This month was also crucial for the Iranian tech sector, as it has engaged in negotiations with the ministry of telecommunication regarding network quality.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On July 16, Tehran Electronic Commerce Association (ECA) <\/span><a href=\"https:\/\/etchamber.ir\/wp-content\/uploads\/2023\/07\/Iran-Internet-v0.9.pdf\"><span style=\"font-weight: 400;\">released a comprehensive report<\/span><\/a><span style=\"font-weight: 400;\"> titled, \u201cThe State of Internet in Iran,\u201d that was accompanied by an open letter to President Raisi, calling the quality of Iran's internet \"critical.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A source close to the ECA told FilterWatch that this was a joint effort of all members of Electronic Commerce Society (ECS), an umbrella organization that includes ECA and other tech associations.<br \/>\n<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ECA was established in 2019 by a group of large tech companies, and currently it has over 40 members <\/span><a href=\"https:\/\/etchamber.ir\/%D9%85%D8%B9%D8%B1%D9%81%DB%8C-%D8%A7%D9%86%D8%AC%D9%85%D9%86\/#members\"><span style=\"font-weight: 400;\">including<\/span><\/a><span style=\"font-weight: 400;\"> Snapp, Arvan Cloud, Alibaba, Digikala, and Filimo<br \/>\n<\/span><span style=\"font-weight: 400;\">The ECA report has three main categories: Network Disruptions, Censorship and Speed. Network disruption is based on network measurement tools such as OONI and Arvan Cloud. Censorship data was collected from Arvan Cloud, Radar, Freedom House Reports, Similar Web and Surf Shark. Finally, internet speed data is coming from Cloud Flare, meter.net, and two major Fixed Communication Providers (FCP) in Iran.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We reviewed this report and found it to be full of credible and detailed technical information. It reflects the high technical knowledge and skill of the contributors. Unsurprisingly, Iranian authorities did not welcome this report when it was released.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On July 27, during the review session of the report, Mohammad Jafarpour, CEO of Infrastructure Telecommunication Company (ITC), <\/span><a href=\"https:\/\/itiran.com\/2023\/07\/27\/%D9%85%D8%AF%DB%8C%D8%B1%D8%B9%D8%A7%D9%85%D9%84-%D8%B2%DB%8C%D8%B1%D8%B3%D8%A7%D8%AE%D8%AA-%DA%AF%D8%B2%D8%A7%D8%B1%D8%B4-%D8%A7%D9%86%D8%AC%D9%85%D9%86-%D8%AA%D8%AC%D8%A7%D8%B1%D8%AA-%D8%A7\/\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\">: \u201cThis report is not correct and if the network has 50% <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Packet_loss\"><span style=\"font-weight: 400;\">packet loss<\/span><\/a><span style=\"font-weight: 400;\">, it means no communication, which is not true.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, a source close to ECA told FilterWatch that after many rounds of meetings and negotiations as well as providing documents and evidence, some of the disruptions were finally fixed.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a result, on August 27, Pouya Pirhosseinloo, CEO of Arvan Cloud which contributed to the report significantly, <\/span><a href=\"https:\/\/twitter.com\/pPirhosseinloo\/status\/1695794254495285488?s=20\"><span style=\"font-weight: 400;\">wrote<\/span><\/a><span style=\"font-weight: 400;\"> on twitter: \u201cHTTP\/3 from Monday (August 21) with changes in filtering policies\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Of note, HTTP\/3 is the latest version of the HTTP protocol that allows web browsers and servers to communicate. While some of their demands have been met, especially those related to the business environment, the majority of Iranian internet users remain deprived of free and open access to online information and services. As the ECA report shows, the internet in Iran is still subject to severe disruptions and censorship that undermine the rights and interests of its citizens.\u00a0<\/span><\/p>\n<h2><b>How Summer Electricity Blackouts Affect Internet Access in Iran\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Iran has been facing electricity outages for years, especially during the summer months, which has contributed to frequent blackouts in various parts of the country. The power outages have not only disrupted the daily lives of millions of Iranians, but also affected their access to the internet. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">In a recent Twitter post, Mohammad Mozafary, the head of technical department of Iran server, <\/span><a href=\"https:\/\/twitter.com\/Mozafary\/status\/1688901643239071745\"><span style=\"font-weight: 400;\">explained<\/span><\/a><span style=\"font-weight: 400;\"> how summer blackouts affect internet access in Iran. He said that when the urban electricity frequency level drops, it disrupts the data center facilities that provide internet services. He also <\/span><a href=\"https:\/\/twitter.com\/Mozafary\/status\/1688250828744736768\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that on August 6, some data centers in Tehran faced electricity blackouts, which caused internet outages in the capital. <\/span><\/p>\n<h2><b>Internet Disruptions Across Iran on Journalists\u2019 Day<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On Journalists\u2019 Day in Iran, many parts of the country faced a severe internet <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/country\/IR?from=1691496017&amp;until=1691539157\"><span style=\"font-weight: 400;\">outage<\/span><\/a><span style=\"font-weight: 400;\"> that lasted for almost an hour. The disruption occurred on August 8, around 4 pm local time (12:30 pm GMT), making it difficult for journalists and citizens to access online information and services.