{"id":3968,"date":"2022-10-17T11:39:23","date_gmt":"2022-10-17T11:39:23","guid":{"rendered":"https:\/\/filter.watch\/en\/?p=3968"},"modified":"2022-12-24T20:23:12","modified_gmt":"2022-12-24T20:23:12","slug":"women-life-and-internet-shutdowns-network-monitor-september-2022","status":"publish","type":"post","link":"https:\/\/filter.watch\/english\/2022\/10\/17\/women-life-and-internet-shutdowns-network-monitor-september-2022\/","title":{"rendered":"Women, Life, and Internet Shutdowns: Network Monitor, September 2022"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">On 13 September 2022, Iran\u2019s so-called \u201cmorality police\u201d <\/span><a href=\"https:\/\/www.theguardian.com\/global-development\/2022\/sep\/16\/iranian-woman-dies-after-being-beaten-by-morality-police-over-hijab-law\"><span style=\"font-weight: 400;\">arrested<\/span><\/a><span style=\"font-weight: 400;\"> Mahsa Amini (Jina in Kurdish), a 22 year old Kurdish woman in Tehran for wearing \u201cimproper\u201d hijab according to the authorities. Within a few hours, authorities informed Mahsa\u2019s family that she had been taken to a hospital, where she<\/span><a href=\"https:\/\/www.hrw.org\/news\/2022\/09\/16\/woman-dies-custody-irans-morality-police\"> <span style=\"font-weight: 400;\">died<\/span><\/a><span style=\"font-weight: 400;\"> later the same week.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While authorities denied any wrongdoing, Mahsa\u2019s death sparked a wave of <\/span><a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2022\/09\/iran-un-experts-demand-accountability-death-mahsa-amini-call-end-violence\"><span style=\"font-weight: 400;\">protests<\/span><\/a><span style=\"font-weight: 400;\"> across the country, with women at the forefront, calling for accountability for Mahsa\u2019s death and for freedom for women inside Iran. Protests eventually drew in larger crowds, morphing into wider anti-government protests. As protests began to escalate, Iranian authorities followed their <\/span><a href=\"https:\/\/www.accessnow.org\/iran-authorities-must-keepiton\/\"><span style=\"font-weight: 400;\">usual pattern<\/span><\/a><span style=\"font-weight: 400;\"> of crackdown on protests: internet disruptions, censorship, shutdowns, and use of force against protesters.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is difficult to give accurate figures of arrests and deaths inside Iran during the protests, however, according to a <\/span><a href=\"https:\/\/www.en-hrana.org\/woman-life-freedom-comprehensive-report-of-20-days-of-protest-across-iran\/\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> published by the Human Rights Activists News Agency (HRANA) on 12 October, at least 200 people have been killed - including 18 children- and an estimated 5,500 people have been arrested though actual figures may be much higher.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the death toll and arrest numbers continue to <\/span><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/iranians-keep-up-protests-over-mahsa-amini-death-despite-growing-death-toll-2022-10-12\/\"><span style=\"font-weight: 400;\">rise<\/span><\/a><span style=\"font-weight: 400;\"> from a deadly crackdown, we have observed worrying developments around internet restrictions in Iran from the early days of the protests, designed to restrict communication on the ground and to prevent the flow of information into and out of the country. While internet disruptions and censorship during protests is not a new development in Iran, this time the government\u2019s approach is different to the last major protest in <\/span><a href=\"https:\/\/medium.com\/filterwatch\/iran-shutdown-monitor-ccd4cad2a681\"><span style=\"font-weight: 400;\">November 2019<\/span><\/a><span style=\"font-weight: 400;\"> which saw a near-total nationwide internet shutdown imposed for around a week.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some of the key developments and observations are detailed below:\u00a0<\/span><\/p>\n<h1><b>Key Events:<\/b><\/h1>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">For the first time since the 2009 \u201cGreen Movement\u201d protests we are seeing the Iranian government use an aggressive targeted approach to restrict every single channel of communication instead of resorting to the costly option of a total-internet shutdown which was used during the <\/span><a href=\"https:\/\/medium.com\/filterwatch\/iran-shutdown-monitor-ccd4cad2a681\"><span style=\"font-weight: 400;\">November 2019<\/span><\/a><span style=\"font-weight: 400;\"> protests:<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Authorities blocked WhatsApp and Instagram <\/b><span style=\"font-weight: 400;\">around 21 September, which were two of the very few international platforms not blocked in Iran, both of which have large numbers of users inside the country.