{"id":4165,"date":"2022-12-14T15:53:45","date_gmt":"2022-12-14T15:53:45","guid":{"rendered":"https:\/\/filter.watch\/en\/?p=4165"},"modified":"2025-06-03T08:40:55","modified_gmt":"2025-06-03T08:40:55","slug":"realising-localization-dreams-ignoring-crippling-financial-needs","status":"publish","type":"post","link":"https:\/\/filter.watch\/english\/2022\/12\/14\/realising-localization-dreams-ignoring-crippling-financial-needs\/","title":{"rendered":"Realising Localization Dreams, Ignoring Crippling Financial Needs"},"content":{"rendered":"<p><span style=\"font-weight: 400\">Since the start of the protests which began following the <\/span><a href=\"https:\/\/filter.watch\/en\/2022\/10\/17\/women-life-and-internet-shutdowns-network-monitor-september-2022\/\"><span style=\"font-weight: 400\">death<\/span><\/a><span style=\"font-weight: 400\"> of Mahsa Jhina Amini in September 2022, Iran has hardly experienced a day without internet disruptions, which have resulted in two major developments:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Efforts to advance the contents of the \u201cUser Protection\u201d Bill, especially in relation to controlling bandwidth speeds, monitoring the use of VPNs and plans to advance legal VPNs.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Small and medium telecommunication service providers, technology companies, and digital and online businesses have voiced concerns on their loss of income as a result of internet restrictions.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">At first glance, these developments may not look related, however, they point to the increasing government control over the internet and furthering localization efforts aimed at decreasing the cost of internet restrictions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to details provided by <\/span><a href=\"https:\/\/filter.watch\/2022\/12\/24\/the-cost-of-internet-shutdowns-network-monitor-november-2022\/\"><span style=\"font-weight: 400\">news outlets<\/span><\/a><span style=\"font-weight: 400\"> and letters from the telecommunications service to the ICT Minister - which were <\/span><a href=\"https:\/\/t.me\/ZZA_HACKERS\/30?single\"><span style=\"font-weight: 400\">hacked and released online<\/span><\/a><span style=\"font-weight: 400\"> - the financial cost incurred by the four biggest network providers as a result of the internet restrictions are:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Shatel: 60% drop in traffic and 40% decrease in income<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">MobinNet: 10 billion IRR (estimated\u00a023,668.64 USD) loss in income\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">RighTel: 14 billion IRR (estimated 33,136.09 USD) daily loss of income, and an approximate loss of 302 billion IRR (estimated\u00a071,479.29 USD) in total<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">In light of Iran\u2019s macro-policies regarding the internet, some of these losses will likely be recovered in the short to medium term through internet localization plans. However, one of the biggest obstacles to these plans remains the lack of enthusiasm and support for the use of domestic services and platforms such as messaging services, search engines, email services, and other core services that can make the National Information Network (NIN) fully operational. One of the reasons for this response is clear: concerns about privacy and government surveillance, which have made those inside Iran resistant to migrating to domestic services.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">As a result, policies have been introduced to make domestic internet services more attractive compared to their international counterparts, effectively coercing users onto these services. Measures include discounts on domestic data use, providing banking or e-government service via domestic messaging apps, or holding online classes via domestic services. These efforts are supplemented by throttling access to international platforms such as Instagram, leaving Iranian internet users with little choice but to rely on domestic services to remain online and be able to access digital services which are now essential to everyone\u2019s lives.