For at least 26 days, nationwide throttling and periods of near-total internet (mobile data) shutdowns impacted users in localities across the country.\u00a0 Disruptions began on May 6 in the southwestern province of Khuzestan, major disruptions occurred nationwide as well. Shutdowns and throttling coincided at times with protests and social unrest sparked by potential increases in <a href=\"https:\/\/filter.watch\/en\/2022\/05\/09\/internet-shutdown-in-khuzestan-and-nationwide-throttling-in-response-to-bread-protests\/\">food prices<\/a> and a fatal <a href=\"https:\/\/www.washingtonpost.com\/world\/death-toll-reaches-10-in-building-collapse-in-southwest-iran\/2022\/05\/24\/17bdfcd6-db24-11ec-bc35-a91d0a94923b_story.html\">collapse<\/a> of a ten-story tower, the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Metropol_building_collapse\">Metropol Building<\/a>, which was under construction in the city of Abadan.<\/p>\n<p>Authorities employed various internet disruptions methods that shifted day-to-day and locality-to-locality, which potentially reflects provincial level <a href=\"https:\/\/filter.watch\/en\/2021\/09\/03\/internet-shutdown-trends-in-iran-from-november-2019-to-july-2021\/\">decision making<\/a>. The majority of disruptions included shutting down access to international sites and services on mobile data or throttling international bandwidth on mobile and (home\/office) broadband networks. On occasion, Iran-based sites and services were all throttled.<\/p>\n<p>During\u00a0 these disruption episodes, Iranian authorities also appeared to test new, more <a href=\"https:\/\/filter.watch\/en\/2022\/05\/09\/internet-shutdown-in-khuzestan-and-nationwide-throttling-in-response-to-bread-protests\/\">sophisticated<\/a> strategies for using Iran\u2019s local network, the National Information Network (NIN), to limit internet access.<\/p>\n<ol>\n<li>Scheduling disruptions based on the time-of-day;<\/li>\n<li>Coordinating the shutdown of access to international internet sites and services with throttling access to Iran-based sites and services;<\/li>\n<li>Piloting a local VPN that tunnels through the throttling.<\/li>\n<\/ol>\n<p>Lack of available, nuanced data and official admission by authorities or Internet Service Providers, however, make it difficult to determine all the details of each disruption episode over the month. This report provides Filterwatch\u2019s best assessment given what is known. The findings and data presented here is based on:<\/p>\n<ul>\n<li>Data provided by the network monitoring tool such as IODA or private tech companies such as Cloudflare and Kentik.<\/li>\n<\/ul>\n<ul>\n<li>Running our own network measurement tests.<\/li>\n<li>Trusted sources in Iran.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-3719\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/May-NO-BG-Terms-300x110.png\" alt=\"\" width=\"911\" height=\"334\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/May-NO-BG-Terms-300x110.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/May-NO-BG-Terms-1024x374.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/May-NO-BG-Terms-1536x561.png 1536w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/06\/May-NO-BG-Terms-2048x748.png 2048w\" sizes=\"(max-width: 911px) 100vw, 911px\" \/><\/p>\n<h2><span style=\"font-weight: 400;\">Emerging Strategies<\/span><\/h2>\n<h3><span style=\"font-weight: 400;\">Iranian Officials\u2019 Reactions<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">In the past, Iranian officials have issued statements and comments in response to\u00a0 internet shutdowns and tried to provide reasons or justifications. However,\u00a0 this time, officials were mostly silent with the exception of <\/span><a href=\"https:\/\/filter.watch\/en\/2022\/03\/17\/irans-new-ict-minister-internet-friend-or-foe\/\"><span style=\"font-weight: 400;\">Eisa Zarepour<\/span><\/a><span style=\"font-weight: 400;\">, Minister of Information and Communications Technology, who denied bandwidth throttling in a statement on May 18.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI deny that we have reduced the country's bandwidth,\u201d he <\/span><a href=\"https:\/\/itiran.com\/2022\/05\/18\/%d9%88%d8%b2%db%8c%d8%b1-%d8%a7%d8%b1%d8%aa%d8%a8%d8%a7%d8%b7%d8%a7%d8%aa-%da%a9%d8%a7%d9%87%d8%b4-%d9%be%d9%87%d9%86%d8%a7%db%8c-%d8%a8%d8%a7%d9%86%d8%af-%d8%b1%d8%a7-%d8%aa%da%a9%d8%b0%db%8c%d8%a8\/\"><span style=\"font-weight: 400;\">said.<\/span><\/a><span style=\"font-weight: 400;\"> However, he did not make any comments about the internet shutdown.