The chants of Woman, Life, Freedom can still be heard across Iran. Iranian authorities continue to rely on the use of violence and deadly force to crack down on protests. In an effort to prevent the free flow of information and suppress freedom of expression, authorities continue to deploy internet restrictions and shutdowns to mask the human rights violations taking place at the hands of the government and to disrupt the protests.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This month, authorities justified\u00a0 the ongoing internet shutdowns and restrictions as a security measure and added that the\u00a0 blocking of popular international platforms, such as Instagram, would be resolved should they agree to comply with domestic\u00a0 laws. These national laws include enforcing the criminalisation of the sale of VPNs, which the ICT Minister, Eisa Zarepour spoke about in an interview, further hinting at the arrival of government-backed \u201clegal VPNs\u201d. These VPNs would give a select group of people access to specific international services as approved by the government.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This month, <\/span><a href=\"https:\/\/theintercept.com\/2022\/10\/28\/iran-protests-phone-surveillance\/\"><i><span style=\"font-weight: 400\">The Intercept<\/span><\/i><\/a> <span style=\"font-weight: 400\">released a report on a surveillance system known as \u201cSIAM\u201d used by Iran\u2019s Communications Regulatory Authority to control, monitor, and threaten mobile phone users, providing a rare glimpse into the insidious surveillance systems used by Iranian authorities. Find out more about this report and other internet policy related updates below:\u00a0<\/span><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png\"><img decoding=\"async\" class=\"alignleft wp-image-3737 size-full\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png\" alt=\"\" width=\"1500\" height=\"122\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy.png 1500w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/policy-768x62.png 768w\" sizes=\"(max-width: 1500px) 100vw, 1500px\" \/><\/a><\/p>\n<h2><b>Member of Iran\u2019s Supreme Council for Cyberspace: \u201cThe Internet Was Restricted for Security Reasons\u201d\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">In an interview on <\/span><a href=\"https:\/\/www.isna.ir\/news\/1401071004290\/%D8%B6%D8%B1%D8%BA%D8%A7%D9%85%DB%8C-%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D8%A8%D8%B1%D8%A7%DB%8C-%D8%A7%D9%85%D9%86%DB%8C%D8%AA-%D9%85%D8%B1%D8%AF%D9%85-%D9%85%D8%AD%D8%AF%D9%88%D8%AF-%D8%B4%D8%AF\"><span style=\"font-weight: 400\">2 October<\/span><\/a><span style=\"font-weight: 400\">, Ezatollah Zarghami, a member of Iran\u2019s top internet policy making body, the Supreme Council for Cyberspace (SCC) and Minister for Cultural Heritage commented on the recent internet shutdowns and disruptions stating that the have been implemented in reaction to \u201criots, disruptions, and some destruction taking place across the country \u2026 until the situation has passed.\u201d He added that the decision to restrict the internet was made for \u201csecurity reasons.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Iranian authorities have long been citing \u201csecurity reasons\u201d for using internet shutdowns and restrictions in protests areas, however, these measures are <\/span><a href=\"https:\/\/filter.watch\/en\/2022\/11\/29\/network-monitor-october-2022\/\"><span style=\"font-weight: 400\">deployed<\/span><\/a><span style=\"font-weight: 400\"> to restrict the flow of information within the country and from information being posted on international platforms while authorities commit human rights violations such as the disproportionate use of force and killing protestors to silence demonstrations.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s ICT Minister: \u201cEfforts Being Made to Criminalize the Sale of VPNs\u201d\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/10\/19\/criminalization-for-selling-vpn\"><span style=\"font-weight: 400\">19 October<\/span><\/a><span style=\"font-weight: 400\">, Iran\u2019s ICT Minister, Eisa Zarepour commented that the sale of VPNs is unauthorized in the country, however, it had not yet been enforced through criminalisation and prosecution but efforts are being made to make this possible.