<\/span><\/p>\n<p><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/4.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-4478\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/4.jpg\" alt=\"\" width=\"670\" height=\"377\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/4.jpg 2560w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/4-300x169.jpg 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/4-1024x576.jpg 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/4-768x432.jpg 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/4-1536x864.jpg 1536w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/4-2048x1152.jpg 2048w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/4-1568x882.jpg 1568w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">On August 8, a data center in Tabriz, East Azerbaijan province, that belongs to the Telecommunication Infrastructure Company (TIC) had a disruption around 4 pm local time. This was <\/span><a href=\"https:\/\/twitter.com\/Mozafary\/status\/1688898985879085056\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> by Mohammad Mozafary, the head of the technical department of <\/span><a href=\"https:\/\/www.iranserver.com\/contact\/\"><span style=\"font-weight: 400;\">Iran server<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sonita Sarabpour, a journalist who covers internet issues in Iran, <\/span><a href=\"https:\/\/twitter.com\/SonitaSarabpour\/status\/1687396932283494401\"><span style=\"font-weight: 400;\">quoted<\/span><\/a><span style=\"font-weight: 400;\"> some experts on Twitter who said that the internet outage was not resolved after an hour, but rather shifted to another type of disruption. She <\/span><a href=\"https:\/\/twitter.com\/SonitaSarabpour\/status\/1687396932283494401\"><span style=\"font-weight: 400;\">explained<\/span><\/a><span style=\"font-weight: 400;\"> that this was caused by a problem in a traffic switch point that affected the network connectivity.<br \/>\n<\/span><span style=\"font-weight: 400;\">At the same time and date, according to IODA data, we observed severe internet disruptions in the following provinces: <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1836?from=1691496017&amp;until=1691539157\"><span style=\"font-weight: 400;\">Ardebil<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1840?from=1691486096&amp;until=1691539196\"><span style=\"font-weight: 400;\">Zanjan<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1846?from=1691485207&amp;until=1691539147\"><span style=\"font-weight: 400;\">Kordestan<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1844?from=1691485203&amp;until=1691539143\"><span style=\"font-weight: 400;\">Kermanshah<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1834?from=1691454075&amp;until=1691539155\"><span style=\"font-weight: 400;\">Ilam<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1835?from=1691486610&amp;until=1691539170\"><span style=\"font-weight: 400;\">Hormozgan<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1826?from=1691485214&amp;until=1691539154\"><span style=\"font-weight: 400;\">Golestan<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><b>Islamic Vatican of Iran: Unknown disruption<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Qom province, a center of Shia Islam, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1838?from=1692695460&amp;until=1693526280\"><span style=\"font-weight: 400;\">experienced<\/span><\/a><span style=\"font-weight: 400;\"> severe internet disruptions from August 22 to August 30.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/3.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-4477\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/3.jpg\" alt=\"\" width=\"709\" height=\"399\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/3.jpg 2560w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/3-300x169.jpg 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/3-1024x576.jpg 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/3-768x432.jpg 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/3-1536x864.jpg 1536w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/3-2048x1152.jpg 2048w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/3-1568x882.jpg 1568w\" sizes=\"(max-width: 709px) 100vw, 709px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The internet was almost completely shut down in Qom province for two consecutive days (August 27 and 28). Of note, there were no immediate comments or reactions to these disruptions, neither from the authorities nor the internet users in the region.<\/span><\/p>\n<h2><b>Half a Month without Internet<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Many provinces in Iran faced internet disruptions for long stretches in August. The following lists these:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Semnan province suffered from almost half a month of severe internet disruption from August 23 to the end of the month. According to IODA data (graph below), there was a near total internet shutdown from the night of August 27 to the morning of August 28 in Semnan.<\/span><\/p>\n<p><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/5.