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On May 24, ISNA News Agency reported an internet <\/span><a href=\"https:\/\/www.isna.ir\/news\/1401030302378\/%DA%AF%D8%B2%D8%A7%D8%B1%D8%B4-%D8%AE%D8%A8%D8%B1%D9%86%DA%AF%D8%A7%D8%B1-%D8%A7%D8%B9%D8%B2%D8%A7%D9%85%DB%8C-%D8%A7%DB%8C%D8%B3%D9%86%D8%A7-%D8%A7%D8%B2-%D9%85%D8%AD%D9%84-%D8%AD%D8%A7%D8%AF%D8%AB%D9%87-%D9%85%D8%AA%D8%B1%D9%88%D9%BE%D9%84\"><span style=\"font-weight: 400;\">shutdown<\/span><\/a><span style=\"font-weight: 400;\"> in the city of Abadan and confirmed it.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Scheduling Disruption\u00a0<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">In a novel approach that lasted four days, nationwide authorities seemed to schedule their disruptions based on the time-of-day. Effectively they shutdown mobile data starting\u00a0 midday. In contrast, later in\u00a0 May, shutdowns and throttling appeared to be less planned and more reactive based on the sensitivities and analysis of security forces at the neighborhood, city, or provincial level.<\/p>\n<h3>Cutting international Internet access while throttling the local network<\/h3>\n<p>Another new strategy shows that the Iranian government is now using the NIN in a more sophisticated way.<\/p>\n<p>Previously, we were dealing with two main strategies, either there was a total internet shutdown or only an international internet shutdown. Meaning (1) the entire network(s) was cut off or (2) only the international internet connection was cut and local services on the NIN were accessible.<\/p>\n<p>Since November 2019, the second type of shutdown has been the norm when authorities seek to limit or suppress protests. On May 19th, Filterwatch received a <a href=\"https:\/\/twitter.com\/filterbaan\/status\/1527602933793181696\">video<\/a> from a trusted source in Khuzestan that showed just how real users could access the Iran-based network but were blocked from the outside world. Iranian authorities appeared to react by maintaining their shutdown of the international network and throttling the NIN. As you can see in this <a href=\"https:\/\/twitter.com\/filterbaan\/status\/1529911269192519691\">video<\/a>, not only is the international internet not accessible, but also because of localized bandwidth throttling, local services and sites were so slow that they were effectively inaccessible. Moreover, the authorities work with such surgical precision that they were able to\u00a0 fully exclude their preferred sites and many government websites from throttling. These tools were promised to (1) bypass the shutdown of the internal internet and (2) offer a <a href=\"https:\/\/filter.watch\/en\/2020\/08\/14\/irans-legal-vpns-and-the-threat-to-digital-rights\/\">half-price data cost<\/a> to surf the NIN. Testing showed that these circumvention tools did as promised.<\/p>\n<p>These tools might be a pilot version of the <a href=\"https:\/\/filter.watch\/en\/2020\/08\/14\/irans-legal-vpns-and-the-threat-to-digital-rights\/\">Legal VPN<\/a> project. For years, authorities have been promising to roll out state sanctioned VPNs that could enable \u201cqualified individuals\u201d access to otherwise blocked content and servers.<\/p>\n<p>We have identified at least five Telegram channels with the same business and all of them were created in March. Because of similar language, admin names, tools, training videos or GIF animation and other material in those channels, it looks like all of them are run by the same group.<\/p>\n<figure id=\"attachment_3655\" aria-describedby=\"caption-attachment_3655\" style=\"width: 298px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-3655\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/06\/Picture5.jpg\" alt=\"\" width=\"298\" height=\"169\" \/><figcaption id=\"caption-attachment_3655\" class=\"wp-caption-text\" data-caption=\"Screenshot%20of%20a%20Telegram%20channel%20selling%20circumvention%20tools%20that%20can%20bypass%20an%20Internet%20shutdown%20for%20half%20price.\">Loading...<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>While it is unclear who was selling these circumvention tools, it seems somewhat unlikely anyone could do so without some level of official approval, as in one channel they confirmed these tools are \u201dlegal\u201d.<\/p>\n<h1>Timeline of Regional Disruptions<\/h1>\n<p><em>Timeline of internet shutdowns, throttling, and disruptions based on regions and cities.<\/em><\/p>\n<p><em>NOTE:\u00a0 In some cases, the available data allows Filterwatch to determine if the disruption is a type of shutdown of access or throttling (i.e., a dramatic slowing of connection speeds).
