{"id":3991,"date":"2022-11-04T13:18:19","date_gmt":"2022-11-04T13:18:19","guid":{"rendered":"https:\/\/filter.watch\/en\/?p=3991"},"modified":"2022-11-04T14:13:33","modified_gmt":"2022-11-04T14:13:33","slug":"part-one-childrens-internet-and-digital-rights-in-iran-policies-and-legislations","status":"publish","type":"post","link":"https:\/\/filter.watch\/english\/2022\/11\/04\/part-one-childrens-internet-and-digital-rights-in-iran-policies-and-legislations\/","title":{"rendered":"Part One &#8211; Children&#8217;s Internet and Digital Rights in Iran: Policies and Legislation"},"content":{"rendered":"<p><span style=\"font-weight: 400\">In September 2014 President Hassan Rouhani\u2019s government attempted to <\/span><a href=\"https:\/\/www.irna.ir\/news\/80893415\/\"><span style=\"font-weight: 400\">end the telecom monopoly<\/span><\/a><span style=\"font-weight: 400\"> by granting 3G and 4G service licenses to all providers, bringing mass access to fast mobile internet into reality, even in the most remote and economically deprived parts of the country, without the need for major capital investments in infrastructure, such as fiber optic internet.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The increased reach and speed of mobile internet sparked an interest from the authorities in the children\u2019s use of the internet. Under pressure from conservative factions opposing internet freedoms, in 2015 the government <\/span><a href=\"https:\/\/itiran.com\/2015\/01\/07\/%D8%A7%D9%84%D8%B2%D8%A7%D9%85-%D8%A7%D9%BE%D8%B1%D8%A7%D8%AA%D9%88%D8%B1%D9%87%D8%A7-%D8%A8%D9%87-%D8%A7%D8%B1%D8%A7%DB%8C%D9%87-%D8%B3%DB%8C%D9%85-%DA%A9%D8%A7%D8%B1%D8%AA-%DA%A9%D9%88%D8%AF%DA%A9\/\"><span style=\"font-weight: 400\">ratified<\/span><\/a><span style=\"font-weight: 400\"> a plan drafted by the Communications Regulatory Authority (CRA) to design a SIM card for children, marking the beginning of a years-long effort by Iranian authorities to implement further restrictions on children\u2019s access to the internet, a policy which is also part of the macro-planning for Iran\u2019s information controls in the form of a <\/span><a href=\"https:\/\/filter.watch\/en\/2019\/09\/19\/is-layered-filtering-the-future-of-irans-national-information-network\/\"><span style=\"font-weight: 400\">tiered or layered access<\/span><\/a><span style=\"font-weight: 400\"> to the internet.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">There are no exact figures on under-18 internet users in Iran. However, based on figures <\/span><a href=\"https:\/\/amar.org.ir\/%D9%BE%D8%A7%DB%8C%DA%AF%D8%A7%D9%87-%D9%87%D8%A7-%D9%88-%D8%B3%D8%A7%D9%85%D8%A7%D9%86%D9%87-%D9%87%D8%A7\/%D8%B3%D8%B1%DB%8C%D9%87%D8%A7%DB%8C-%D8%B2%D9%85%D8%A7%D9%86%DB%8C\/agentType\/ViewType\/PropertyTypeID\/1970\"><span style=\"font-weight: 400\">published<\/span><\/a><span style=\"font-weight: 400\"> by the Iran Statistical Center in 2017 and the <\/span><a href=\"https:\/\/www.irna.ir\/news\/83120843\/\"><span style=\"font-weight: 400\">Education Ministry\u2019s Cultural Research Center<\/span><\/a><span style=\"font-weight: 400\"> in 2018 and the <\/span><a href=\"https:\/\/www.asriran.com\/fa\/news\/690818\/\"><span style=\"font-weight: 400\">Attorney General\u2019s Office<\/span><\/a><span style=\"font-weight: 400\"> in 2019, the number could be around 20 million users. In October 2021 Iran\u2019s Statistical Center <\/span><a href=\"https:\/\/www.khabaronline.ir\/news\/1565514\/\"><span style=\"font-weight: 400\">put<\/span><\/a><span style=\"font-weight: 400\"> the number of students aged 7-18 at about 15.7 million. It should be noted that according to the latest <\/span><a href=\"https:\/\/opendata.cra.ir\/Dashboard\/72571e4b-bd7d-4fd2-bfc2-a0e497dd5a34?e=false&amp;vo=viewonly\"><span style=\"font-weight: 400\">figures<\/span><\/a><span style=\"font-weight: 400\"> from inside Iran, there are more than 140 million mobile phone subscribers in Iran.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Between August 2016 and February 2022, four legislative instruments were enacted in connection with children\u2019s use of mobile internet, one by the government and three by the Supreme Council for Cyberspace (SCC) which provided instructions to Internet Service Providers (ISP), as well as the Judiciary and security agencies.