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-4479\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/5.jpg\" alt=\"\" width=\"612\" height=\"344\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/5.jpg 2560w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/5-300x169.jpg 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/5-1024x576.jpg 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/5-768x432.jpg 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/5-1536x864.jpg 1536w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/5-2048x1152.jpg 2048w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/5-1568x882.jpg 1568w\" sizes=\"(max-width: 612px) 100vw, 612px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Alborz province was one of the most affected by internet disruptions in Iran in August. As the graph below shows, there was a recurring pattern of disruption that happened every night from 3 am to 9 am local time (11:30 pm to 5:30 am GMT). This was similar to the previous months.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/6.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-4480\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/6.jpg\" alt=\"\" width=\"688\" height=\"387\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/6.jpg 2560w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/6-300x169.jpg 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/6-1024x576.jpg 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/6-768x432.jpg 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/6-1536x864.jpg 1536w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/6-2048x1152.jpg 2048w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/6-1568x882.jpg 1568w\" sizes=\"(max-width: 688px) 100vw, 688px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Other provinces in Iran experienced frequent internet disruptions throughout August. These disruptions did not last more than a few hours each time, but they still affected the internet access of the people living there. The provinces that faced this problem were: <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1847?from=1690883329&amp;until=1693820929\"><span style=\"font-weight: 400;\">South Khorasan<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1823?from=1690880431&amp;until=1693475971\"><span style=\"font-weight: 400;\">Bushehr<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1830?from=1690883908&amp;until=1693821508\"><span style=\"font-weight: 400;\">Yazd<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1836?from=1690883986&amp;until=1693821586\"><span style=\"font-weight: 400;\">Ardebil<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1834?from=1690884125&amp;until=1693821725\"><span style=\"font-weight: 400;\">Ilam<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sistan and Baluchestan province, which had faced near total internet shutdowns every Friday morning since the \u201cbloody Friday\u201d <\/span><a href=\"https:\/\/www.hrw.org\/news\/2022\/12\/22\/iran-bloody-friday-crackdown-years-deadliest\"><span style=\"font-weight: 400;\">massacre<\/span><\/a><span style=\"font-weight: 400;\"> of September 30, 2022, resumed these shutdowns in August after a few weeks of pause.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The internet was severely disrupted in Sistan and Baluchestan province in the last week of August. <\/span><a href=\"https:\/\/twitter.com\/IranIntlbrk\/status\/1694993540802060467?s=20\"><span style=\"font-weight: 400;\">According<\/span><\/a><span style=\"font-weight: 400;\"> to Iran International, this happened after Abdolhamid Ismaeelzahi, a Sunni cleric who is regarded as the spiritual leader of Iran\u2019s Sunni Muslim population, gave a speech in the great Mosque of Zahedan criticizing the government.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">There were also some protests in other cities of the province on the same day <\/span><a href=\"https:\/\/twitter.com\/bbcpersian\/status\/1695084573254684776?s=20\"><span style=\"font-weight: 400;\">as per<\/span><\/a><span style=\"font-weight: 400;\"> BBC Persian.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/7.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-4481\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2023\/09\/7.jpg\" alt=\"\" width=\"621\" height=\"349\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2023\/09\/7.jpg href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1846?from=1690972089&amp;until=1693823289\"><span style=\"font-weight: 400;\">Kurdistan<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1834?from=1691576814&amp;until=1693823214\"><span style=\"font-weight: 400;\">Ilam<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1844?from=1690972089&amp;until=1693823289\"><span style=\"font-weight: 400;\">Kermanshah<\/span><\/a><span style=\"font-weight: href=\"https:\/\/ioda.inetintel.cc.gatech.edu\/region\/1826?from=1690885347&amp;until=1693822947\"><span style=\"font-weight: 400;\">Golestan<\/span><\/a><span style=\"font-weight: 400;\"> province had almost no internet connection for the entire day. <\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">These internet shutdowns have affected the lives and rights of millions of Iranians who rely on the internet for communication, information and services.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Overall, the Internet access in Iran in August was in a dire situation, despite the government\u2019s denials. The ECA report was based on various sources of information from outside Iran, which the Islamic republic authorities have always dismissed.
