{"id":3351,"date":"2021-11-15T19:43:34","date_gmt":"2021-11-15T19:43:34","guid":{"rendered":"https:\/\/filter.watch\/en\/?p=3351"},"modified":"2025-05-11T08:05:49","modified_gmt":"2025-05-11T08:05:49","slug":"fatawatch-july-september-2021","status":"publish","type":"post","link":"https:\/\/filter.watch\/english\/2021\/11\/15\/fatawatch-july-september-2021\/","title":{"rendered":"FATAwatch: July &#8211; September 2021\u00a0"},"content":{"rendered":"<p><span style=\"font-weight: 400\">Our report for the period between June to September 2021 highlights the continued focus by Iran\u2019s Cyber Police, FATA, on countering any online activity relating to online gambling and betting sites, including their promotion, as well as administering them.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Although we saw fewer reports from FATA in connection with arrests and prosecutions for online activities compared to the previous quarters of 2021, there were still a notable number of arrests based on vague charges such as \u201cpublication of false news,\u201d \u201cimmoral content,\u201d as well as \u201canti-government activities.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Also during this quarter, we saw reports of a number of arrests in connection with the sale of \u201cspells and prayers,\u201d as well as the promotion of \u201cwitchcraft\u201d. Details on these and other FATA arrests in connection with Iranian\u2019s online activities are detailed below.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">During the coverage period, Iranians experienced frequent power outages, which not only caused disruptions to communication services, but also led to numerous online and offline protests in reaction. July also saw the outbreak of protests in the southwestern province of Khuzestan in response to chronic water shortages. The protests - which quickly spread across various parts of the country - were met with<\/span><a href=\"https:\/\/filter.watch\/en\/2021\/07\/19\/shutdown-monitor-local-internet-disruptions-target-escalating-water-protests-in-khuzestan\/\"><span style=\"font-weight: 400\"> localised internet shutdowns and disruptions<\/span><\/a><span style=\"font-weight: 400\"> in order to prevent the flow of information where demonstrations were taking place, and facilitated the violent crackdown against protesters by government authorities.\u00a0\u00a0<\/span><\/p>\n<h2><b>July\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/155556\"><span style=\"font-weight: 400\">4 July<\/span><\/a><span style=\"font-weight: 400\">, FATA in Golestan Province arrested members of a \u201cbetting and gambling gang\u201d with an alleged financial turnover of 75 billion IRR (estimated $17,755,681.50).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On<\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/155599\"><span style=\"font-weight: 400\"> 6 July<\/span><\/a><span style=\"font-weight: 400\">, FATA in Zanjan Province reported the arrest of an individual for the \u201csale of cosmetic and hygiene products online without a licence.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/155613\"><span style=\"font-weight: 400\">7 July<\/span><\/a><span style=\"font-weight: 400\">, FATA arrested an individual for selling \"rare and hard to find medical products\" via a Telegram channel with over 35,000 followers, which allegedly sold over 17,000 medical items. On the same day, FATA in South Khorasan province arrested a number of teenagers in relation to a gang publishing \u201cimmoral content\u201d online via an unspecified domestic messaging app. According to FATA, this included the publication of \u201cvulgar photos and videos\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/155625\"><span style=\"font-weight: 400\">10 July<\/span><\/a><span style=\"font-weight: 400\">, FATA in Ardabil Province arrested an individual accused of administering a gambling website with an alleged financial turnover of 920 million IRR (estimated $21,780.30).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.radiofarda.com\/a\/clothing-shop-was-sealed-in-mahabad-iran\/31353091.html\"><span style=\"font-weight: 400\">12 July<\/span><\/a><span style=\"font-weight: 400\">, a fabric store was closed in the city of Mahabad in West Azerbaijan Province. The closure followed the publication of a video from its opening night, in which women were not wearing hijab or other hair coverings. It was also reported that the owners of the store were arrested, along with a number of people who were acting as models. A number of other people present in the video were in the process of being located by FATA.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/155717\"><span style=\"font-weight: 400\">13 July<\/span><\/a><span style=\"font-weight: 400\">, FATA in Golestan Province reported the arrest of three individuals for \u201ccreating an online betting group\u201d with an alleged financial turnover of 422 billion IRR (estimatded $9,943,181.64).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/155726\"><span style=\"font-weight: 400\">14 July<\/span><\/a><span style=\"font-weight: 400\">, a number of administrators of a Telegram channel were arrested for publishing \u201cimmoral content\u201d online.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/155794\"><span style=\"font-weight: 400\">18 July<\/span><\/a><span style=\"font-weight: 400\">, the Head of FATA in Yazd Province reported that a person was arrested for publishing \u201cillegal and immoral content\u201d via Instagram Live.