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This report will focus on internet policy developments in Iran during November, much of which is focused on internet localization plans and the implementation of layered or tiered filtering in the country.\u00a0<\/span><\/p>\n<h2><img decoding=\"async\" class=\"alignnone size-medium wp-image-3737\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-300x24.png\" alt=\"\" width=\"300\" height=\"24\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png 1500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/h2>\n<h2><b>Plans for Iran-Russia Cooperation on Infrastructure\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">According to the Iranian news outlet, <\/span><i><span style=\"font-weight: 400\">ISNA<\/span><\/i><span style=\"font-weight: 400\">, on<\/span><a href=\"https:\/\/www.isna.ir\/news\/1401090200886\/%D8%AD%D8%B6%D9%88%D8%B1-%D8%B4%D8%B1%DA%A9%D8%AA-%D9%87%D8%A7%DB%8C-%D8%B1%D9%88%D8%B3%DB%8C-%D8%B9%D9%84%D8%A7%D9%82%D9%87-%D9%85%D9%86%D8%AF-%D8%A8%D9%87-%D8%AA%D9%88%D8%B3%D8%B9%D9%87-%D8%B2%DB%8C%D8%B1%D8%B3%D8%A7%D8%AE%D8%AA-%D9%87%D8%A7%DB%8C-%D8%A7%D8%B1%D8%AA%D8%A8%D8%A7%D8%B7%DB%8C-%D8%AF%D8%B1\"><span style=\"font-weight: 400\"> 23 November,<\/span><\/a><span style=\"font-weight: 400\"> Russian ICT officials traveled to Iran\u2019s capital, Tehran, to meet with the ICT Minister, Eisa Zarepur to discuss cooperation between the two countries on infrastructure projects.\u00a0<\/span><\/p>\n<h2><b>MPs Looking to Revive the Dangerous \u201cUser Protection\u201d Bill\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Mohammad Bagheri MP and member of the Joint Committee for the \u201cUser Protection\u201d Bill said in an interview on <\/span><a href=\"https:\/\/www.isna.ir\/news\/1401081409576\/%DA%A9%D9%85%DB%8C%D8%B3%DB%8C%D9%88%D9%86-%D9%85%D8%B4%D8%AA%D8%B1%DA%A9-%D8%B5%DB%8C%D8%A7%D9%86%D8%AA-%D8%AC%D9%84%D8%B3%D9%87-%D8%A7%DB%8C-%D8%A8%D8%A7-%D8%AD%D8%B6%D9%88%D8%B1-%D9%86%D8%A7%DB%8C%D8%A8-%D8%B1%D8%A6%DB%8C%D8%B3-%D9%85%D8%AC%D9%84%D8%B3-%D8%A8%D8%B1%DA%AF%D8%B2%D8%A7%D8%B1-%D9%85%DB%8C\"><span style=\"font-weight: 400\">5 November<\/span><\/a><span style=\"font-weight: 400\"> that the Committee is \u201cmeeting tomorrow\u201d but said that he was not \u201caware of the agenda.\u201d While the \u201cUser Protection\u201d Bill has taken a back seat on the parliamentary agenda, elements of the Bill have been approved by the Supreme Council for Cyberspace (SCC) and are slowly being enacted, however, it is clear that the threat of the Bill becoming law still persists.\u00a0<\/span><\/p>\n<h2><b>Provision for \u201cHigh Speed Internet Access\u201d in New Regulation for \u201cSupporting Freelancers\u201d\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/11\/26\/regulations-protection-freelancers\"><span style=\"font-weight: 400\">22 November<\/span><\/a><span style=\"font-weight: 400\"> the government approved a new regulation for \u201csupporting freelancers\u201d which is aimed at providing various provisions for \u201cverified\u201d freelancers based inside Iran working in the IT sector or involved in the digital economy. The support includes \u201cconsultations on legal, insurance, and marketing matters,\u201d among some other services. Most notably however, the regulation tasks the ICT Ministry with providing freelancers with \u201chigh speed internet\u201d which signals the implementation of <\/span><a href=\"https:\/\/filter.watch\/en\/2019\/09\/19\/is-layered-filtering-the-future-of-irans-national-information-network\/\"><span style=\"font-weight: 400\">layered or tiered filtering<\/span><\/a><span style=\"font-weight: 400\">. This system refers to different levels of internet access being given to different sections of society as approved by the government.