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Given that as of September 2022, the last few remaining popular international social media and messaging platforms, Instagram and WhatsApp, were blocked by the authorities, Iranian users\u00a0 have no choice but to rely on VPNs to access them. However, Zarepour\u2019s emphasis on the sale of VPNs points to a long-term plan for the rollout of the \u201clegal VPNs,\u201d which we have <\/span><a href=\"https:\/\/filter.watch\/en\/2020\/08\/14\/irans-legal-vpns-and-the-threat-to-digital-rights\/\"><span style=\"font-weight: 400\">written<\/span><\/a><span style=\"font-weight: 400\"> about before. Legal VPNs are government controlled and backed, and users can apply to receive a VPN for specific reasons such as their occupation or other reasons which they need to provide in their application. Through this scheme, the government can exert total control over the content accessed by Iranian users.\u00a0\u00a0<\/span><\/p>\n<h2><b>Draft \u201cRoadmap for the National Expansion of Artificial Intelligence\u201d Published By the Telecommunications Research Centre of Iran<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.isna.ir\/news\/1401072513720\/%D9%BE%DB%8C%D8%B4-%D9%86%D9%88%DB%8C%D8%B3-%D8%B3%D9%86%D8%AF-%D9%86%D9%82%D8%B4%D9%87-%D8%B1%D8%A7%D9%87-%D8%AA%D9%88%D8%B3%D8%B9%D9%87-%D9%85%D9%84%DB%8C-%D9%87%D9%88%D8%B4-%D9%85%D8%B5%D9%86%D9%88%D8%B9%DB%8C-%D9%85%D9%86%D8%AA%D8%B4%D8%B1-%D8%B4%D8%AF\"><span style=\"font-weight: 400\">14 October,<\/span><\/a><span style=\"font-weight: 400\"> the Telecommunications Research Centre of Iran, the research arm of the ICT Ministry published the draft \u201cRoadmap for the National Expansion of Artificial Intelligence\u201d which sets out the aims and objectives and benefits of using AI in different sectors such as transport, education, health, agriculture, and industry.\u00a0<\/span><\/p>\n<h2><b>\u201cData and Information Management\u201d Law Passed to the Government for Implementation<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/way2pay.ir\/293276\/\"><span style=\"font-weight: 400\">27 October<\/span><\/a><span style=\"font-weight: 400\">, Iran\u2019s Parliament or Majles passed the \u201cData and Information Management\u201d to the government for implementation. The bill was passed into law earlier this year, which is aimed at giving greater centralized government control over data held by public bodies with the aim of \u201charmonizing data sharing\u201d between government bodies for e-government services. We have<\/span><a href=\"https:\/\/filter.watch\/en\/2021\/01\/28\/egovernment-in-iran-expanding-services-or-the-surveillance-state\/\"><span style=\"font-weight: 400\"> already written<\/span><\/a><span style=\"font-weight: 400\"> about the dangers of e-government services in Iran. In light of the lack of data protection laws in Iran, the sharing of data between government bodies is vulnerable to misuse for surveillance, prosecution, and discrimination of those in the country.<\/span><\/p>\n<p><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/apps.png\"><img decoding=\"async\" class=\"alignleft wp-image-3733 size-full\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/apps.png\" alt=\"\" width=\"1500\" height=\"123\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/apps.png 1500w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/apps-300x25.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/apps-1024x84.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/apps-768x63.png 768w\" sizes=\"(max-width: 1500px) 100vw, 1500px\" \/><\/a><\/p>\n<h2><b>Google Services Blocked by Iranian Authorities in a Targeted Move\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/10\/29\/google-services-have-issues-in-iran\"><span style=\"font-weight: 400\">30 October,<\/span><\/a><span style=\"font-weight: 400\"> a number of Google services such as Google Chrome, Google Maps, Google Meet, Gmail, and Google doc, and other services were blocked by Iranian authorities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The fresh wave of blockings was likely triggered in reaction to the Google Play Store\u2019s \u201cPlay Protect\u201d feature (Google\u2019s built-in malware protection for Android) blocking the government backed social media app Rubika citing \u201csecurity concerns\u201d. While Rubika has publicly denied these claims, we have already <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/11\/30\/the-role-of-domestic-messaging-apps-in-irans-information-controls\/\"><span style=\"font-weight: 400\">written<\/span><\/a><span style=\"font-weight: 400\"> about Rubika committing user privacy violations in the\u00a0<\/span><span style=\"font-weight: 400\">past.