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Also in July, a number of \u201cfortunetellers\u201d were arrested by FATA for reportedly \u201ccommitting financial fraud\u201d. One person was <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/156280\"><span style=\"font-weight: 400\">arrested<\/span><\/a><span style=\"font-weight: 400\"> in Kohgiluyeh and Boyerahmad Province for \u201cselling prayers, and providing psychic readings\u201d online, and another person was <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/156300\"><span style=\"font-weight: 400\">arrested <\/span><\/a><span style=\"font-weight: 400\">in Tehran for \u201cpromoting witchcraft and spells\u201d, as well as \u201cpromoting other religions such as Judaism.\u201d<\/span><\/p>\n<h2><b>August\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">In August, FATA continued to make arrests on charges relating to the promotion of betting and gambling sites. One person was <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/156352\"><span style=\"font-weight: 400\">arrested<\/span><\/a><span style=\"font-weight: 400\"> in Tehran for promoting gambling websites on an Instagram page with over 600,000 followers, while another person was <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/156375\"><span style=\"font-weight: 400\">arrested<\/span><\/a><span style=\"font-weight: 400\"> in Esfarayen in North Khorasan Province on similar charges.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/156317\"><span style=\"font-weight: 400\">14 August<\/span><\/a><span style=\"font-weight: 400\">, a person was arrested in North Khorasan province for publishing \u201cimmoral photos\u201d on social media.\u00a0<\/span><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/156427\"><span style=\"font-weight: 400\">21 August<\/span><\/a><span style=\"font-weight: 400\"> FATA in Gilan Province arrested an individual for publishing \u201cimmoral and anti-social\u201d content on Instagram.<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/156317\"><span style=\"font-weight: 400\">26 August<\/span><\/a><span style=\"font-weight: 400\"> FATA in Razavi Khorasan Province reported that the administrators of a number of Instagram pages were identified and arrested. These pages variously advertised the sale of medical abortion pills, cosmetic surgery, and beauty treatments.\u00a0<\/span><\/p>\n<h2><b>September\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.radiofarda.com\/a\/milad-hatami-the-famous-instagram-betting-advertisement\/31456130.html\"><span style=\"font-weight: 400\">12 September<\/span><\/a><span style=\"font-weight: 400\">, the Iranian Instagram personality Milad Hatami gave a forced confession on Iranian TV relating to his running of domestic gambling sites. Hatami was <\/span><a href=\"https:\/\/www.radiofarda.com\/a\/milad-hatami-the-famous-instagram-betting-advertisement\/31456130.html\"><span style=\"font-weight: 400\">arrested<\/span><\/a><span style=\"font-weight: 400\"> in Turkey in March 2021, and subsequently handed over to Iranian authorities.. During his televised confession, he also claimed that he was \u201csurprised\u201d at the level of information that the Islamic Revolutionary Guard Corps\u2019s intelligence forces held on him. According to Iranian outlets inside the country, Hatami is held on charges of \u201cfraud\u201d, \u201cacquiring wealth through immoral activities\u201d, and \u201cthe promotion of immoral activities\u201d. No further information has been provided relating to the court proceedings.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cyberpolice.ir\/node\/156833\"><span style=\"font-weight: 400\">16 September<\/span><\/a><span style=\"font-weight: 400\"> FATA in Mazandaran Province reported that 37 Instagram pages had been closed, and their administrators identified and arrested. FATA claimed that these pages were closed for posting \u201cimmoral content\u201d and \u201cpromoting western lifestyles\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.akhbar-rooz.com\/127336\/1400\/07\/05\/\"><span style=\"font-weight: 400\">27 September<\/span><\/a><span style=\"font-weight: 400\">, the activist and former political prisoner Payam Shakiba was <\/span><a href=\"https:\/\/www.akhbar-rooz.com\/127336\/1400\/07\/05\/\"><span style=\"font-weight: 400\">sentenced<\/span><\/a><span style=\"font-weight: 400\"> to 13 months imprisonment, and a two year travel ban for \u201cencouraging the boycott of the presidential elections and supporting political prisoners through online activities.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to reports from the Human Rights Activists News Agency (HRANA), on <\/span><a href=\"https:\/\/www.hra-news.org\/2021\/hranews\/a-31882\/\"><span style=\"font-weight: 400\">26 September<\/span><\/a><span style=\"font-weight: 400\"> Yussef Salahshour and Nader Sadeghian were summoned to the Revolutionary Court in Tabriz, in East Azerbaijan Province.\u00a0 Both of them were arrested in relation to their participation in Khuzestan solidarity protests in Tabriz in July 2021. They were charged with \u201cpromoting and inciting violence via online communication platforms\u201d and \u201canti-government activities online.\u201d\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On<\/span><a href=\"https:\/\/www.birlik.se\/%d8%b1%d9%88%d8%b2%d8%a8%d9%87-%d9%be%db%8c%d8%b1%db%8c-%d8%a8%d9%87-%d8%b2%d9%86%d8%af%d8%a7%d9%86-%d8%aa%d8%a8%d8%b1%db%8c%d8%b2-%d9%85%d9%86%d8%aa%d9%82%d9%84-%d8%b4%d8%af\/\"><span style=\"font-weight: 400\"> 29 September<\/span><\/a><span style=\"font-weight: 400\">, Rouzbeh Piri, who was arrested and sentenced to 91 days imprisonment earlier this year for \u201cpublishing false information online\u201d, was transferred to Tabriz prison.
