These protests have once again resulted in <\/i><a href=\"https:\/\/www.accessnow.org\/iran-authorities-must-keepiton\/\"><i>extensive internet shutdowns<\/i><\/a><i> across the country to suppress the voice of Iranians. Follow <\/i><a href=\"https:\/\/twitter.com\/filterbaan\"><i>Filterwatch on Twitter<\/i><\/a><i> for the latest developments on Iran\u2019s internet during the protests.]<\/i><\/h5>\n<h2><b>Summary<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The expansion of <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/01\/28\/egovernment-in-iran-expanding-services-or-the-surveillance-state\/\"><span style=\"font-weight: 400;\">e-government <\/span><\/a><span style=\"font-weight: 400;\">services is now posing even more serious threats to the privacy of Iranian citizens. Government officials have been focusing on identity verification requirements for e-Government services as a key part of the evolution of the National Information Network (NIN) project. The latest development in the Iranian government\u2019s plans to further erode the privacy of Iranians is through the<\/span><a href=\"https:\/\/filter.watch\/en\/2020\/12\/18\/artificial-intelligence-digital-rights-in-iran-an-introduction\/\"><span style=\"font-weight: 400;\"> use of<\/span><\/a><span style=\"font-weight: 400;\"> Artificial Intelligence (AI) enabled facial recognition technology for verification which would allow Iranian officials to identify and track citizens, both online and offline.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In an interview with an Iranian news outlet on 4 September 2022 the Head of the Morality Association (Persian:<\/span><span style=\"font-weight: 400;\">\u0633\u062a\u0627\u062f \u0627\u0645\u0631 \u0628\u0647 \u0645\u0639\u0631\u0648\u0641 \u0648 \u0646\u0647\u06cc \u0627\u0632 \u0645\u0646\u06a9\u0631<\/span><span style=\"font-weight: 400;\">)\u00a0 Mohammad-Saleh Hashemi-Golpayagani <\/span><a href=\"https:\/\/www.khabarfoori.com\/fa\/tiny\/news-2959196\"><span style=\"font-weight: 400;\">stated that <\/span><\/a><span style=\"font-weight: 400;\">\u00a0the institution \u201cuses facial recognition technology to identify inappropriate and unusual movements\u201d, including \u201c failure to observe hijab laws.\u201d He added that \u201cCitizens are identified through a cross-check against a database of images from national ID cards so that legal measures can be taken including\u00a0 fines and arrests.\u201d\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is not the first time that the government has misused e-Government databases to identify people for punitive reasons. In the past authorities used cameras for identifying mask violations at the height of the Covid-19 pandemic. In an October 2020 <\/span><a href=\"https:\/\/www.tasnimnews.com\/fa\/news\/1399\/07\/20\/2367406\/%D8%AA%D8%B4%D8%B1%DB%8C%D8%AD-%D8%AC%D8%B2%DB%8C%DB%8C%D8%A7%D8%AA-%D8%AC%D8%B1%D8%A7%DB%8C%D9%85-%D9%85%D8%AA%D8%AE%D9%84%D9%81%D8%A7%D9%86-%DA%A9%D8%B1%D9%88%D9%86%D8%A7%DB%8C%DB%8C-%D8%AC%D8%B1%DB%8C%D9%85%D9%87-%D8%B9%D8%A7%D8%A8%D8%B1%D8%A7%D9%86-%D8%A8%D8%AF%D9%88%D9%86-%D9%85%D8%A7%D8%B3%DA%A9-%D8%A8%D8%A7-%D8%A7%D8%B3%D8%AA%D9%81%D8%A7%D8%AF%D9%87-%D8%A7%D8%B2-%DA%86%D9%87%D8%B1%D9%87-%D9%86%DA%AF%D8%A7%D8%B1%DB%8C\"><span style=\"font-weight: 400;\">interview<\/span><\/a><span style=\"font-weight: 400;\"> the then Deputy Health Minister Alireza Raisi said \u201cLaw enforcement have a series of cameras which record everyone\u2019s faces. When a person\u2019s face is recorded, all their information including national ID number and other details etc are there\u201d He added that the very same system that was used for hijab violations was also used for masking and that if a person doesn\u2019t have their mask on \u201ctheir face was recorded, a message is sent for them and they\u2019re fined.