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Government Spokesperson: \u201cWe Welcome Instagram if they Comply With Our Laws\u201d Weeks After the Government Blocked the Platform<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/way2pay.ir\/290860\/\"><span style=\"font-weight: 400\">11 October<\/span><\/a><span style=\"font-weight: 400\">, which marked around three weeks following the blocking on Instagram and WhatsApp, the Government Spokesperson Ali Bahadori Jahromi commented that \u201cany platform that complies with global and national laws will be welcomed and supported.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Instagram was blocked by the government on <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/09\/21\/restricted-access-instagram-iran\"><span style=\"font-weight: 400\">21 September <\/span><\/a><span style=\"font-weight: 400\">just after protests following the death of Mahsa Jhina Amini began. It is unclear how long the blocking of the platform will be in place, however, the move has a significant impact on freedom of expression in Iran, and for those who rely on Instagram as an income stream. Users will now have to rely on VPNs to access the platform or be forced to use insecure domestic platforms instead.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber.png\"><img decoding=\"async\" class=\"alignleft wp-image-3734 size-full\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber.png\" alt=\"\" width=\"1500\" height=\"122\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber.png 1500w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/cyber-768x62.png 768w\" sizes=\"(max-width: 1500px) 100vw, 1500px\" \/><\/a><\/p>\n<h2><b>Intercept Report Reveals the Use of a Surveillance System by Iran\u2019s Communications Regulatory Authority to Track Mobile Users\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/theintercept.com\/2022\/10\/28\/iran-protests-phone-surveillance\/\"><span style=\"font-weight: 400\">28 October<\/span><\/a><span style=\"font-weight: 400\">, <\/span><i><span style=\"font-weight: 400\">The Intercept <\/span><\/i><span style=\"font-weight: 400\">published a report based on hacked documents leaked to them revealing the use of a surveillance system known as \u201cSIAM\u201d by Iran\u2019s Communications Regulatory Authority (CRA) to spy on mobile phone users.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">SIAM reportedly provides a range of options to its users to monitor the use of mobile phones, including slowing internet connections, tracking users\u2019 movements and location, providing call records, and giving access to the list of websites and IP addresses users have connected to among other functions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This report provides a rare glimpse into the use of surveillance systems used by Iranian authorities which has long been suspected but limited details have been available. In light of the intense and ongoing\u00a0 protests across Iran over the past few months, this report provides us with evidence of the threats posed by authorities to protestors.\u00a0\u00a0<\/span><\/p>\n<h2><b>Increasing Number of Cyber Attacks on Iran\u2019s Critical Infrastructure\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/newspaper.hamshahrionline.ir\/id\/175301\/%D9%86%DB%8C%D8%A7%D8%B2-%D8%A2%D9%85%D8%A7%D8%AF%D9%87%E2%80%8C%D8%A8%D8%A7%D8%B4-%D8%B3%D8%A7%DB%8C%D8%A8%D8%B1%DB%8C.html\"><span style=\"font-weight: 400\">29 October<\/span><\/a><span style=\"font-weight: 400\"> the Commander in Chief of the Civil Defence Organisation, Gholamreza Jalali claimed that Iran\u2019s infrastructure had experienced 120 attacks in 20 days, 90% of which Jalili claims have been defended against. Jalili\u2019s claims come as Iran\u2019s national services and infrastructure have suffered heavy cyberattacks in recent months and years, with the hacktivist group Anonymous <\/span><a href=\"https:\/\/www.cnbc.com\/2022\/10\/05\/how-anonymous-and-other-hacking-groups-are-aiding-protests-in-iran.html\"><span style=\"font-weight: 400\">taking down<\/span><\/a><span style=\"font-weight: 400\"> several state affiliated websites and leaking information online. The ICT Ministry is also already planning for giving fiber optic access to 20 million subscribers over the next three years.\u00a0 While mobile internet has had immense reach across Iran, fixed broadband use heavily lags behind, and improvements have been one of the priorities for the current government.