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Authorities blocked nearly all<\/b> <b>email providers <\/b><span style=\"font-weight: 400;\">with the exception of Gmail, iCloud and ProtonMail. Gmail and iCloud are essential for Android and iPhone devices, and\u00a0 Gmail is the most popular email service used by some Iranian officials which could explain why they were not blocked.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Authorities blocked chat functions on video games.<\/b><span style=\"font-weight: 400;\"> All games with chat functions were either forced to disable their chats in accordance with the order of <\/span><a href=\"http:\/\/en.ircg.ir\/page\/1\"><span style=\"font-weight: 400;\">Iran\u2019s Computer &amp; Video Games Foundation<\/span><\/a><span style=\"font-weight: 400;\">, or they would be blocked. As a result many games including Clash of Clans and Xbox games were blocked.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Messaging apps such as Viber, IMO, and others were blocked<\/b><span style=\"font-weight: 400;\"> as soon as users moved to use them following the blocking of popular communication platforms such as Instagram and WhatsApp.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Google Play Store, the Apple App<\/b><span style=\"font-weight: 400;\"> store were also blocked\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">All <strong>international search engines apart from Google have been blocked\u00a0<\/strong><\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">As those inside Iran scrambled to gain access to remain connected to the international internet, Iranian authorities attempted to block a number of circumvention tools. According to Top10VPN, unsurprisingly, <\/span><a href=\"https:\/\/www.top10vpn.com\/research\/vpn-demand-statistics\/\"><span style=\"font-weight: 400;\">demand<\/span><\/a><span style=\"font-weight: 400;\"> for VPNs has surged in Iran following the protests, especially following the blocking of Instagram and WhatsApp, with the demand increasing by 3,082% on 26 September, which was at its highest to date since the start of the protests.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In contrast to the November 2019 protests, which authorities responded to by implementing a nationwide shutdown, we have not yet observed a total internet shutdown in response to the current protests. Instead, despite around a month of protests, we have only seen localized shutdowns from 21 September until 10 October, targeting protest areas, especially in the evenings. These shutdowns have mostly targeted mobile internet access. On a few occasions during the localized shutdowns, network connectivity was restricted to domestic internet services only via the National Information Network (NIN).<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">On 18 September, a major mobile internet provider, Hamrah-e-Aval (MCI) began <\/span><a href=\"https:\/\/twitter.com\/Ammir\/status\/1571632148700098560\"><span style=\"font-weight: 400;\">blocking<\/span><\/a><span style=\"font-weight: 400;\"> text messages containing \u201cMahsa Amini\u201d in Persian, so that the recipients of these texts never received these messages. Keyword censorship has not been widely observed since the 2009 protests.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We observed severe internet disruptions and total internet shutdowns in the city of Sanandaj in Kurdistan province from 10 October until 11 October. Major protests have been t<\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/world-middle-east-63218965\"><span style=\"font-weight: 400;\">aking place<\/span><\/a><span style=\"font-weight: 400;\"> in the city of Sanandaj, with reports of use of lethal force by authorities and heavy crackdowns against protestors.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">An Iranian official <\/span><a href=\"https:\/\/filter.watch\/en\/2022\/09\/28\/policy-monitor-august-2022\/\"><span style=\"font-weight: 400;\">revealed<\/span><\/a><span style=\"font-weight: 400;\"> facial recognition technology to identify any \u201cfailures to observe hijab laws\u201d or unusual \u201cmovements\u201d which cross-checks images against government ID databases. Though limited details are available about the type of\u00a0 technology used and the developers behind it, in December 2021 IPVM, a surveillance research group, <\/span><a href=\"https:\/\/www.technologyreview.com\/2021\/12\/15\/1042142\/chinese-company-tiandy-video-surveillance-iran\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> on a contract between Tiandy, a Chinese video surveillance company, and the Iranian Revolutionary Guard Corps (IRGC), police, and the military. Our <a href=\"https:\/\/filter.watch\/en\/2022\/10\/11\/human-rights-and-digitization-of-public-spaces-in-iran\/\">latest report<\/a> has more details on how digital services in public spaces in Iran have been used to further the Iranian government\u2019s surveillance efforts to further curtail freedom of expression and erode the privacy of those inside Iran.