The fate of the Bill is to be determined after the Budget for the next Iranian calendar year (21 March 2022) is passed, but what the final version of the Bill will contain and how or if it will be passed remains more unclear than ever.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Against the backdrop of the developments surrounding the Bill, slow international internet speeds remained a top issue among Iranians, forcing authorities to deny claims of intentional disruptions. Our monthly <\/span><a href=\"https:\/\/filter.watch\/en\/2022\/03\/14\/network-monitor-february-2022\/\"><span style=\"font-weight: 400\">Network Monitor<\/span><\/a><span style=\"font-weight: 400\"> has more details about these disruptions.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2301\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-300x24.png\" alt=\"\" width=\"1000\" height=\"80\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy.png 1500w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<h2><b>Latest Developments on the Progress of Iran\u2019s \u201cUser Protection\u201d Bill\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">In a sudden move on <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/02\/22\/approval-protection-bill\"><span style=\"font-weight: 400\">22 February<\/span><\/a><span style=\"font-weight: 400\">, the Joint Parliamentary Committee for reviewing the so-called <\/span><a href=\"https:\/\/filter.watch\/en\/2020\/04\/01\/irans-managing-social-messaging-apps-bill-returns-to-parliament\/\"><span style=\"font-weight: 400\">\u201cUser Protection\u201d Bill <\/span><\/a><span style=\"font-weight: 400\">ratified it with 18 votes in favour and 1 against. The vote is said to have taken place at short notice, and <\/span><a href=\"https:\/\/www.dw.com\/fa-ir\/%D8%A8%D9%84%D8%A7%D8%AA%DA%A9%D9%84%DB%8C%D9%81%DB%8C-%D8%B7%D8%B1%D8%AD-%D8%B5%DB%8C%D8%A7%D9%86%D8%AA-%D8%AF%D8%B1-%D8%B3%D8%A7%DB%8C%D9%87-%D8%A8%DB%8C%D8%AE%D8%A8%D8%B1%DB%8C-%D8%AA%D8%B5%D9%88%DB%8C%D8%A8%DA%A9%D9%86%D9%86%D8%AF%DA%AF%D8%A7%D9%86-%D8%A2%D9%86\/a-60919028\"><span style=\"font-weight: 400\">according<\/span><\/a><span style=\"font-weight: 400\"> to Committee member Jalal Rashidi Kouchi MP, the only member who voted against the Bill, other members \u201cwere not aware of which version of the Bill they were voting on.\u201d However, the next day the vote was revoked by the Majles (parliament) due to procedural irregularities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to the Head of the Joint Committee, Reza Taghipur, the Bill is to be <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/03\/07\/review-the-details-of-theprotection-bill-after-the-budget-is-approved\"><span style=\"font-weight: 400\">reviewed<\/span><\/a><span style=\"font-weight: 400\"> again after the Majles ratifies the national Budget for the next Iranian calendar year (March 2022 - March 2023). He also added that the Bill had gone through yet another name change, and is now <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/03\/07\/review-the-details-of-theprotection-bill-after-the-budget-is-approved\"><span style=\"font-weight: 400\">titled<\/span><\/a><span style=\"font-weight: 400\"> \u201cCyberspace Regulatory System\u201d (Persian: \u0646\u0638\u0627\u0645 \u062a\u0646\u0638\u06cc\u0645 \u0645\u0642\u0631\u0631\u0627\u062a \u0641\u0636\u0627\u06cc \u0645\u062c\u0627\u0632\u06cc).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">There has been widespread condemnation and backlash from social media users about the progress of the Bill, and from <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/03\/07\/jahromi-opinion-about-protection-bill\"><span style=\"font-weight: 400\">members of the previous administration's ICT Ministry<\/span><\/a><span style=\"font-weight: 400\">, and Iran\u2019s private tech sector. However, the most significant opposition came from the Secretary to the Supreme Council for Cyberspace (SCC), Abolhassan Firouzabadi, who <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/03\/13\/the-secretary-of-the-supreme-council-of-cyberspace-explicitly-opposes-the-protection-plan\"><span style=\"font-weight: 400\">stated<\/span><\/a><span style=\"font-weight: 400\"> that progress of the Bill is not \u201cadvisable\u201d considering the public backlash and that the government should propose an alternative.