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The first resolution focused on using more typical censorship methods to block access to content deemed unsuitable for children. However, over time the authorities decided instead to focus on creating a separate network for children within the country\u2019s domestic network known as the National Information Network (NIN).<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to policies, content accessible to children on the NIN are to be set according to: age, gender, and \u201cphysical traits such as disabilities,\u201d. However, due to a lack of more specific or clear guidelines on how content should be sifted, so far ISPs have taken to interpreting these policies should look in practice themselves.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The implementation of policies to give restricted access to specific parts of the internet as approved by the government is part of the long-term policies of connection to giving tiered\/layered\u00a0 access to the internet to different sections of society and the use of <\/span><a href=\"https:\/\/filter.watch\/en\/2020\/08\/14\/irans-legal-vpns-and-the-threat-to-digital-rights\/\"><span style=\"font-weight: 400\">legal VPNs <\/span><\/a><span style=\"font-weight: 400\">which is\u00a0 yet to be introduced.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The steps to \u201cprotect children\u201d on the internet have gone as far as requiring \u2018<\/span><a href=\"https:\/\/www.google.com\/safesearch\"><span style=\"font-weight: 400\">Safe Search<\/span><\/a><span style=\"font-weight: 400\">' to be turned on as a default setting for children and adults on certain ISPs, enforcing the use of domestic search engines over international websites. This is yet another tactic to coerce users onto domestic online services, by directing them to use the \u2018children's internet ecosystem\u2019 under the guise of protecting children online. Such measures are needed to help implement Iran\u2019s internet policy to move users' onto domestic content and services, which have not been popular with those inside Iran. In the near future, we are likely to see more measures to enforce migrations to domestic online services which run high risks for users which would be difficult to reverse.\u00a0<\/span><\/p>\n<h2><strong>Macro-Policies for\u00a0Children\u2019s Internet\u00a0<\/strong><\/h2>\n<p><span style=\"font-weight: 400\">Prior to initiating wider internet policies for children, the Communications Regulatory Authority (CRA) had taken steps to limit children\u2019s online access. In fact, under pressure from hardliners, the government ratified specific guidelines before other institutions such as the SCC were involved.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In 2013, during Hassan Rouhani\u2019s first term as President, hardliners raised alarm about the government\u2019s plan to introduce faster and cheaper mobile internet access. On 21 August of the same year, Ruhollah Momen-Nasab who was the Head of Digital Media at the Ministry for Culture and Islamic Guidance during Mahmoud Ahmadinejad\u2019s Administration, <\/span><a href=\"https:\/\/www.citna.ir\/news\/16207\/\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\"> he had met with senior clerics in Qom who had expressed concern about faster internet. Days later, Momen-Nasab during a meeting of the \u201cRevolutionary Cyberactivists\u201d <\/span><a href=\"http:\/\/www.citna.ir\/news\/16183\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\">: \u201c3G internet amounts to a cultural chemical bomb in every mobile phone, giving enemies access to private information.\u201d Momen-Nasab is <\/span><a href=\"https:\/\/filter.watch\/2022\/04\/14\/answer-six-questions-about-the-user-protection-plan-in-simple-language\/\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\"> to be one of the main architects of the so-called \u201cUser Protection\u201d Bill.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Eventually conservative protests led Grand Ayatollah Makkarem Shirazi, a hardliner loyal to the Islamic Republic to issue a <\/span><a href=\"https:\/\/makarem.ir\/main.aspx?typeinfo=4&amp;lid=0&amp;mid=326341\"><span style=\"font-weight: 400\">fatwa<\/span><\/a><span style=\"font-weight: 400\"> on 25 August 2014, against using the faster internet, because it would allow \u201cteenagers and even children to access content, movies and photos contrary to Islamic morals and beliefs.