\/internet1402\/\"><span style=\"font-weight: 400;\">lists<\/span><\/a><span style=\"font-weight: 400;\"> of white and gray sites, slows down and disrupts access to sites not hosted in Iran, forcing people to use the National Information Network. This approach is also evident in the statements of officials.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, Isa Zarepour, the Minister of Communications, stated in an interview in December 2021, \"For a better internet experience, people should turn off their VPNs and use the domestic intranet, which offers better speed.\" This comparison confirms that the intranet provides better access conditions compared to the internet, validating the disruption of the internet compared to the domestic internet.<\/span><\/p>\n<h4><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-3737\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png\" alt=\"\" width=\"1500\" height=\"122\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png 1500w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-768x62.png 768w\" sizes=\"(max-width: 1500px) 100vw, 1500px\" \/><\/a><\/h4>\n<h4><b>The 5GB Free Internet Package<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">The government <\/span><a href=\"https:\/\/twitter.com\/Digiato\/status\/1742446821442506826\"><span style=\"font-weight: 400;\">offered<\/span><\/a><span style=\"font-weight: 400;\"> a package of 5 GB of international internet traffic (12 GB domestic) from December 10, 2022, following the internet tariff increase in Iran.<\/span><\/p>\n<h4><b>Mandatory Installation of Domestic Antivirus<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">On December 10, 2022, the Cyber Police <\/span><a href=\"https:\/\/digiato.com\/iran-technology-news\/unveiling-iranian-mobile-antivirus-farez\"><span style=\"font-weight: 400;\">unveiled<\/span><\/a><span style=\"font-weight: 400;\"> a domestic antivirus named \"Security Scanner Faraz.\" Ghasem Rezaei, the deputy commander of the national police, said the Cyber Police had proposed to the Supreme Council of Cyberspace that the use of this software become mandatory.<\/span><\/p>\n<h4><b>Parliament's Decision: The Bill on Cooperation Between Iran and Russia in Information Security\u00a0<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">The Iranian Parliament <\/span><a href=\"https:\/\/digiato.com\/iran-technology-news\/iran-russia-security-cooperation\"><span style=\"font-weight: 400;\">approved<\/span><\/a><span style=\"font-weight: 400;\"> the \"Agreement on Cooperation Between Iran and Russia in the Field of Information Security\" on December 10, 2022.
