In mid-March, several Iranian MPs made comments on a new bill being worked on to implement technologically-assisted hijab enforcement. MP Bijan Nobaveh kicked off the news by commenting that the plan includes the use of \u201csmart\u201d measures to enforce mandatory hijab, and new penalties and punishments for non-compliance, including restrictions on internet and phone services, as well as other social exclusion measures.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The issue of women\u2019s rights and their treatment as second class citizens, as exemplified through enforcement of mandatory hijab and so-called Islamic dress code, lay at\u00a0 the heart of the September 2022 protests. Since then, the women of Iran have been bravely protesting these restrictions by removing their hijab in public spaces, risking their freedom and safety.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In what appears to be a strategic move to take advantage of the lull in protests this time of year, officials are once again prioritizing the issue of hijab enforcement, and have made several recent announcements as means to appear in-control of the issue and rolling back any of limitations of enforcement in recent months. With comments from Nobaveh and other MPs, it appears that Iranian officials are keen for technology to play a central\u00a0 role in identifying women, whether through facial recognition or CCTV cameras. The enforcement will be more \u201ccontactless\u201d in nature according to the comments, perhaps an attempt to manage the reputation of the so-called Morality Policy and mitigate any potential public outrage or concern about a repeat of the events that surrounded Amini\u2019s death.\u00a0 At this time, the extent to which advanced technologies, such as facial recognition, are being used inside Iran, and how much of this technology is domestically produced or imported remains largely unknown.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Filterwatch has<\/span><a href=\"https:\/\/filter.watch\/en\/2023\/03\/28\/surveillance-and-secrecy-examining-irans-claims-on-the-use-of-facial-recognition-for-social-control\/\"><span style=\"font-weight: 400;\"> already written<\/span><\/a><span style=\"font-weight: 400;\"> about the use of technology in Iran and its implications for the suppression of women's rights and dissent. New penalties, such as internet restrictions on those not complying with hijab laws, is a significant development and once again hints at the government\u2019s plans for segregating internet access in Iran otherwise known as <\/span><a href=\"https:\/\/filter.watch\/en\/2019\/09\/19\/is-layered-filtering-the-future-of-irans-national-information-network\/\"><span style=\"font-weight: 400;\">layered or tiered filtering<\/span><\/a><span style=\"font-weight: 400;\"> which has been in the works for years.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-3737\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-300x24.png\" alt=\"\" width=\"900\" height=\"72\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png 1500w\" sizes=\"(max-width: 900px) 100vw, 900px\" \/><\/p>\n<h2><b>Iranian MPs Speak on \u201cSmart\u201d Measures for Hijab Enforcement and New Penalties Including Internet Restrictions\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/twitter.com\/filterbaan\/status\/1635969639921467392\"><span style=\"font-weight: 400;\">15 March,<\/span><\/a><span style=\"font-weight: 400;\"> Iranian MP Bijan Nobaveh spoke of plans in the Majles (parliament) to introduce \u201csmart\u201d and \u201cindirect\u201d means to enforce mandatory hijab using street cameras. He added that if warnings were ignored, women could be \u201ccut off from accessing phone and internet services.