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The fate of the bill is somewhat unclear until the Majles resumes its work after the Iranian New Year break. So far, however, it appears that progress will continue, but there is now more vocal opposition than ever.\u00a0<\/span><\/p>\n<h2><b>Secretary to the Supreme Council for Cyberspace: \u201cLegal VPNs to be Followed Up Next Year\u201d\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/02\/14\/legal-vpn\"><span style=\"font-weight: 400\">14 February<\/span><\/a><span style=\"font-weight: 400\"> the Secretary to the SCC, Abolhassan Firouzabadi, stated in an interview with Iranian tech outlet <\/span><i><span style=\"font-weight: 400\">Digiato <\/span><\/i><span style=\"font-weight: 400\">that the \u2018<\/span><a href=\"https:\/\/filter.watch\/en\/2020\/08\/14\/irans-legal-vpns-and-the-threat-to-digital-rights\/\"><span style=\"font-weight: 400\">legal VPN<\/span><\/a><span style=\"font-weight: 400\">\u2019 scheme was going to be followed up \u201cat the start of the next [Iranian] calendar year\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Firouzabadi emphasised that the scheme was being discussed with the ICT Ministry and there would be a follow up in the next few months. <\/span><a href=\"https:\/\/filter.watch\/en\/2020\/08\/14\/irans-legal-vpns-and-the-threat-to-digital-rights\/\"><span style=\"font-weight: 400\">Legal VPNs<\/span><\/a><span style=\"font-weight: 400\"> have been discussed for a number of years under previous government administrations. These government-sanctioned VPNs would allow for certain people and professions to have access to the global internet with fewer restrictions as approved by Iranian authorities, an integral part of \u201c<\/span><a href=\"https:\/\/filter.watch\/en\/2019\/09\/19\/is-layered-filtering-the-future-of-irans-national-information-network\/\"><span style=\"font-weight: 400\">layered filtering<\/span><\/a><span style=\"font-weight: 400\">\u201d under the National Information Network (NIN).\u00a0<\/span><\/p>\n<h2><b>\u201cData Protection\u201d Bill First Introduced Under Previous Government to Be Placed Back on the Parliamentary Agenda\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.mehrnews.com\/news\/5420106\/%D9%84%D8%A7%DB%8C%D8%AD%D9%87-%D8%AD%D9%81%D8%A7%D8%B8%D8%AA-%D8%A7%D8%B2-%D8%AF%D8%A7%D8%AF%D9%87-%D9%87%D8%A7%DB%8C-%D8%B4%D8%AE%D8%B5%DB%8C-%D8%A8%D9%87-%D8%AC%D8%B1%DB%8C%D8%A7%D9%86-%D8%A7%D9%81%D8%AA%D8%A7%D8%AF\"><span style=\"font-weight: 400\">9 February<\/span><\/a><span style=\"font-weight: 400\"> Deputy ICT Minister and Head of the Information Technology Organisation, Mohammad Khansari, stated in an interview with Iranian news outlet, <\/span><i><span style=\"font-weight: 400\">Mehr, <\/span><\/i><span style=\"font-weight: 400\">that the ICT Ministry had been reviewing the \u201cData Protection\u201d Bill in the hopes that it would be proposed to Majles.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The \u201cData Protection and Privacy\u201d Bill referenced by Khonsari, was drafted under the previous government and under the previous ICT Minister, Mohammad Javad Azari-Jahromi in 2018, however, the Bill did not progress beyond the Cabinet stage of the legislative process. <\/span><i><span style=\"font-weight: 400\">Filterwatch <\/span><\/i><span style=\"font-weight: 400\">has already <\/span><a href=\"https:\/\/smallmedia.org.uk\/media\/articles\/files\/Filterwatch_BillsBillsBills19.pdf\"><span style=\"font-weight: 400\">written<\/span><\/a><span style=\"font-weight: 400\"> about the contents of this Bill.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Khansari the Bill has undergone some changes, but the latest draft is not yet publicly available, though Khansari stated that the Bill will be published once it is finalised by the ICT Ministry.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Given the political alignment between the government and the Majles compared to the previous administration, the prospect of this Bill progressing further is greatly increased. However, without access to the latest version of the Bill, it is not possible to assess how much protection is afforded to Iranians online, and how it will overlap with the so called \u201cUser Protection\u201d Bill.