\u201d Following on from the condemnation of higher internet speeds, on 28 April 2015, a group of MPs <\/span><a href=\"https:\/\/www.mehrnews.com\/news\/2563989\/\"><span style=\"font-weight: 400\">summoned<\/span><\/a><span style=\"font-weight: 400\"> the then ICT Minister Mahmoud Vaezi to Majles (Parliament) where he received a yellow-card warning about the issue.\u00a0\u00a0<\/span><\/p>\n<h2><strong>Mobile Internet Regulations to Protect Children\u00a0<\/strong><\/h2>\n<p><span style=\"font-weight: 400\">Opposition to high internet speeds eventually reached a stage of forcing the government to act on two fronts: continue to develop 3G and 4G service, while <\/span><a href=\"http:\/\/ghnews.ir\/index.php?option=com_k2&amp;view=item&amp;id=35837\"><span style=\"font-weight: 400\">bringing<\/span><\/a><span style=\"font-weight: 400\"> into force regulation in September 2016, known as \u201cMobile Internet Regulation to Protect Children and Teenagers.\u201d This was the first step to create restrictions for children online and set up a special, limited, network for under-18 internet users, including the <\/span><a href=\"https:\/\/itiran.com\/2015\/01\/07\/%D8%A7%D9%84%D8%B2%D8%A7%D9%85-%D8%A7%D9%BE%D8%B1%D8%A7%D8%AA%D9%88%D8%B1%D9%87%D8%A7-%D8%A8%D9%87-%D8%A7%D8%B1%D8%A7%DB%8C%D9%87-%D8%B3%DB%8C%D9%85-%DA%A9%D8%A7%D8%B1%D8%AA-%DA%A9%D9%88%D8%AF%DA%A9\/\"><span style=\"font-weight: 400\">plan<\/span><\/a><span style=\"font-weight: 400\"> to create special SIM cards for children.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The most important aspects of the children\u2019s SIM card include:\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">For use by 3-18 year old\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Ban on the use of VPNs\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Using a specific ecosystem\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Access to only Persian language and Islamic-Shia content<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Allocating 15 percent of country\u2019s traffic to children\u2019s network<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Categorizing online content \u2018appropriate\u2019 to gender, age and disabilities\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">More stringent punishments for illegal content<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To manage children\u2019s content, creating a committee with representatives from a number of Ministries, Judiciary, state radio and television (IRIB), Police, the Islamic Development Organization, Shia seminary schools, the Basij, and the Supreme Council for Cyberspace (SCC).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Mandatory \u2018Safe Search\u2019 for all users<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Ban on the use of Instagram, Google and Telegram.\u00a0<\/span><\/li>\n<\/ol>\n<h2><b>Resolution on the Requirements for the National Information Network<\/b><\/h2>\n<p><span style=\"font-weight: 400\">The resolution on the \u2018<\/span><a href=\"https:\/\/ito.gov.ir\/uploads\/images\/gallery\/file\/%D8%A7%D8%B3%D9%86%D8%A7%D8%AF%20%D8%B4%D9%81%D8%A7%D9%81%DB%8C%D8%AA%20%D8%B3%D8%A7%D8%B2%D9%85%D8%A7%D9%86\/%D8%A7%D8%B3%D9%86%D8%A7%D8%AF%20%D9%BE%DA%98%D9%88%D9%87%D8%B4%DB%8C\/%D8%B3%D9%86%D8%AF%20%D8%AA%D8%A8%DB%8C%DB%8C%D9%86%20%D8%A7%D9%84%D8%B2%D8%A7%D9%85%D8%A7%D8%AA%20%D8%B4%D8%A8%DA%A9%D9%87%20%D9%85%D9%84%DB%8C%20%D8%A7%D8%B7%D9%84%D8%A7%D8%B9%D8%A7%D8%AA.pdf\"><span style=\"font-weight: 400\">Requirements for the NIN<\/span><\/a><span style=\"font-weight: 400\">\u2019 was ratified by the SCC, the country\u2019s top internet policymaking body, on 10 December 2016, aimed at \u201cintegrating views and guaranteeing network design coordination with upstream macro requirements\u201d according to the resolution.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Other parts of the resolution state that \u2018supporting the expansion of healthy, safe and useful virtual spaces, especially for children and families\u201d is one of NIN\u2019s primary objectives, The only other explanation on this topic is contained in a footnote which states: \u201cthe possibility of supporting the ranking and classification of content, services and tools for protecting children and families through white-lists etc.