The price increase only <\/span><a href=\"https:\/\/filter.watch\/2024\/01\/08\/policy-monitor-december-2023\/\"><span style=\"font-weight: 400;\">applied<\/span><\/a><span style=\"font-weight: 400;\"> to international traffic for both fixed and mobile internet, while domestic traffic within the national information network stayed the same.<\/span><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2024\/02\/Inside-Banner-Lajvardi.png\"><img decoding=\"async\" class=\"aligncenter wp-image-4726\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2024\/02\/Inside-Banner-Lajvardi-1024x1024.png\" alt=\"\" width=\"601\" height=\"601\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Inside-Banner-Lajvardi-1024x1024.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Inside-Banner-Lajvardi-300x300.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Inside-Banner-Lajvardi-150x150.png 150w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Inside-Banner-Lajvardi-768x768.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Inside-Banner-Lajvardi-120x120.png 120w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2024\/02\/Inside-Banner-Lajvardi.png 1080w\" sizes=\"(max-width: 601px) 100vw, 601px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">This economic strategy ultimately compels the user to rely on the national information network.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The price of internet has now been increased for the second time under President Raisi's government.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The first increase occurred in April 2021, when the government <\/span><a href=\"https:\/\/www.zoomit.ir\/tech-iran\/380964-some-isps-raise-the-price-of-internet-plans\/\"><span style=\"font-weight: 400;\">claimed<\/span><\/a><span style=\"font-weight: 400;\"> it needed to improve the service quality, and\u00a0 the cost of fixed internet <\/span><a href=\"https:\/\/twitter.com\/Entekhab_News\/status\/1514604447011258385?t=7-gedQTUnP_ai10STbqYBA&amp;s=19\"><span style=\"font-weight: 400;\">supported<\/span><\/a><span style=\"font-weight: 400;\"> by the government increased by up to one hundred percent.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to this official notice, fixed internet operators <\/span><a href=\"https:\/\/digiato.com\/internet-network\/removal-low-speed-fixed-internet-service\"><span style=\"font-weight: 400;\">removed<\/span><\/a><span style=\"font-weight: 400;\"> cheaper long-term packages and speeds under 2 Mbps in August 2022, pushing users towards more expensive packages.<\/span><\/p>\n<blockquote>\n<h4><span style=\"font-weight: 400;\">Against this backdrop, the Ministry of Communications is implementing strategies to push users to use domestic networks, such as <\/span><a href=\"https:\/\/etchamber.ir\/wp-content\/uploads\/2024\/01\/irinternet-2.pdf\"><span style=\"font-weight: 400;\">lowering the bandwidth<\/span><\/a><span style=\"font-weight: 400;\"> for international versus domestic traffic, <\/span><a href=\"https:\/\/etchamber.ir\/wp-content\/uploads\/2024\/01\/irinternet-2.pdf\"><span style=\"font-weight: 400;\">causing<\/span><\/a><span style=\"font-weight: 400;\"> intentional disruptions on foreign sites, and <\/span><a href=\"https:\/\/etchamber.ir\/internet1402\/\"><span style=\"font-weight: 400;\">making<\/span><\/a><span style=\"font-weight: 400;\"> black and gray lists to separate sites based on their location inside or outside Iran. The Tehran E-commerce Association reported these in <\/span><a href=\"https:\/\/etchamber.ir\/wp-content\/uploads\/2023\/07\/Iran-Internet-v0.9.pdf\"><span style=\"font-weight: 400;\">July 2023<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/etchamber.ir\/wp-content\/uploads\/2024\/01\/irinternet-2.pdf\"><span style=\"font-weight: 400;\">January 2024<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-3737\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png\" alt=\"\" width=\"1500\" height=\"122\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png 1500w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-768x62.png 768w\" sizes=\"(max-width: 1500px) 100vw, 1500px\" \/><\/a><\/b><\/h4>\n<\/blockquote>\n<h4><b>National Cyber Space Center Directive for Data Protection Released<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">The National Cyber Space Center's guideline for data protection was <\/span><a href=\"https:\/\/filter.watch\/wp-content\/uploads\/2024\/01\/170576324339587400.pdf\"><span style=\"font-weight: 400;\">published<\/span><\/a><span style=\"font-weight: 400;\"> on January 21, 2023. The full title of this four-article directive is \"Executive Guideline for Enhancing the Protection of User Privacy and the Collection, Processing, and Storage of User Information in Cyberspace Systems and Platforms,\" which mandates executive devices to specify within two months what data they have collected from users and for what purpose. Data identifying the user must also be encrypted. Non-compliance with these provisions will have criminal and legal liabilities for virtual service providers.