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The full extent of Iran\u2019s domestic AI-enabled facial recognition technology capabilities are not clear. However, \u201cdefining shared, experimental projects in the area of smart and AI technology\u201d was one of the named components of the leaked draft of the\u00a0 <\/span><a href=\"https:\/\/filter.watch\/en\/2020\/11\/13\/the-iran-china-partnership-bad-news-for-tech-companies-a-disaster-for-citizens-rights\/\"><span style=\"font-weight: 400;\">China-Iran 25 year agreement,<\/span><\/a><span style=\"font-weight: 400;\"> and there is speculation that China has been assisting Iran in advancing its surveillance technology. There are no legal protections in terms of users\u2019 rights to privacy and security. He emphasized \u201cThe widespread [significance] of cyberspace issues across all areas\u201d as a reason for the creation of the Councils.\u00a0<\/span><span style=\"font-weight: 400;\">The Councils are said to be in charge of the implementation of the National Information Network (NIN) in each province, as well as using local e-commerce and digital service capabilities to help increase domestic services and content.\u00a0<\/span><\/p>\n<h5><b>Islamic Development Organization to Issue Licenses for Dating Site\u00a0<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/08\/28\/choosing-spouse-licensing\"><span style=\"font-weight: 400;\">August 28<\/span><\/a><b>, <\/b><span style=\"font-weight: 400;\">Reza Ezzatzamani, the Head of Family and Population and the Deputy for Culture at the Islamic Development Organization, announced\u00a0 that dating sites must obtain a license from the organization in order to operate inside the country.\u00a0<\/span><span style=\"font-weight: 400;\">The Iranian government actively promotes marriage among Iranians through different schemes, and in <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/08\/18\/policy-monitor-july-2021\/\"><span style=\"font-weight: 400;\">July 2021<\/span><\/a><span style=\"font-weight: 400;\">, a government sanctioned dating platform named Hamdam was created.\u00a0<\/span><span style=\"font-weight: 400;\">Given the sensitivity of the information shared via dating platforms and government oversight over said platforms, there are major concerns about how this data can be misused.<\/span><\/p>\n<h5><b>Government Scheme to Allow Approved Iranian Journalists to Access the\u00a0 \u201cUnfiltered Internet\u201d\u00a0<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Iman Shamsai Director General for Media Affairs\u00a0 at the Ministry of Islamic Guidance <\/span><a href=\"https:\/\/press.farhang.gov.ir\/fa\/news\/650639\/%D8%AA%D9%88%D8%B6%DB%8C%D8%AD-%D9%85%D8%AF%DB%8C%D8%B1%DA%A9%D9%84-%D9%85%D8%B7%D8%A8%D9%88%D8%B9%D8%A7%D8%AA-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D8%AE%D8%A8%D8%B1%D9%86%DA%AF%D8%A7%D8%B1%D8%A7%D9%86\"><span style=\"font-weight: 400;\">stated <\/span><\/a><span style=\"font-weight: 400;\">that his office submitted a list of journalists to the ICT Ministry to be granted unfiltered and unrestricted access to the internet. According to Shamsai, the list includes \u201cthe names of all members of the media, including journalists, media activists, and even the directors in charge who are members of the institutions.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Filterwatch has already written about the Iranian government\u2019s plans to give<\/span><a href=\"https:\/\/filter.watch\/en\/2019\/09\/19\/is-layered-filtering-the-future-of-irans-national-information-network\/\"><span style=\"font-weight: 400;\"> layered or tiered access to the global internet<\/span><\/a><span style=\"font-weight: 400;\">, meaning different people will have different levels of access to the internet based on their profession and social status, and as approved by the government. Such a scheme further erodes digital rights in Iran by allowing the government greater surveillance powers over how international content and services are accessed and restricts internet access for the majority of Iranians inside the country.\u00a0<\/span><\/p>\n<h5><b>Further Increase in Mobile Internet Prices in Iran According to the ICT Ministry\u00a0\u00a0<\/b><\/h5>\n<p><b>On <\/b><a href=\"https:\/\/digiato.com\/article\/2022\/08\/30\/increase-price-mobile-internet\"><b>30 August<\/b><\/a><b> Deputy ICT Minister<\/b><span style=\"font-weight: 400;\">, Sadeq Abassi Shahkuh\u00a0 announced that the government will be \u201cforced to raise the price of mobile internet to sustain and upkeep networks.