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Parliament Makes Progress on Adding Online Gambling to the Islamic Penal Code\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.isna.ir\/news\/1400082317500\/%D9%85%D8%AC%D9%84%D8%B3-%D9%85%D8%B5%D8%A7%D8%AF%DB%8C%D9%82-%D8%B4%D8%B1%D8%B7-%D8%A8%D9%86%D8%AF%DB%8C-%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA%DB%8C-%D8%B1%D8%A7-%D9%85%D8%B4%D8%AE%D8%B5-%DA%A9%D8%B1%D8%AF\"><span style=\"font-weight: 400\">14 Novembe<\/span><\/a><span style=\"font-weight: 400\">r the Majles (parliament) approved an amendment to the Islamic Penal Code which defines online betting and gambling - which are already criminalized offline - and the penalties in relation to these activities online. The amendments will need to be approved by the Guardian Council before being passed into law.\u00a0<\/span><\/p>\n<h2><b>New Head of the Communications Regulatory Authority Announced\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.iictf.ir\/news\/%D8%B9%D8%A8%D8%A7%D8%B3%DB%8C-%D8%B4%D8%A7%D9%87%DA%A9%D9%88%D9%87-%D8%A7%D8%B2-%D8%B1%DB%8C%D8%A7%D8%B3%D8%AA-%D8%B3%D8%A7%D8%B2%D9%85%D8%A7%D9%86-%D8%AA%D9%86%D8%B8%DB%8C%D9%85-%D9%85%D9%82%D8%B1\/\"><span style=\"font-weight: 400\">8 November<\/span><\/a><span style=\"font-weight: 400\"> the ICT Ministry announced that Sadegh Abbasi Shahkouh has been replaced with Mohammad-Amin Aghamiri as the Head of the Communications Regulatory Authority (CRA) around a year after his appointment into the role, as per an order by the ICT Minister.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s ICT Minister Claims Domestic Online Businesses Remained Connected During Internet Shutdowns\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">In a meeting with a number of online businesses on <\/span><a href=\"https:\/\/www.isna.ir\/news\/00062086245\/%D9%85%D8%B4%DA%A9%D9%84%D8%A7%D8%AA-%D9%85%D8%B1%D8%AF%D9%85-%D9%88-%DA%A9%D8%B3%D8%A8-%D9%88-%DA%A9%D8%A7%D8%B1%D9%87%D8%A7%DB%8C-%D9%85%D8%AC%D8%A7%D8%B2%DB%8C-%D8%B1%D8%A7-%D8%AF%D8%B1-%D8%A7%DB%8C%D9%86-%D8%B1%D9%88%D8%B2%D9%87%D8%A7-%DA%A9%D8%A7%D9%85%D9%84%D8%A7-%D8%AF%D8%B1%DA%A9-%D9%85%DB%8C-%DA%A9%D9%86%D9%85\"><span style=\"font-weight: 400\">9 November<\/span><\/a><span style=\"font-weight: 400\">, Iran\u2019s ICT Minister Eisa Zarepour, claimed that despite severe internet restrictions such as internet shutdowns, throttling, and the blocking of platforms in previous months the situation was \u201cmanaged\u201d to \u201cbring disruptions to a minimum, in a way that services relating to domestic use were able to function without any problems.\u201d Zarepour\u2019s claims come amid various reports from businesses such as network providers losing significant income as a result of internet disruptions as mentioned at the start of this report, and the introduction of government support packages for online businesses.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone size-medium wp-image-3733\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/apps-300x25.png\" alt=\"\" width=\"300\" height=\"25\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/apps-300x25.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/apps-1024x84.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/apps-768x63.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/apps.png 1500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<h2><b>Iran Reportedly Unblocks \u2018Google Discover\u2019\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.zoomit.ir\/tech-iran\/387846-google-discover-filter-is-removed\/\"><span style=\"font-weight: 400\">14 November<\/span><\/a><span style=\"font-weight: 400\">, the Iranian tech news website <\/span><i><span style=\"font-weight: 400\">ZoomIt <\/span><\/i><span style=\"font-weight: 400\">reported that authorities had unblocked Google Discover after blocking it earlier in the month.