\u201d While there have been <\/span><a href=\"https:\/\/donya-e-eqtesad.com\/%D8%A8%D8%AE%D8%B4-%D8%B3%D8%A7%DB%8C%D8%AA-%D8%AE%D9%88%D8%A7%D9%86-62\/3954787-%D8%B4%D8%A7%DB%8C%D8%B9%D8%A7%D8%AA-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%B7%D8%B1%D8%AD-%D9%85%D8%AC%D9%84%D8%B3-%D8%A8%D8%B1%D8%A7%DB%8C-%D9%85%D9%82%D8%A7%D8%A8%D9%84%D9%87-%D8%A8%D8%A7-%D8%A8%D8%AF%D8%AD%D8%AC%D8%A7%D8%A8%DB%8C-%D8%AA%DA%A9%D8%B0%DB%8C%D8%A8-%D8%B4%D8%AF\"><span style=\"font-weight: 400;\">inconsistent<\/span><\/a> <span style=\"font-weight: 400;\">reports <\/span><span style=\"font-weight: 400;\">on the status of the plan, in a recent interview another MP, Hossein Jalali <\/span><a href=\"https:\/\/www.khabaronline.ir\/news\/1747329\/%D8%AC%D8%B2%DB%8C%DB%8C%D8%A7%D8%AA-%D8%AC%D8%AF%DB%8C%D8%AF-%D9%88-%D9%85%D8%AC%D8%A7%D8%B2%D8%A7%D8%AA-%D9%87%D8%A7%DB%8C-%D8%B3%D9%86%DA%AF%DB%8C%D9%86-%D8%AF%D8%B1-%D8%B7%D8%B1%D8%AD-%D8%B9%D9%81%D8%A7%D9%81-%D9%88-%D8%AD%D8%AC%D8%A7%D8%A8-%D8%AC%D8%B1%D8%A7%DB%8C%D9%85-%D9%85%D8%A7%D9%84%DB%8C\"><span style=\"font-weight: 400;\">spoke<\/span><\/a><span style=\"font-weight: 400;\"> of a \u201cchastity and hijab\u201d bill \u201cbeing finalized\u201d in Majles which confirms Nobaveh\u2019s comments. Jalali added that under the bill \u201cthere will be no physical enforcement [of hijab law]\u201d. Authorities will punish violators with fines and revocation of passports and driver\u2019s licenses thereby affirming the use of further social exclusion measures in addition to fines to further restrict the rights of women.\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<h2><b>Proposal for Audio-Visual Regulatory Authority\u2019s Powers in the Draft Budget Scrapped According to MP\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">In a tweet on <\/span><a href=\"https:\/\/twitter.com\/motavangar\/status\/1637477287795777536\"><span style=\"font-weight: 400;\">19 March<\/span><\/a><span style=\"font-weight: 400;\"> MP Mojtaba Tavangar claimed that the Majles and the Guardian Council had removed the \u201cmonopoly powers\u201d given to the Audio-Visual Regulatory Authority (SATRA) which enabled it to exert \u201cexcessive pressure\u201d over video-on-demand services in the new annual Budget. The draft Budget still contained a clause giving SATRA - operating\u00a0 under the Islamic Republic of Iran Broadcasting (IRIB), which also has its own video-on-demand service - the power to issue licenses for online audio-visual production. For a number of years video-on-demand services have been questioning the legal authority of SATRA in this area, especially in light of the body\u2019s conflict of interest in having its own platform among other issues, which the Budget sought to clarify. SATRA had <\/span><a href=\"https:\/\/peivast.com\/p\/155587\"><span style=\"font-weight: 400;\">previously<\/span><\/a><span style=\"font-weight: 400;\"> referred major video-on-demand platforms such as Filimio to the judiciary to be blocked which did not result in any action against the platforms. In light of these developments, SATRA\u2019s position, and the oversight of online audio and visual content still remains unclear.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s National Centre for Cyberspace: \u201cComplaint Against International Platforms is Ready\u201d\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2023\/03\/15\/iran-complains-about-instagram-whatsapp\"><span style=\"font-weight: 400;\">14 March<\/span><\/a><span style=\"font-weight: 400;\"> the National Centre for Cyberspace (NCC) announced that a \u201ccomplaint against international platforms including evidence is ready.\u201d According to the NCC, the complaint is \u201cto prove the double standards by international platforms [against Iran] in an international forum.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is unclear which platforms are the targets of the so-called complaint and how and where they are being submitted. However, the crux of the issue remains Iran\u2019s demands for international social media platforms to comply with the country\u2019s laws. The NCC <\/span><a href=\"https:\/\/filter.watch\/en\/2023\/01\/27\/women-life-freedom-the-state-of-digital-rights-during-the-protests\/\"><span style=\"font-weight: 400;\">previously<\/span><\/a><span style=\"font-weight: 400;\"> attempted to speak to Meta about Instagram and WhatsApp content moderation policies and compliance with local laws in October 2022, which was rejected by Meta.