\u00a0<\/span><\/p>\n<h2><b>Irancell and Communications Regulatory Authority Reach an Agreement on Fiber Optic Expansion\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.isna.ir\/news\/1401072010543\/%D8%AA%D9%81%D8%A7%D9%87%D9%85-%D8%B1%DA%AF%D9%88%D9%84%D8%A7%D8%AA%D9%88%D8%B1%DB%8C-%D8%A8%D8%A7-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86%D8%B3%D9%84-%D8%A8%D8%B1%D8%A7%DB%8C-%D8%AA%D9%88%D8%B3%D8%B9%D9%87-%D8%AF%D8%B3%D8%AA%D8%B1%D8%B3%DB%8C-%D8%AB%D8%A7%D8%A8%D8%AA-%D9%85%D8%A8%D8%AA%D9%86%DB%8C-%D8%A8%D8%B1-%D9%81%DB%8C%D8%A8%D8%B1%D9%86%D9%88%D8%B1%DB%8C\"><span style=\"font-weight: 400\">22 Octobe<\/span><\/a><span style=\"font-weight: 400\">r, one of Iran\u2019s biggest telecommunications companies, the majority\u00a0 state-owned Irancell, and the CRA announced an agreement on a project for the expansion of fiber optic networks (FTTx) in the country. Fixed broadband networks currently mostly rely on slower ADSL connections, with\u00a0 less than 1 percent of the network using FFTx. According to targets set by the SCC, over the next three years, 80% of households and 100% of businesses are to receive broadband coverage with average speeds of 25 MB\/Ps and 20 million households and five million businesses are to have fiber optic network coverage.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">While improving fixed broadband coverage and speeds - which is currently much lower than mobile internet - has been a priority for the SCC for the past few years and is moving ahead by the ICT Ministry, internet connectivity remains heavily disrupted and restricted amid ongoing protests across the country.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Communications Regulatory Authority Publishes Latest Figures on Internet Access in the Country\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.isna.ir\/news\/1401080704441\/%D8%A2%D8%AE%D8%B1%DB%8C%D9%86-%D9%88%D8%B6%D8%B9%DB%8C%D8%AA-%D8%B6%D8%B1%DB%8C%D8%A8-%D9%86%D9%81%D9%88%D8%B0-%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D8%AF%D8%B1-%DA%A9%D8%B4%D9%88%D8%B1\"><span style=\"font-weight: 400\">29 October<\/span><\/a><span style=\"font-weight: 400\">, Iran\u2019s Communications Regulatory Authority (CRA) released its latest figures on internet penetration rates in the country. According to the figures, the number of fixed broadband stands at 10,979,000 subscribers, the equivalent to a 12.96% penetration rate, showing a slight drop from a reported 13% from earlier this year. Mobile internet users, however, continue to grow, with subscribers exceeding 101 million and a penetration rate of over 120%.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Mobile internet continues to be the main method for going online in the country, and during protests, Iranian authorities aimed to disrupt mobile connections.\u00a0 The government also continues to pursue measures to improve the rate of fixed broadband use in the country by investing in fiber optic infrastructure.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Plan for Supporting Domestic Satellite Internet Services\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/shahrvandonline.ir\/176282\/%D8%B1%D9%82%D8%A7%D8%A8%D8%AA-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86-%D8%A8%D8%A7-%D8%A7%D8%B3%D8%AA%D8%A7%D8%B1%D9%84%DB%8C%D9%86%DA%A9-%D8%AF%D8%B1-%D9%81%D8%B6%D8%A7\/\"><span style=\"font-weight: 400\">9 October <\/span><\/a><span style=\"font-weight: 400\">the Head of Iran\u2019s Space Agency, Hassan Salariye commented that the Agency is looking to \u201csupport\u201d and \u201cwork with\u201d to create a cluster of small telecommunication satellites to be \u201claunched in the next two years.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">With the constant use of internet disruptions and internet shutdowns in Iran by authorities - especially in recent months in light of protests - satellite internet services - predominantly Starlink - have gained much attention as a potential method for circumventing the shutdowns and providing unrestricted access to the internet. There are numerous challenges with connecting those inside Iran to international satellite services such as Starlink, which we have previously written about <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/07\/06\/satellite-internet-offers-weak-signals-for-digital-rights-in-iran\/\"><span style=\"font-weight: 400\">here<\/span><\/a><span style=\"font-weight: 400\">. Meanwhile Iranian authorities have been commenting that they would allow satellite services to operate in the country if they comply with national laws and claims of working on domestic satellite services.