\u00a0\u00a0<\/span><\/p>\n<h2><b>A Number of Iranian Applications Reportedly Removed from the \u2018Google Play Store\u2019\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">According to the Iranian tech news website, <\/span><i><span style=\"font-weight: 400\">Digiato<\/span><\/i><span style=\"font-weight: 400\">, the Google Play Store removed a number of Iranian applications, such as the ride sharing apps Snap and Tap30 as well as\u00a0 messaging apps likeSoroush, iGap, and Bale from the app store between <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/11\/16\/some-iranian-apps-removed-from-google-play\"><span style=\"font-weight: 400\">15 and 16 November.\u00a0<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400\">According to <\/span><i><span style=\"font-weight: 400\">Digiato<\/span><\/i><span style=\"font-weight: 400\">, companies<\/span><span style=\"font-weight: 400\"> behind these apps blame \u201csanctions\u201d for the recent removal of the apps, although the website did not clarify which companies.\u00a0 No new technology related sanctions have been announced that would impact these apps specifically. In the new regulation, a series of supportive measures such as financial assistance, tax breaks, and licensing assistance, among other types of support were announced. The new online business support measures come largely in response to the latest wave of internet restrictions following the protests such as persistent internet shutdowns, but more significantly for businesses, the blocking of WhatsApp and Instagram by the authorities.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s ICT Minister: Businesses Using Domestic Platforms Dot Need Additional Licenses\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On<a href=\"https:\/\/www.isna.ir\/news\/1401081610750\/\u062f\u0631\u06cc\u0627\u0641\u062a-\u0645\u062c\u0648\u0632-\u06a9\u0633\u0628-\u0648\u06a9\u0627\u0631\u0647\u0627\u06cc-\u0627\u06cc\u0646\u062a\u0631\u0646\u062a\u06cc-\u0628\u0627-\u062b\u0628\u062a-\u0646\u0627\u0645-\u062f\u0631-\u067e\u0644\u062a-\u0641\u0631\u0645-\u0647\u0627\u06cc-\u062f\u0627\u062e\u0644\u06cc\"> 7 November<\/a> Iran\u2019s ICT Minister, Eisa Zarepour announced that the \u201cuse of domestic domestic platforms by businesses is treated as those businesses having a commercial\u00a0 license,\u201d meaning that businesses will not require additional licenses if they conduct their business via domestic platforms. This statement comes as many businesses have been facing additional pressures following the blocking of Instagram and WhatsApp and the continued internet shutdowns, and the continued use of incentives by the government to widen the use of domestic platforms and services instead.\u00a0<\/span><\/p>\n<h2><b>Cloud Company \u201cArvanCloud\u201d Sanctioned by the European Union\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=OJ:L:2022:293I:FULL&amp;from=EN\"><span style=\"font-weight: 400\">14 November<\/span><\/a><span style=\"font-weight: 400\"> the European Union sanctioned an Iranian cloud services company, ArvanCloud alongside 32 other Iranian individuals in response to the death of Mahsa Amini and the violent crackdown against protests by the authorities.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone size-medium wp-image-3734\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-300x24.png\" alt=\"\" width=\"300\" height=\"24\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber.png 1500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<h2><b>New University Disciplinary Bylaw: Closer Scrutiny of Student\u2019s Online Activities<\/b><\/h2>\n<p><span style=\"font-weight: 400\">The Minister of Science, Mohammad-Ali Zolfigol, and the Health Minister Bahram Einollahi signed new disciplinary instructions on <\/span><a href=\"https:\/\/www.zoomit.ir\/tech-iran\/388253-univercity-disciplinary-rules\/\"><span style=\"font-weight: 400\">28 November<\/span><\/a><span style=\"font-weight: 400\"> to be enforced by universities. The new bylaw instructs universities to closely monitor students\u2019 online activities such as forming online student groups and associations, which are already banned offline, and will now also be considered a violation.