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">The \u201cwhite-list\u201d refers to information control tools <\/span><a href=\"https:\/\/peivast.com\/p\/63716\"><span style=\"font-weight: 400\">used<\/span><\/a><span style=\"font-weight: 400\"> to restrict the internet in recent years - especially by the Information Technology Organization (ITO) -\u00a0 following the November 2019 internet shutdown. This \u201cwhite-list\u201d is a drastic method of internet censorship that allows for specific websites, apps and other online content to be accessed, while blocking everything else. The \u201cblack-list\u201d method in contrast blocks specific websites, apps and other content while leaving other online content accessible.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In July 2022, Amir Mojiry, an Iranian Twitter user made a \u2018<\/span><a href=\"https:\/\/shafaf.ito.gov.ir\/\"><span style=\"font-weight: 400\">Freedom of Information Request<\/span><\/a><span style=\"font-weight: 400\">\u2019\u00a0 to ask the ICT Ministry to provide details of the white- list, the<\/span><a href=\"https:\/\/twitter.com\/AmirMojiry\/status\/1552177482325000194\/photo\/1\"><span style=\"font-weight: 400\"> response<\/span><\/a><span style=\"font-weight: 400\"> to which stated that the information was \u201cconfidential\u201d and that \u201cthe requested document and information is confidential and we are not permitted to present it to unauthorized persons.\u201d\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\" wp-image-3993 aligncenter\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/10\/image1-1-300x203.png\" alt=\"\" width=\"634\" height=\"429\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/10\/image1-1-300x203.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/10\/image1-1.png 680w\" sizes=\"(max-width: 634px) 100vw, 634px\" \/><\/p>\n<p style=\"text-align: center\"><span style=\"font-weight: 400\">[Images of Amir Mojiry\u2019s <\/span><a href=\"https:\/\/twitter.com\/AmirMojiry\/status\/1552177482325000194\"><span style=\"font-weight: 400\">request<\/span><\/a><span style=\"font-weight: 400\"> and the ministry\u2019s response regarding the classified nature of the white-list\u2019s \u201csafe content\u201d for children.]<\/span><\/p>\n<h2><strong>National Information Network Macro[-Level] Plan and Architecture Resolution\u00a0<\/strong><\/h2>\n<p><span style=\"font-weight: 400\">The National Information Network Macro[-Level] Plan and Architecture\u2019 resolution <\/span><a href=\"https:\/\/filter.watch\/en\/2020\/11\/16\/policy-monitor-october-2020\/\"><span style=\"font-weight: 400\">passed<\/span><\/a> <span style=\"font-weight: 400\">by the SCC on 15 September 2020 is said to be aimed at \u201cstrengthening, organizing and developing online content and user services.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">In the section on operational goals, the resolution mentions \u201cthe creation of an exclusive network\u201d for children and teenagers and \u201cincreasing the share of useful content for the under-18 group to 15 percent of the country\u2019s total national traffic.\u201d<\/span><\/p>\n<h3><span style=\"font-weight: 400\">Article 6, 3.2.2 of NIN\u2019s Macro Plan<\/span><\/h3>\n<p><span style=\"font-weight: 400\">This clause has many ambiguities:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Considering the restrictions cited in the NIN Requirements Resolution in the form of a white-list, it can be deduced that the reference to an \u201cexclusive network\u201d is in fact a network limited to the white list.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">It is unclear what is meant by \u201csecure and healthy content.\u201d No definition has been provided\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">It is unclear what is meant by 15 percent of the country\u2019s total internet traffic. In 2017 the Iranian government allowed for domestic traffic to be charged at a lower rate compared to international traffic in <\/span><a href=\"https:\/\/filter.watch\/2022\/05\/17\/internet-prices-have-massive-increased\/\"><span style=\"font-weight: 400\">violation<\/span><\/a><span style=\"font-weight: 400\"> of Net Neutrality principles. As a result, the domestic network is cheaper and faster than the external traffic. It is unclear if the 15 percent is referencing domestic traffic or international. It is unclear how the remaining 85 percent of the \u201ctotal national traffic\u201d would be accessed.