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These attempts came after the start of widespread nationwide protests when Instagram and WhatsApp, the last few remaining international social media and messaging apps, were blocked. Despite various calls by businesses and those inside Iran who rely on the platforms for e-commerce and business to unblock these platforms, Iran\u2019s position has not changed. Instead Iran seems to be\u00a0 focused on forcing compliance with its domestic laws, which do not respect individual freedoms and human rights.\u00a0<\/span><\/p>\n<h2><b>New Regulation Banning Executive Bodies from Purchasing Foreign IT Products or Services Passed\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/ictna.ir\/id\/143901\/\"><span style=\"font-weight: 400;\">13 March <\/span><\/a><span style=\"font-weight: 400;\">a new regulation called \u201cSupporting Knowledge Production and Job Creation in the Field of ICT and Digital Economy \u201c banning executive bodies from purchasing foreign IT related products and services was issued. The new regulation is reportedly aiming to support Iran\u2019s domestic tech and IT sector.\u00a0<\/span><\/p>\n<h2><strong>New Bill on \u201cCombating False News Online\u201d Proposed to Government\u00a0<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/www.mehrnews.com\/news\/5733344\/%D9%84%D8%A7%DB%8C%D8%AD%D9%87-%D9%82%D8%B6%D8%A7%DB%8C%DB%8C-%D9%85%D9%82%D8%A7%D8%A8%D9%84%D9%87-%D8%A8%D8%A7-%D8%A7%D8%AE%D8%A8%D8%A7%D8%B1-%D8%AC%D8%B9%D9%84%DB%8C-%D8%A8%D9%87-%D8%AF%D9%88%D9%84%D8%AA-%D8%A7%D8%B1%D8%B3%D8%A7%D9%84-%D8%B4%D8%AF\"><span style=\"font-weight: 400;\">17 March<\/span><\/a><span style=\"font-weight: 400;\"> the Deputy for Culture, Social, and Content at the National Centre for Cyberspace (NCC), Ghasem Khaledi announced that a new bill, with backing from the judiciary in \u201ccombating false news\u201d had been proposed to the government. While there are limited details currently available about the content of this bill, according to Khaledi, the aim is to compel the private sector to respond more swiftly, adding that \u201cduring events such as the recent school poisonings if we could only deal with the false news of these issues - regardless of what happened in the field - we would face fewer problems\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The issue of combating \u201cfalse\u201d or \u201cfake\u201d news was first <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/03\/12\/irans-plan-to-tackle-fake-news-threatens-real-journalism\/\"><span style=\"font-weight: 400;\">raised<\/span><\/a><span style=\"font-weight: 400;\"> by the the Supreme Council of Cyberspace (SCC) in January 2021, in a resolution titled the \u201cDocument on Preventing and Combating the Dissemination of Misinformation and Fake News and Content in Cyberspace\u201d where the groundwork for a new piece of legislation on the issue was laid. This new development raises major concerns about threats to freedom of expression and digital rights online given Iran\u2019s history of censorship, crackdown on dissent and government criticisms online, and restricting press freedoms. This latest bill seems to further codify these actions into law in the name of combating \u201cfalse news\u201d and to compel the private sector - including to comply with these laws, which may include calling for international companies to also comply.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-3735\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/economy-300x25.png\" alt=\"\" width=\"864\" height=\"72\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/economy-300x25.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/economy-1024x84.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/economy-768x63.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/economy.png 1500w\" sizes=\"(max-width: 864px) 100vw, 864px\" \/><\/p>\n<h2><b>Iran\u2019s ICT Ministry Claims First Test to Exchange Messages Between Different Domestic Messaging Apps Has Been \"Successful\"<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/ictna.ir\/id\/144150\/\"><span style=\"font-weight: 400;\">27 March<\/span><\/a><span style=\"font-weight: 400;\"> the ICT Ministry announced that an \u201cinitial test\u201d to facilitate the exchange of messages between two domestic messaging apps, Baleh and Eita, \u201chas been successful\u201d adding that other capabilities such as \u201cexchanging files was to be added in the next phase.