\u00a0<\/span><\/p>\n<h2><b>Draft National Budget Dedicates 2% of Online Transactions to Iran\u2019s Cyber Police\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">During the review and approval process of Iran\u2019s national Budget for the next Iranian calendar year (March 2022- March 2023), on<\/span><a href=\"https:\/\/peivast.com\/p\/125869\"><span style=\"font-weight: 400\"> 28 February<\/span><\/a><span style=\"font-weight: 400\"> the Parliamentary Reconciliation Commission included an additional clause to the draft Budget which stated that all banks and credit institutions to pay 2% of their online earnings to the Treasury which is to be used by Iran\u2019s Cyber Police, FATA.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">FATA is instrumental in the suppression of freedom of expression and online freedoms, though the exact budget dedicated to the force is currently unclear. <\/span><i><span style=\"font-weight: 400\">Filterwatch\u2019s<\/span><\/i><span style=\"font-weight: 400\"> quarterly <\/span><a href=\"https:\/\/filter.watch\/en\/category\/fatawatch\/\"><span style=\"font-weight: 400\">FATAwatch<\/span><\/a><span style=\"font-weight: 400\"> documents the arrests and activities made by FATA Police.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The review process of the details of the draft Budget still needs to be finalised by the Majles (parliament), which then needs to be sent to the Guardian Council for final approval.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2302\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-300x25.png\" alt=\"\" width=\"900\" height=\"75\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-300x25.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-1024x84.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-768x63.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps.png 1500w\" sizes=\"(max-width: 900px) 100vw, 900px\" \/><\/p>\n<h2><b>Iran\u2019s Audio-Visual Regulatory Authority Issues a Ban on the Publication of Images and Videos on Recent Honour Killing in Iran\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/02\/06\/regulatory-organization-audio-visual-media-alert-platforms\"><span style=\"font-weight: 400\">6 February<\/span><\/a><span style=\"font-weight: 400\">, a day after the brutal and violent murder and beheading of a 17 year old child-bride by her husband in the city of Ahvaz, Khuzestan Province, Iran\u2019s Audio-Visual Regulatory Organisation (SATRA) which operates under the Islamic Republic of Iran Broadcasting (IRIB) issued a ban against users publishing visual content relating to the murder.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">While content moderation against violent content is not uncommon, the announcement from SATRA may be used to censor online content and suppress the media from reporting on such incidents. On the same day Iran\u2019s Press Supervisory Board <\/span><a href=\"https:\/\/www.bbc.com\/persian\/iran-60278910\"><span style=\"font-weight: 400\">seized<\/span><\/a><span style=\"font-weight: 400\"> the news outlet, Rokna, for \u201cpublishing content contrary to public decency.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The decision and SATRA\u2019s warning come in an effort to control and censor the online attention being given to honour killings, violence against women and child marriages - which are among major <\/span><a href=\"https:\/\/www.bbc.com\/persian\/iran-features-52819520\"><span style=\"font-weight: 400\">concerns<\/span><\/a><span style=\"font-weight: 400\"> in Iran and have appeared in the news a number of times in recent months - and to control the narrative surrounding these events. Men <\/span><a href=\"https:\/\/www.hra-news.org\/periodical\/a-112\/\"><span style=\"font-weight: 400\">convicted<\/span><\/a><span style=\"font-weight: 400\"> for committing these crimes are often afforded lenient and light sentences.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2304\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/economy-300x25.png\" alt=\"\" width=\"948\" height=\"79\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/economy-300x25.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/economy-1024x84.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/economy-768x63.