<\/span><\/li>\n<\/ul>\n<h2><strong>Resolution on the Protection of Children and Teenagers on the Internet<\/strong><\/h2>\n<p><span style=\"font-weight: 400\">On 27 January 2022, a third resolution was passed by the SCC titled \u2018<\/span><a href=\"https:\/\/www.rrk.ir\/Laws\/ShowLaw.aspx?Code=25384\"><span style=\"font-weight: 400\">Protection of Children and Teenagers on Internet<\/span><\/a><span style=\"font-weight: 400\">\u2019 which focused on children\u2019s internet access.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to the\u00a0 introduction, \u201cthe resolution on the Protection of Children and Teenagers on Internet has been ratified\u2026 in line with the National Information Network Macro[-Level] Plan and Architecture\u2019 resolution with the goal of elevating the internet and protecting children and teenagers.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The resolution is in line with previous censorship policies, this time in the name of protecting children. The definition of children was worded as \u201cany person under 18 years of age in the territory under the Islamic Republic of Iran and who will be categorized by age within the framework of the resolution on the <\/span><a href=\"https:\/\/sccr.ir\/Files\/6609.pdf\"><span style=\"font-weight: 400\">\u00a0Fundamental Transformation of Education<\/span><\/a><span style=\"font-weight: 400\">.\u201d\u00a0<\/span><\/p>\n<h3><strong>Macro Policies<\/strong><\/h3>\n<p><span style=\"font-weight: 400\">The section on macro policies has some important objectives:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Classification of all content and services corresponding to the user\u2019s age, gender, and physical and cultural characteristics, in order to \u2018generate confidence and trust in the system,\u2019 which would require the network\u2019s content to go through several layers of filters and censors. Simply put, it appears that the policymakers want to generate separate content for various age groups, genders and cultural backgrounds.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Increasing the capability of the Judiciary and the Police to effectively pursue criminals and online child sex offenders which points to judicial and security measures against content producers who break the law.\u00a0<\/span><\/li>\n<\/ol>\n<h3><strong>Creating \u2018Safe Spaces\u2019<\/strong><\/h3>\n<p><span style=\"font-weight: 400\">One of the articles under the \u2018Safe Spaces\u2019 section summarizes the document\u2019s overall objective:<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">\u201cCreating infrastructure and basic services specifically to protect virtual environments, including ID verification, classified access, parental supervision, reporting\/feedback, payment services, and regulations to encourage licensees to provide communication and information technology services to develop infrastructure and basic services, in a virtual environment to be created within six months by the ICT Ministry in cooperation with relevant institutions.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">The article points to ID verification and tiered access as two pillars of a layered internet. Creating such an environment would require a \u201clegal VPN\u201d program to authenticate user verification and then limit their users' access to certain parts of the internet based on specific\u00a0 classifications.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">A note under this clause states: \u201cHolders of the license to provide fixed and mobile communication services must provide access and the ability to use the content and services available in these environments while implementing protected virtual environment(s) in their network.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Since 12 July 2022, the state-owned Telecommunication Infrastructure Company (TIC) has been <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/07\/12\/safesearch-internet-mobile\"><span style=\"font-weight: 400\">pointing<\/span><\/a><span style=\"font-weight: 400\"> all internet users in Iran to \u2018Safe Search' when trying to access Google, Bing or DuckDuckGo search engines.<\/span><\/p>\n<h2><strong>Content Development and Categorized Services<\/strong><\/h2>\n<p><span style=\"font-weight: 400\">This section focuses on policy methods and execution timetables. As an example, \u201call virtual content portals and service providers related to children and teenagers\u201d have been required to develop their child-safe platforms within a year.