<\/span><\/p>\n<h4><b>Content Regulation for Criminal Content Approved<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">On January 9, 2023, Peyvast <\/span><a href=\"https:\/\/peivast.com\/p\/187025\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that the National Cyber Space Center has approved a document regulating relations in the field of criminal content in cyberspace, aiming to clarify the regulatory relationship with platforms. The text of this document has not been publicly released at the time of writing this report.<\/span><\/p>\n<h4><b>Draft Amendment to the Computer Crimes Law Presented to the Chief Justice<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">On January 16, 2023, Peyvast <\/span><a href=\"https:\/\/peivast.com\/p\/187797\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that the draft amendment to the Computer Crimes Law, which includes discussions on data protection, critical and sensitive systems, and related penalties, has been presented to the Chief Justice.<\/span><\/p>\n<h4><b>New Branch in the Supreme Court; For Cybercrime Cases<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">On January 24, 2023, Zoomit <\/span><a href=\"https:\/\/www.zoomit.ir\/tech-iran\/415659-dealing-with-cyber-crimes\/\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that a special branch for cybercrime is to be established in the Supreme Court to address cybercrimes and threats.<\/span><\/p>\n<h4><b>Data Protection Bill to be Presented to Parliament by the End of the Year<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Isa Zarepour, the Minister of Communications, <\/span><a href=\"https:\/\/digiato.com\/iran-technology-news\/explanations-minister-communications-data-protection-bill\"><span style=\"font-weight: 400;\">stated<\/span><\/a><span style=\"font-weight: 400;\"> on January 3, 2023 that the bill for the protection and safeguarding of personal data, after undergoing revisions and reviews, will be presented to the Parliament by the end of the year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The first draft version was an attempt to <\/span><a href=\"http:\/\/www.fanavarandaily.ir\/index.aspx?pid=99&amp;articleid=242174\"><span style=\"font-weight: 400;\">create<\/span><\/a><span style=\"font-weight: 400;\"> a legal framework for the protection of personal data in 2018 during former Communications Minister Azeri Jahromi's term, but it was presented to the Parliament. Another draft was <\/span><a href=\"https:\/\/rc.majlis.ir\/fa\/legal_draft\/show\/1675111\"><span style=\"font-weight: 400;\">submitted<\/span><\/a><span style=\"font-weight: 400;\"> by representatives in 2020 but remained <\/span><a href=\"https:\/\/digiato.com\/iran-technology-news\/mp-letter-about-security-data-protection-bill\"><span style=\"font-weight: 400;\">unaddressed<\/span><\/a><span style=\"font-weight: 400;\"> with the onset of President Raisi's government. The bill currently being prepared under President Raisi's government is the third attempt at creating a law to protect personal data and has not yet been finalized.<\/span><\/p>\n<h4><b>Payam Airport Customs to Begin Operations by the End of the Solar Year<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Akbar Ghanbarpour, CEO of Payam Airport, <\/span><a href=\"https:\/\/www.isna.ir\/news\/1402102416743\/%D8%B1%D8%A7%D9%87-%D8%A7%D9%86%D8%AF%D8%A7%D8%B2%DB%8C-%DA%AF%D9%85%D8%B1%DA%A9-%D8%AA%D8%AE%D8%B5%D8%B5%DB%8C-%D9%81%D8%A7%D9%88%D8%A7-%D8%A8%D9%87-%DA%A9%D8%AC%D8%A7-%D8%B1%D8%B3%DB%8C%D8%AF\"><span style=\"font-weight: 400;\">told<\/span><\/a><span style=\"font-weight: 400;\"> ISNA on January 14, 2023 that the specialized IT customs - aimed at implementing registration and monitoring of imported hardware - will start operations at Payam Airport, affiliated with the Ministry of Communications, by the end of the solar year. Registering hardware allows the government to track hardware, control imports, and enforce the installation of native operating systems, violating citizens' privacy and taking away their <\/span><a href=\"https:\/\/filter.watch\/2023\/03\/29\/registration-of-imported-hardware-for-the-purpose-of-tracking\/\"><span style=\"font-weight: 400;\">right to choose<\/span><\/a><span style=\"font-weight: 400;\"> their preferred products.