\u201d The ICT Ministry plans to extend this functionality to other domestic messaging apps over time.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Encouraging and enforcing the use of domestic messaging apps provided via the National Information Network (NIN) over international apps has been a long term policy in Iran. Various incentives such as lower costs, and additional services such as online banking being offered via these apps have been used to entice users onto these platforms. Reports from inside the country <\/span><a href=\"https:\/\/www.mehrnews.com\/news\/5671603\/%D8%A2%D8%AE%D8%B1%DB%8C%D9%86-%D8%A2%D9%85%D8%A7%D8%B1-%D8%A7%D8%B3%D8%AA%D9%82%D8%A8%D8%A7%D9%84-%DA%A9%D8%A7%D8%B1%D8%A8%D8%B1%D8%A7%D9%86-%D8%A7%D8%B2-%D9%BE%DB%8C%D8%A7%D9%85-%D8%B1%D8%B3%D8%A7%D9%86%D9%87%D8%A7%DB%8C-%D8%A8%D9%88%D9%85%DB%8C-%D8%A7%D8%B9%D9%84%D8%A7%D9%85-%D8%B4%D8%AF\"><span style=\"font-weight: 400;\">suggest<\/span><\/a><span style=\"font-weight: 400;\"> major growth in users for domestic apps. This is not surprising in light of the limited choices available to those in Iran due to the censorship of international messaging apps such as Telegram and WhatsApp, and the fact that these platforms offer cheaper internet traffic and offer additional services as means to force users onto these apps.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The interoperability between domestic messaging apps is yet another way to promote the use of these apps. However, these apps have weak security and privacy features compared to their counterparts, leaving users more vulnerable to threats, especially potential government surveillance. The interoperability between domestic apps raises further questions about the privacy and security functions for this feature, for which no details have been provided.\u00a0<\/span><\/p>\n<h2><b>National Centre for Cyberspace Releases Statistic on Active User Numbers for Domestic Messaging Apps\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2023\/03\/15\/statistics-number-active-users-native-messengers-esfand-1401\"><span style=\"font-weight: 400;\">14 March,<\/span><\/a><span style=\"font-weight: 400;\"> the Deputy for Culture, Social, and Content at the NCC, Ghasem Khaledi reported the latest figures on domestic messaging apps. According to Khaledi \u201cEita has over 13 million, Soroush Plus has over 5.5 million, Baleh 4,700 million, and Rubika over 20 million daily active users.\u201d On <\/span><a href=\"https:\/\/peivast.com\/p\/159056\"><span style=\"font-weight: 400;\">23 March<\/span><\/a><span style=\"font-weight: 400;\">, Baleh also claimed a 400% increase in the number of users in the days prior to the Iranian New Year. Baleh offered its users free internet around the holidays\u00a0 this March. While Filterwatch is unable to verify these figures and the rate of growth for these messaging apps, it appears that the current climate of internet shutdowns, challenging economic conditions, and internet restrictions has forced users to rely more and more on insecure domestic messaging apps.\u00a0\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Tejarat Bank Purchases Shares in Digital Payment System Digipay\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/peivast.com\/p\/157646\"><span style=\"font-weight: 400;\">5 March<\/span><\/a><span style=\"font-weight: 400;\"> Iranian tech news website <\/span><i><span style=\"font-weight: 400;\">Peivast <\/span><\/i><span style=\"font-weight: 400;\">reported that the Iranian commercial bank, Tejarat Bank has purchased a 20% share in the online payment service, Digipay. The Iranian government has a minority share in Tejarat Bank.