The most significant internet disruption in October was the major <\/span>mobile internet shutdown<\/span><\/a> on Iran\u2019s three main mobile network operators: Irancell, Hamrah-e-Aval (MCI) and RighTel which lasted for around 11 days. In contrast,\u00a0 we did not observe such an extended internet shutdown during November.<\/span><\/p>\n

We believe that authorities stopped deploying extended internet shutdowns this month in part due to the increasing economic cost of doing so. In particular, these heavy disruptions and shutdowns have dealt a heavy blow to online businesses and services operating inside the country. A letter from RighTel - Iran\u2019s third largest mobile network operator\u00a0 - addressed to Iran\u2019s ICT Minister, Eisa Zarepour in October supports this theory.\u00a0<\/span><\/p>\n

\u00a0<\/span>The letter, signed by the network\u2019s Managing Director Yasser Rezakhah, states that\u00a0 \u201cduring the past few weeks, the company\u2019s resources and income have significantly decreased during internet shutdowns and other restrictions, such as limiting internet bandwidth from 21 September. They have also caused a decrease in data use from subscribers, decreasing data traffic by around\u00a0 50% .\u201d The letter also states that the \u201ccontinued lack of compensation for losses could lead to bankruptcy.\u201d\u00a0<\/span><\/p>\n

In response, Zarepour dismissed RighTel\u2019s letter in an interview with IRNA on <\/span>14 December<\/span><\/a>, claiming that the operator was attempting to \u201cblame their management issues on current events \u201c. He added that\u00a0 \u201cRighTel has had financial issues in the past.\u201d Bringing Zarepour\u2019s claim of prior financial issues into doubt, the tech news website <\/span>Peivast <\/span><\/i>reported that RighTel had planned for an initial public offering (IPO) last summer but stock market conditions delayed the process.\u00a0<\/span><\/p>\n

Some Iranian officials have <\/span>expressed<\/span><\/a> concern about the cost of internet shutdowns, including Valiollah Bayati, MP for Tafresh and Ashtian in Markazi province. In a public session in Majles (parliament), he stated that continued internet shutdowns have led to the closure of many jobs and people are worried, the government and the President must provide necessary measures.\u201d\u00a0\u00a0<\/span><\/p>\n

According to <\/span>Top10VPN <\/span><\/i>so far in 2022, internet shutdowns in Iran have <\/span>cost<\/span><\/a> $613.4m, placing it third after Russia and Myanmar.\u00a0<\/span><\/p>\n

ICT Minister Attempts to Distort the Reality of Internet Shutdowns<\/b><\/h2>\n

The Iran vs US World Cup football match on 29 November, which resulted in a defeat for the Iranian team, unsurprisingly drew significant attention inside the country. The ICT Minister Zarepour <\/span>claimed<\/span><\/a> that the internet infrastructure had improved, especially in provinces across the country. In particular he referenced the widespread streaming of the football match to support his claim that the \u201cuse of internet traffic had reached a record breaking 6 TBps.\u201d\u00a0\u00a0<\/span><\/p>\n

Meanwhile, Kentik data showed a drop in international internet traffic during the first and second halves of the football match.\u00a0<\/span><\/p>\n