<\/span><\/p>\n<h4><b>Bill for Enhancing Women's Security Approved<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Digikala <\/span><a href=\"https:\/\/digiato.com\/iran-technology-news\/punishment-obscene-images\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that the emergency bill for enhancing women's security, officially titled \"The Plan for Protection, Dignity, and Security of Women Against Violence,\" <\/span><a href=\"https:\/\/rc.majlis.ir\/fa\/legal_draft\/show\/1633531\"><span style=\"font-weight: 400;\">was approved<\/span><\/a><span style=\"font-weight: 400;\"> on January 1, 2023. In it, sending obscene and pornographic images to women is criminalized, with specified penalties.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Article 30 of this bill, it states: \"Anyone who, without consent and contrary to the wishes of a woman, sends via computer systems, telecommunications, or any other means, a message, image, or symbol that is obscene or vulgar and generally causes mental distress to conventional individuals, will be fined at the sixth degree if the content is obscene, and at the seventh degree if it is vulgar.\"<\/span><\/p>\n<h3><\/h3>\n<h3><img decoding=\"async\" class=\"alignnone size-full\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/apps-990x81.png\" width=\"990\" height=\"81\" \/><\/h3>\n<h4><b>Content Producers to Share Revenue from Traffic Sales<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Karang Website reported on January 24, 2023 that the Supreme Council of Cyberspace has <\/span><a href=\"https:\/\/karangweekly.ir\/%D8%AA%D9%88%D9%84%DB%8C%D8%AF%DA%A9%D9%86%D9%86%D8%AF%DA%AF%D8%A7%D9%86-%D9%85%D8%AD%D8%AA%D9%88%D8%A7-%D8%A7%D8%B2-%D8%AF%D8%B1%D8%A2%D9%85%D8%AF-%D9%81%D8%B1%D9%88%D8%B4-%D8%AA%D8%B1%D8%A7\/\"><span style=\"font-weight: 400;\">approved<\/span><\/a><span style=\"font-weight: 400;\"> the \"Policy Document and Tariff Requirements for Network Traffic and Content Revenue Sharing,\" allowing content producers on platforms, social networks, and social media to share in the revenue from traffic sales.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This revenue sharing applies to users who produce content on the national information network and does not include content produced on social networks like Instagram; a step towards drawing users to domestic platforms with economic levers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Implementing such a process limits users' choices and forces them to use domestic platforms.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The full text of this document has not been published at the time of writing this report.<\/span><\/p>\n<h4><b>Directive for Organizing Communication Identifiers Issued<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">ISNA reported on February 8, 2023 that the Supreme Council of Cyberspace has <\/span><a href=\"https:\/\/www.isna.ir\/news\/1402110906162\/%D8%A7%D8%A8%D9%84%D8%A7%D8%BA-%D8%AF%D8%B3%D8%AA%D9%88%D8%B1%D8%A7%D9%84%D8%B9%D9%85%D9%84-%D9%85%D9%82%D8%A7%D8%A8%D9%84%D9%87-%D8%A8%D8%A7-%DA%A9%D9%84%D8%A7%D9%87%D8%A8%D8%B1%D8%AF%D8%A7%D8%B1%DB%8C-%D8%A7%D8%B2-%D8%B7%D8%B1%DB%8C%D9%82-%D8%B4%D9%85%D8%A7%D8%B1%D9%87-%D8%AA%D9%84%D9%81%D9%86-%D9%87%D9%85%D8%B1%D8%A7%D9%87\"><span style=\"font-weight: 400;\">issued<\/span><\/a><span style=\"font-weight: 400;\"> a directive for organizing the assignment of communication identifiers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This directive, issued by the High Commission for the Regulation of Cyberspace in line with implementing the system of authentic identity in cyberspace, <\/span><a href=\"https:\/\/filter.watch\/wiki-filter-watch\/valid-identity-system-in-the-virtual-space-of-the-country\/\"><span style=\"font-weight: 400;\">prohibits<\/span><\/a><span style=\"font-weight: 400;\"> the assignment of communication identifiers without identity verification and applies to communication platforms and businesses as well.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In other words, the use of domestic platforms is not permitted without identity verification; a matter that conflicts with remaining anonymous on the network or <\/span><a href=\"https:\/\/www.irna.ir\/news\/81627801\/%D9%86%D8%A7%D8%B4%D9%86%D8%A7%D8%B3-%D9%85%D8%A7%D9%86%D8%AF%D9%86-%D8%AF%D8%B1-%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D8%AD%D9%82%DB%8C-%D8%AC%D9%87%D8%A7%D9%86%DB%8C-%D9%88-%D8%AA%D8%A7%D9%85%DB%8C%D9%86-%D9%83%D9%86%D9%86%D8%AF%D9%87-%D8%A2%D8%B2%D8%A7%D8%AF%DB%8C-%D8%A8%DB%8C%D8%A7%D9%86-%D9%88\"><span style=\"font-weight: 400;\">anonymity<\/span><\/a><span style=\"font-weight: 400;\"> as one of the necessary foundations for realizing the right to freedom of expression, free access to information, and privacy protection.