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">While fixed broadband networks remained mostly connected, they were severely disrupted at times. It should be noted that fixed broadband penetration rates in Iran is <\/span><a href=\"https:\/\/filter.watch\/en\/2022\/02\/15\/policy-monitor-january-2022\/\"><span style=\"font-weight: 400;\">less than<\/span><\/a><span style=\"font-weight: 400;\"> 20% according to official figures.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Since the death of Mahsa Amini and the start of protests a month ago, there are now over <\/span><a href=\"https:\/\/twitter.com\/marcowenjones\/status\/1580227011725123586\"><span style=\"font-weight: 400;\">274 million tweets<\/span><\/a><span style=\"font-weight: 400;\"> with the hashtag Mahsa Amini in Persian according to reports, though exact figures for inauthentic content and users are not currently available.\u00a0<\/span><\/li>\n<\/ul>\n<h1><strong>Timeline of internet shutdowns<\/strong><\/h1>\n<p><span style=\"font-weight: 400;\">As large crowds took to the streets in Mahsa\u2019s hometown of Saqqez, Kurdistan Province on 16 September to mourn and protest her death, authorities cut off access to mobile data and reportedly disrupted access to Instagram and WhatsApp. The<\/span><a href=\"https:\/\/filter.watch\/en\/2021\/09\/03\/internet-shutdown-trends-in-iran-from-november-2019-to-july-2021\/\"> <span style=\"font-weight: 400;\">order<\/span><\/a><span style=\"font-weight: 400;\"> for the internet disruption was issued by Kurdistan\u2019s Provincial Security Council (Persian: \u0634\u0648\u0631\u0627\u06cc \u062a\u0627\u0645\u06cc\u0646 \u0627\u0633\u062a\u0627\u0646) \u2014 the provincial-level division of the National Security Council chaired by the governor.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On 18 September, a major mobile internet providers, Hamrah-e-Aval (MCI) and Irancell began to<\/span><a href=\"https:\/\/twitter.com\/Ammir\/status\/1571632148700098560\"> <span style=\"font-weight: 400;\">block<\/span><\/a><span style=\"font-weight: 400;\"> text messages containing \u201cMahsa Amini\u201d in Persian, so that the recipients of these texts never received these messages. Key word censorship has not been widely observed since the 2009 protests.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On 19 September, as protests began to intensify across Iran, internet shutdowns and disruptions - especially on mobile networks - similarly spread across the country. In some parts internet speeds were throttled, resulting in very low to no connectivity.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another trend was also observed amid some of the internet disruptions in Iran, as users were given \u2018layered\u2019 or \u2018tiered\u2019 access to the internet via the National Information Network (NIN). This meant that while individual internet users' access to the international internet was severed, local data centers, and in turn, local businesses were able to have <\/span><a href=\"https:\/\/twitter.com\/filterbaan\/status\/1571547078135799808\"><span style=\"font-weight: 400;\">access<\/span><\/a><span style=\"font-weight: 400;\"> to local services via the NIN, which lessened the economic impact of these internet shutdowns, compared to a total internet shutdown, similar to November 2019.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Between 21 September to 4 October, we have been observing a pattern of mobile data shutdown across Iran, usually beginning at around 4pm local time (UTC +3:30) until midnight. The timing of these shutdowns usually coincided with the most active periods for protests and gatherings.\u00a0\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"wp-image-3972 aligncenter\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/10\/image1-e1666006660557-300x223.png\" alt=\"\" width=\"429\" height=\"319\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/10\/image1-e1666006660557-300x223.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/10\/image1-e1666006660557-1024x760.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/10\/image1-e1666006660557-768x570.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/10\/image1-e1666006660557.png 1456w\" sizes=\"(max-width: 429px) 100vw, 429px\" \/><\/p>\n<p style=\"text-align: center;\"><span style=\"font-weight: 400;\">Data provided by <\/span><a href=\"https:\/\/www.kentik.com\/?utm_source=google&amp;utm_medium=cpc&amp;utm_campaign=&amp;utm_term=kentik&amp;utm_content=&amp;gclid=CjwKCAjwkaSaBhA4EiwALBgQaEqstuYIbAWbUO-Fi9QnGnOOxa14gS0uBDkHnQ6Jr5JWiVrAY-rVURoCyEIQAvD_BwE\"><span style=\"font-weight: 400;\">Kentik<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">On 8 October a near-total mobile internet shutdown was observed in the western province of Kurdistan - a major site for protests - especially as the crackdown against protests began to intensify, including the use of <\/span><a href=\"https:\/\/twitter.com\/AmnestyIran\/status\/1579554334991257600\"><span style=\"font-weight: 400;\">live ammunition and tear ga<\/span><\/a><span style=\"font-weight: 400;\">s, including into people\u2019s homes,\u00a0 according to reports received by Amnesty International.
