What followed was an at least week-long nationwide Internet shutdown and a brutal crackdown on protests, where hundreds were <\/span><a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde13\/2308\/2020\/en\/\"><span style=\"font-weight: 400\">killed<\/span><\/a><span style=\"font-weight: 400\"> at the hands of the authorities, and thousands <\/span><a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde13\/2891\/2020\/en\/\"><span style=\"font-weight: 400\">arrested or forcibly disappeared<\/span><\/a><span style=\"font-weight: 400\">. While the Iranian government has not been held accountable for its actions, November 2019 nonetheless stands as one of the darkest and bloodiest chapters in the Islamic Republic\u2019s recent history.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Two years on, Iranians\u2019 fundamental freedoms continue to ebb away both online and offline, and with the elevation of Ebrahim Raisi into the presidency, there are <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/10\/29\/passing-the-baton-raisi-continues-the-assault-on-irans-internet\/\"><span style=\"font-weight: 400\">few signs<\/span><\/a><span style=\"font-weight: 400\"> of this process slowing down with the rise in <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/09\/03\/internet-shutdown-trends-in-iran-from-november-2019-to-july-2021\/\"><span style=\"font-weight: 400\">localised Internet shutdowns<\/span><\/a><span style=\"font-weight: 400\"> to crackdown on protests, as well as <\/span><a href=\"https:\/\/filter.watch\/en\/category\/fatawatch\/\"><span style=\"font-weight: 400\">Iran\u2019s Cyber Police (FATA)<\/span><\/a><span style=\"font-weight: 400\"> continuing to make arrests based on arbitrary charges relating to Iranian\u2019s online behaviours.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In October, there were widespread complaints about slow Internet speeds and disruptions to VPN services, raising fears of further closure of online space. However, the biggest headlines arose from yet another cyberattack on Iran's critical infrastructure, this time crippling payment systems at petrol stations across the country, causing widespread disruption.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Also this month, the Supreme Council for Cyberspace held its second meeting under Raisi; the dangerous \u201cOnline Services Bill\u201d continued to make progress in the Majles; and former ICT Minister Mohammad-Javad Azari Jahromi was summoned to face charges at the Judiciary.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Our monthly <a href=\"https:\/\/filter.watch\/en\/2021\/11\/12\/network-monitor-october-2021\/\">Network Monitor<\/a> supplements this report with the latest details on Internet disruptions and shutdowns in Iran.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2301\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-300x24.png\" alt=\"\" width=\"903\" height=\"72\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy.png 1500w\" sizes=\"(max-width: 903px) 100vw, 903px\" \/><\/p>\n<h2><b>Iran\u2019s President Calls for the \u201cCompletion of the National Information Network\u201d in Supreme Council for Cyberspace Meeting\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/shahraranews.ir\/fa\/news\/83841\/%D8%B1%D8%A6%DB%8C%D8%B3%DB%8C-%D8%AE%D8%B7%D8%A7%D8%A8-%D8%A8%D9%87-%D9%88%D8%B2%D8%A7%D8%B1%D8%AA-%D8%A7%D8%B1%D8%AA%D8%A8%D8%A7%D8%B7%D8%A7%D8%AA-%D8%A7%D8%B3%D8%AA%D9%81%D8%A7%D8%AF%D9%87-%D9%85%D8%AC%D8%A7%D8%B2-%D8%A7%D8%B2-%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D9%85%D8%A7%D9%87%D9%88%D8%A7%D8%B1%D9%87%E2%80%8C%D8%A7%DB%8C-%D8%B1%D8%A7-%D8%A8%D8%B1%D8%B1%D8%B3%DB%8C-%DA%A9%D9%86%DB%8C%D8%AF\"><span style=\"font-weight: 400\">12 October<\/span><\/a><span style=\"font-weight: 400\"> the Supreme Council for Cyberspace (SCC) held a meeting chaired by President Ebrahim Raisi. During the meeting, Raisi ordered the \u201ccompletion of the National Information Network \u201c by the ICT Ministry, a sentiment which has been shared by his recently appointed ICT Minister Eisa Zarepour.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Also during the meeting, policies and regulations surrounding the use of satellite internet services were approved, including the allocation of responsibility for licensing and service operation to the ICT Ministry. Further details around this will be discussed in future SCC sessions, before being finalised in a formal resolution. This development is especially significant with regard to the potential operation of international satellite Internet companies in Iran.