Meanwhile, an alleged hacking incident on Iran\u2019s state TV was followed by an internet outage on the internet provider dedicated to the state broadcaster, the Islamic Republic of Iran Broadcasting (IRIB). It\u2019s not clear if the outage was a result of hacking or if it was a step taken to protect the IRIB network.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On January 25 and 26, some TIC users experienced a near total internet shutdown for brief periods. The incident was pre-planned and some users had been informed in advance via text message.\u00a0 During the shutdown, however, some Iran-based sites, apps, and services appeared to largely be online according to some social media users, revealing an advanced local network totally separated from the internet. This bifurcation reaffirms Iran's ability to shutdown international traffic during periods of political unrest and maintenance alike. Something that we already observed during the nationwide internet shutdown in November 2019 and for the first time we are seeing it for more regular disruptions.<\/span><\/p>\n<h2><strong>Regional Outages<\/strong><\/h2>\n<p><img decoding=\"async\" class=\"wp-image-3452 aligncenter\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/02\/image14-300x114.png\" alt=\"\" width=\"976\" height=\"371\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image14-300x114.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image14-1024x389.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image14-768x291.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image14.png 1215w\" sizes=\"(max-width: 976px) 100vw, 976px\" \/><\/p>\n<p><span style=\"font-weight: 400\">Chahar Mahall and Bakhtiari, Semnan, Ghazvin, Qom, Hamedan, Mazandaran, and Markazi provinces went offline in January. According to information received by Filterwatch from local sources, the disruption was pre-planned by the Telecommunication Infrastructure Company (TIC), and users were <\/span><a href=\"https:\/\/twitter.com\/abahmani56\/status\/1486374835487977472\/photo\/1\"><span style=\"font-weight: 400\">notified<\/span><\/a><span style=\"font-weight: 400\"> via text messages the day before the disruption took place.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In January, two major incidents were observed that caused near total internet shutdowns. In some cases, local internet users reported that they were not able to access the internet and their connection was limited to local network and National Information Network (NIN) services:\u00a0<\/span><\/p>\n<ol>\n<li><span style=\"font-weight: 400\">This impacted the provinces of Ilam, Golestan, Yazd, Bushehr, Chahar Mahall and Bakhtiari, Kohgiluyeh and Buyer Ahmad, Kermanshah, East Azarbaijan, and Lorestan from 16 to 18 January.\u00a0<\/span><\/li>\n<\/ol>\n<p><img decoding=\"async\" class=\"wp-image-3440 aligncenter\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/02\/image3-300x127.png\" alt=\"\" width=\"926\" height=\"392\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image3-300x127.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image3-1024x433.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image3-768x325.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image3.png 1218w\" sizes=\"(max-width: 926px) 100vw, 926px\" \/><\/p>\n<p><span style=\"font-weight: 400\">Among them Chahar Mahall and Bakhtiari province went almost entirely offline from around 10am UTC until 2:30pm UTC on 15 January. <\/span><\/p>\n<p><img decoding=\"async\" class=\"wp-image-3447 aligncenter\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/02\/image10-300x127.png\" alt=\"\" width=\"1023\" height=\"433\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image10-300x127.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image10-1024x432.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image10-768x324.png 768w\" sizes=\"(max-width: 1023px) 100vw, 1023px\" \/><\/p>\n<p><span style=\"font-weight: 400\">2. Between 22 to 25 January in the provinces of Mazandaran, Markazi, Semnan, Qazvin, Qom, Hamadan, South Khorasan, Alborz, Sistan and Baluchestan went offline for periods of time.<\/span><\/p>\n<p><img there is a possibility of\u00a0 disruption on all internet services between 2am-6am on Wednesday 26 January.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to a <\/span><a href=\"https:\/\/twitter.com\/eli_h82\/status\/1486413208655212549\"><span style=\"font-weight: 400\">tweet<\/span><\/a><span style=\"font-weight: 400\"> by an internet user in Iran on 26 January \u201cthe internet was cut off for two hours and then only domestic applications were available (Filimo, Snap, etc.)\u201d\u00a0 but international services such as WhatsApp and Instagram could not be reached.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">However, based on IODA data, the disruption took place between 25 and 26 January on the TCI network.<\/span><\/p>\n<p><img <\/span><a href=\"https:\/\/mobinnet.ir\/en\/\"><span style=\"font-weight: 400\">MobinNet <\/span><\/a><span style=\"font-weight: 400\">are a \u201cwireless broadband network operator in Iran, providing high-speed LTE internet, connectivity solutions, dedicated bandwidth, data center, and digital services\u201d. Fanap provides internet services and network solutions. The disruptions on their network affected users in Tehran. The disruptions on their network affected users in Razavi Khorasan and Tehran.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">AS42586 - <\/span><span style=\"font-weight: 400\"><a href=\"http:\/\/www.irirb.ir\/\">IRIB (Islamic Republic of Iran Broadcasting): <\/a><\/span>This is a dedicated internet provider for Islamic Republic of Iran Broadcasting (IRIB). The disruptions on their network affected users in Tehran.<\/li>\n<\/ul>\n<p><img decoding=\"async\" class=\"alignnone wp-image-3441\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2022\/02\/image4-300x126.png\" alt=\"\" width=\"947\" height=\"398\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image4-300x126.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2022\/02\/image4-1024x429.png 1024w\" sizes=\"(max-width: 947px) 100vw, 947px\" \/><\/p>\n<p><span style=\"font-weight: 400\">Notably, the IRIB provider went offline on 27 January at 2pm UTC.