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/economy.png 1500w\" sizes=\"(max-width: 948px) 100vw, 948px\" \/><\/p>\n<h2><b>Iran\u2019s ICT Minister Calls for Private Sector to Create Services and Online Content\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">During a launch event for telecommunication services on <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/02\/07\/cooperation-with-the-private-sector-for-local-services\"><span style=\"font-weight: 400\">7 February,<\/span><\/a><span style=\"font-weight: 400\"> Iran\u2019s ICT Minister, Eisa Zarepour confirmed that the government will be relying on the private tech sector in order to expand the content and services layer of the country\u2019s internet, as <\/span><a href=\"https:\/\/filter.watch\/en\/2020\/11\/16\/policy-monitor-october-2020\/\"><span style=\"font-weight: 400\">defined<\/span><\/a><span style=\"font-weight: 400\"> by the SCC resolution on the National Information Network (NIN). It is unclear who is behind the data cluster, however, Iranian\u2019s have been subject to major data leaks such as the <\/span><a href=\"https:\/\/filter.watch\/en\/2020\/04\/23\/policy-monitor-march-2020\/\"><span style=\"font-weight: 400\">Telegram data leak<\/span><\/a><span style=\"font-weight: 400\"> in March 2020.\u00a0<\/span><\/p>\n<h2><img decoding=\"async\" class=\"alignnone wp-image-2305\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/infra-300x24.png\" alt=\"\" width=\"1025\" height=\"82\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/infra-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/infra-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/infra-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/infra.png 1500w\" sizes=\"(max-width: 1025px) 100vw, 1025px\" \/><b>Low International Internet Speeds Continue to Dominate Discussions\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">During a Cabinet meeting on <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/02\/23\/the-government-emphasizes-that-the-quality-and-high-speed-internet-should-be-available-to-the-people\"><span style=\"font-weight: 400\">23 February<\/span><\/a><span style=\"font-weight: 400\">, Iranian President Ebrahim Raisi acknowledged the need for providing \u201chigh speed internet\u201d in the country, which has become a dominant concern. Concerns about the future of internet speeds began following a report from the tech news website, <\/span><i><span style=\"font-weight: 400\">Zoomit<\/span><\/i> <a href=\"https:\/\/www.zoomit.ir\/tech-iran\/375244-fixed-broadband-shortage-internet-problem\/\"><span style=\"font-weight: 400\">published<\/span><\/a> <span style=\"font-weight: 400\">on 10 October 2021 explaining that the drop in network quality is due to the fact that since Raisi\u2019s arrival in office, the SCC has not issued a licence for the Telecommunication Infrastructure Company (TIC)\u00a0 to increase their purchase of global bandwidth to meet rising domestic demand. As a result, operators have been downgrading the speed and quality of their services in order to continue to be able to meet their customers\u2019 needs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Iranian officials, including the Head of the TIC have <\/span><a href=\"https:\/\/filter.watch\/en\/2022\/01\/17\/policy-monitor-december-2021\/\"><span style=\"font-weight: 400\">denied<\/span><\/a><span style=\"font-weight: 400\"> that international bandwidth purchase was reduced, while last month Zarepour <\/span><a href=\"https:\/\/filter.watch\/en\/2022\/02\/15\/policy-monitor-january-2022\/\"><span style=\"font-weight: 400\">blamed<\/span><\/a><span style=\"font-weight: 400\"> slow speeds on the distribution of data across the country and bottlenecks in the capital city of Tehran. In February Zarepour also <\/span><a href=\"https:\/\/digiato.com\/article\/2022\/02\/23\/the-minister-of-communications-announced-the-request-to-increase-the-international-internet-bandwidth\"><span style=\"font-weight: 400\">denied<\/span><\/a><span style=\"font-weight: 400\"> that the government had asked the SCC to reduce international bandwidth and added that the ICT Ministry discussed the issue of increasing bandwidth capacity at the SCC.<\/span><\/p>\n<p><span style=\"font-weight: 400\">However, the claims by Iranian officials do not match the realities of constant throttling of international platforms and access to the global internet. The government and SCC policies have already <\/span><a href=\"https:\/\/filter.watch\/en\/2022\/02\/15\/policy-monitor-january-2022\/\"><span style=\"font-weight: 400\">emphasised<\/span><\/a><span style=\"font-weight: 400\"> the need for domestic internet traffic to overtake international traffic in the next Iranian calendar year.