\u00a0<\/span><\/p>\n<h2><b>Irancell Reports the Production of 5 Thousand Domestic Mobile Phones\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">According to\u00a0 telecommunication company MTN-Irancell\u2019s <\/span><a href=\"https:\/\/digiato.com\/article\/2023\/03\/11\/irancell-sustainability-report-1400-digital\"><span style=\"font-weight: 400;\">annual report<\/span><\/a><span style=\"font-weight: 400;\"> published this March, the company has produced\u00a0 5 thousand domestic mobile phones in collaboration with state owned Iran Electronics Industries and 9 million SIM cards with domestic operating systems.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-3734\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-300x24.png\" alt=\"\" width=\"913\" height=\"73\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber.png 1500w\" sizes=\"(max-width: 913px) 100vw, 913px\" \/><\/p>\n<h2><strong>News Website \u201cRouydad 2\u201d Seized and Blocked by Iranian Authorities\u00a0<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/www.rfi.fr\/fa\/%D8%A7%DB%8C%D8%B1%D8%A7%D9%86\/20230324-%D8%B3%D8%A7%DB%8C%D8%AA-%D8%AE%D8%A8%D8%B1%DB%8C-%D8%B1%D9%88%DB%8C%D8%AF%D8%A7%D8%AF-%DB%B2%DB%B4-%D8%AF%D8%B1-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86-%D9%81%DB%8C%D9%84%D8%AA%D8%B1-%D8%B4%D8%AF\"><span style=\"font-weight: 400;\">23 March<\/span><\/a><span style=\"font-weight: 400;\"> the Iranian news website \u201cRouydad 24\u201d was seized and blocked by an \u201cunknown authority\u201d according to Farhad Farzad, the website\u2019s Editor in Chief. According to the news website no prior warnings were issued to the website and no reason was provided for blocking the website. In a tweet on <\/span><a href=\"https:\/\/twitter.com\/farhadfarzadd\/status\/1640012766768513024\"><span style=\"font-weight: 400;\">26 March <\/span><\/a><span style=\"font-weight: 400;\">Farzad confirmed that the website was unblocked by the same \u201cunknown authority\u201d with the promise to \u201cnot publish critical content\u201d as a prerequisite for the website being unblocked.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-3736\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/infra-300x24.png\" alt=\"\" width=\"925\" height=\"74\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/infra-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/infra-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/infra-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/infra.png 1500w\" sizes=\"(max-width: 925px) 100vw, 925px\" \/><\/p>\n<h2><b>Reason Behind Iran\u2019s Brief Nationwide Near-Total Internet Shutdown Remains Unclear\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/twitter.com\/filterbaan\/status\/1635902316413952002\"><span style=\"font-weight: 400;\">15 March<\/span><\/a><span style=\"font-weight: 400;\"> at around 10am local time, Iran experienced a near-total nationwide internet shutdown which lasted around 15 minutes. Iran\u2019s ICT Minister, Eisa Zarepour <\/span><a href=\"https:\/\/www.ictna.ir\/id\/143959\/\"><span style=\"font-weight: 400;\">denied<\/span><\/a><span style=\"font-weight: 400;\"> a cyberattack being the cause of the shutdown, adding that the issue was \u201cwith an operator\u2019s infrastructure\u201d. Filterwatch cannot verify Zarepour\u2019s comments, but in recent months there have been other brief nationwide internet shutdowns in Iran which authorities have attributed to vague and unverifiable reasons. Our monthly Network Monitor provides more details on internet disruptions.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s ICT Minister: \u201cWe Did Not Have Any Pre-Planned Internet Shutdowns that Required Prior Notification\u201d<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">In an interview on <\/span><a href=\"https:\/\/digiato.com\/article\/2023\/03\/26\/internet-outage-ministry-of-communications-year-1401\"><span style=\"font-weight: 400;\">27 March<\/span><\/a><span style=\"font-weight: 400;\"> Iran\u2019s ICT Minister Eisa Zarepour claimed that there were \u201cno pre-planned internet shutdowns that required prior notification\u201d during the previous Iranian calendar year (March 2022 - March 2023). Zarepour\u2019s claim comes as Iran had a record-breaking number of internet shutdowns, especially in response to protests since September 2022.