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">It should be noted that this plan was approved in February 2022 and, accordingly, by February 2023 all \u201cvirtual services\u201d must be transferred to protected platforms. Already the implementation of <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/07\/12\/safesearch-internet-mobile\"><span style=\"font-weight: 400\">mandatory use<\/span><\/a><span style=\"font-weight: 400\"> of SafeSearch is a sign that the plan is moving forward.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The one-year implementation goal has been explained in the section dedicated to \u201csupport and care\u201d as well. Articles 4-11 state that:\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">\u201cRequiring all platforms and online content and service providers to survey, protect data, categorize and partition content and special services for every age group from public services, and block exposure to advertisements, content and services harmful to these ages and also prevent the disclosure or unauthorized use of their information within a year.\u201d<\/span><\/i><\/p>\n<h3><strong>Authorized Institutions<\/strong><\/h3>\n<p><span style=\"font-weight: 400\">According to the document, a committee would be formed under the National Center for Cyberspace (NCC) to draft operational models to manage and regulate a safe online environment for children. The committee would have representatives from Ministries of Islamic Guidance, Education, Intelligence, Labor, SAMAT (Industry, Mining and Trade), the Judiciary, state radio and television (IRIB), Police, the Islamic Propagation Organization, Shia seminaries in Qom, the Basij militia, the SCC (two reps), private sector (2 reps), a university professor chosen by the SCC Secretary,\u00a0 and the director of the NCC, who would be in charge of marco internet policies for children.<\/span><\/p>\n<h2><strong>Mandatory \u2018SafeSearch\u2019<\/strong><\/h2>\n<p><span style=\"font-weight: 400\">The dedicated children\u2019s SIM card and other restrictions designed for children are not the only strategies employed by the Iranian authorities to control internet content under the guise of protecting the underage population.<\/span><\/p>\n<p><span style=\"font-weight: 400\">On July 12, 2022, online users <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/07\/12\/safesearch-internet-mobile\"><span style=\"font-weight: 400\">noted<\/span><\/a><span style=\"font-weight: 400\"> that their search engine requests were being automatically directed to Safe Search, which is designed for children. Initially this was happening only when trying to access Google on phones with SIM cards from the two main ISPs Hamrah-e-Avaland (MCI) and Irancell. But the auto redirect quickly spread to other search engines such as Bing and DuckDuckGo.<\/span><\/p>\n<p><img decoding=\"async\" class=\" wp-image-3994 aligncenter\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/10\/image2-1-300x195.png\" alt=\"\" width=\"738\" height=\"480\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/10\/image2-1-300x195.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/10\/image2-1.png 493w\" sizes=\"(max-width: 738px) 100vw, 738px\" \/><\/p>\n<p style=\"text-align: center\"><span style=\"font-weight: 400\">[Screenshot of Google\u2019s SafeSearch mode]<\/span><\/p>\n<p><span style=\"font-weight: 400\">A few days earlier, Communications Minister Eisa Zarepour appeared on state television to recount the virtues of \u2018Safe Search\u2019 as a tool for the protection of children on the internet and <\/span><a href=\"https:\/\/www.aparat.com\/v\/mGzy1\/%DA%AF%D9%81%D8%AA%DA%AF%D9%88%DB%8C_%D8%AA%D9%84%D9%88%DB%8C%D8%B2%DB%8C%D9%88%D9%86%DB%8C_%D9%88%D8%B2%DB%8C%D8%B1_%D8%A7%D8%B1%D8%AA%D8%A8%D8%A7%D8%B7%D8%A7%D8%AA_%D8%AF%D8%B1_%D8%A8%D8%B1%D9%86%D8%A7%D9%85%D9%87_%D8%AC%D9%87%D8%A7%D9%86_%D8%A2%D8%B1%D8%A7_%D9%88_%D9%BE%D8%A7%D8%B3%D8%AE\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\">: \u201cNowhere in the world have children been so exposed to such lack of protection on the internet as they have been in Iran. There are many online threats and governments have provided tools to families so that they won\u2019t have to let go of their children in cyberspace. Safe experience, or safe search, is part of the literature created in Western countries. Even Google has a service called Safe Search and if you activate it, no matter what language is used in the search, none of the immoral content will be displayed.