\u201dThe announcement comes as in April this year an internet price increase of between 60-100%\u00a0 was made. It should also be noted that the majority of those inside Iran rely on mobile networks to connect to the internet and face regular internet disruptions and shutdowns.<\/span><\/p>\n<h5><img decoding=\"async\" class=\"alignnone size-full\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/economy-990x81.png\" width=\"990\" height=\"81\" \/><b>Iran\u2019s Cryptocurrency Mining\u00a0 Guidelines Approved by the Government\u00a0<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/08\/29\/government-regulations-mining\"><span style=\"font-weight: 400;\">August 29<\/span><\/a><span style=\"font-weight: 400;\">, Reza Fatemi-Amin, Minister for Industry, Mines, and Trade announced guidelines for cryptocurrency extraction had been \u201capproved by the government \u201c. The guidelines require\u00a0 that the Ministry oversees crypto mining centers and asks that other ministries cooperate as needed. The value of every kilowatt-hour (kWh) consumed by centers using\u00a0 the national network is to be pegged to the average cost of exported electricity, based on the NIMA system for official exchange rates. The Director of Planning valuation for\u00a0 Advanced Industries Fund (affiliated with the Ministry for\u00a0 Industry, Mines, and Trade), Naser Biari, said that his institution had supported the knowledge-based companies that produced the modem. The modem is said to have been developed by a mobile network\u00a0 operator, however, they were named in the report.\u00a0<\/span><span style=\"font-weight: 400;\">Given the large number of sanctions impacting Iran\u2019s trade and finances, it has had to focus on its domestic capabilities to advance its network infrastructure.\u00a0\u00a0<\/span><\/p>\n<h5><b>Iran\u2019s ICT Minister Blames Internet Disruptions on Old Infrastructure\u00a0<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On <\/span><a href=\"https:\/\/www.isna.ir\/news\/1401052618998\/%D9%88%D8%B2%DB%8C%D8%B1-%D8%A7%D8%B1%D8%AA%D8%A8%D8%A7%D8%B7%D8%A7%D8%AA-%D8%B3%D8%B1%D8%B9%D8%AA-%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D8%A8%D8%B9%D8%AF-%D8%A7%D8%B2-%D8%B1%D9%81%D8%B9-%D8%A7%D8%AE%D8%AA%D9%84%D8%A7%D9%84-%D8%B1%D9%88%D8%B2%D9%87%D8%A7%DB%8C-%D8%A7%D8%AE%DB%8C%D8%B1-%D8%A7%D9%81%D8%B2%D8%A7%DB%8C%D8%B4\"><span style=\"font-weight: 400;\">August 17,<\/span><\/a><span style=\"font-weight: 400;\"> ICT Minister\u00a0 Eisa Zarepour spoke on the government\u2019s infrastructure plans for expanding access to the internet and inter-city communications. He also mentioned plans for using fiber optic networks - which has been a long term plan for the ICT Ministry which he stated could\u00a0 - increase access speeds by a factor of tens or hundreds.\u201d He added that\u00a0 \u201cThe problem [of slow internet speeds] is chronic, and the country\u2019s aging infrastructure - which in some cases hasn't been renovated in a decade - is the cause of some of these problems. \u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Iranians have been experiencing extensive and chronic <\/span><a href=\"https:\/\/filter.watch\/en\/category\/network-monitor\/\"><span style=\"font-weight: 400;\">internet disruptions<\/span><\/a><span style=\"font-weight: 400;\"> which the officials have blamed on a number of reasons, despite the long-term planning for the expansion of the NIN and promoting domestic services while limiting international services for Iranians inside the country even further.\u00a0<\/span><\/p>\n<h5><b>Iranian Government Plans to \u2018Strengthen its\u00a0 Cyber Defense Shield\u2019<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On<\/span><a href=\"https:\/\/newspaper.hamshahrionline.ir\/id\/169894\/%D8%AA%D9%82%D9%88%DB%8C%D8%AA-%D8%B3%D9%BE%D8%B1-%D8%B3%D8%A7%DB%8C%D8%A8%D8%B1%DB%8C-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86.html\"><span style=\"font-weight: 400;\"> August 29<\/span><\/a><span style=\"font-weight: 400;\">, Iranian news outlet detailed the government\u2019s plan for strengthening its cyber defense systems against attacks. Adjusting\u00a0 the\u201d division of labor\u201d among different organizations overseeing the government\u2019s cyber security area is a priority for the ICT Ministry for achieving better cybersecurity programs.