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">While there has been significant hype surrounding the potential for satellite internet services to provide an avenue for circumventing internet shutdowns and censorship in Iran, it currently appears unlikely that these services will provide solutions, at least in the short-to-medium term (as <\/span><i><span style=\"font-weight: 400\">Filterwatch <\/span><\/i><span style=\"font-weight: 400\">has previously <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/07\/06\/satellite-internet-offers-weak-signals-for-digital-rights-in-iran\/\"><span style=\"font-weight: 400\">discussed<\/span><\/a><span style=\"font-weight: 400\">).\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s New ICT Minister Announces the Appointment of the Secretary to the Steering Council for the Development and the Implementation of the National Information Network<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.tasnimnews.com\/fa\/news\/1400\/07\/26\/2591886\/%D8%AF%D8%A8%DB%8C%D8%B1-%D8%B4%D9%88%D8%B1%D8%A7%DB%8C-%D8%B1%D8%A7%D9%87%D8%A8%D8%B1%DB%8C-%D8%AA%D9%88%D8%B3%D8%B9%D9%87-%D8%B4%D8%A8%DA%A9%D9%87-%D9%85%D9%84%DB%8C-%D8%A7%D8%B7%D9%84%D8%A7%D8%B9%D8%A7%D8%AA-%D9%85%D9%86%D8%B5%D9%88%D8%A8-%D8%B4%D8%AF\"><span style=\"font-weight: 400\">18 October,<\/span><\/a><span style=\"font-weight: 400\"> ICT Minister Eisa Zarepour appointed Ali-Asghar Ansari as his Deputy for Planning and Strategic Oversight, as well as the Executive and Secretary to the Development Steering Council for the National Information Network (NIN) at the ICT Ministry.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">As part of his appointment, Ansari is responsible for setting up the Steering Council, and monitoring the implementation of the \u201cNIN Macro Planning and Architecture Resolution\u201d, which the SCC passed last year. Since his arrival at the ICT Ministry, Zarepour has emphasised the completion of the NIN as his top priority.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Prior to his appointment, Ansari was the Head of the Centre for Innovation and Expansion of Artificial Intelligence at the Information Technology Research Institute.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Slow Internet Blamed on \u201cLack of International Bandwidth\u201d\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Throughout October, Iranian internet users complained of consistently slow connection speeds. While the Head of the Communication Regulatory Authority (CRA), Hossein Fallah Joshghani, <\/span><a href=\"https:\/\/www.isna.ir\/news\/1400072416798\/%D9%85%D8%A7%D8%AC%D8%B1%D8%A7%DB%8C-%DA%A9%D9%86%D8%AF%DB%8C-%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D8%AF%D8%B1-%D8%B1%D9%88%D8%B2%D9%87%D8%A7%DB%8C-%D8%A7%D8%AE%DB%8C%D8%B1-%DA%86%DB%8C%D8%B3%D8%AA\"><span style=\"font-weight: 400\">blamed<\/span><\/a><span style=\"font-weight: 400\"> the slow speeds on the start of the new academic year and the additional strain on networks, ICT Minister Zarepour claimed that a \u201clack of investment in the NIN\u201d in previous years is to blame.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">However, network operators have a different explanation. According to a number of reports by Iranian outlets, the sluggish internet speeds in recent months are due to a lack of international bandwidth available in the country. This, they claim, is the result of the SCC not issuing a license for the Telecommunication Infrastructure Company (TCI) to increase their purchase of global bandwidth to meet rising domestic demand \u2013 a position they have taken since Raisi\u2019s inauguration.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The lack of transparency around the slowdowns from Iranian authorities is a major concern, and has stoked fears around the possibility of further internet restrictions and shutdowns in the future \u2013 particularly taken alongside the rapid progress of the \u201cOnline Services Bill\u201d in Iran\u2019s parliament.\u00a0<\/span><\/p>\n<h2><b>Parliamentary Joint Special Committee Begins Meetings on the Dangerous \u201cOnline Services Bill\u201d<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/peivast.com\/p\/113386\"><span style=\"font-weight: 400\">10 October<\/span><\/a><span style=\"font-weight: 400\"> the Parliamentary Joint Special Committee responsible for reviewing the bill now titled the \u201cSupporting User\u2019s Rights Online and Core User Services Bill\u201d (hereafter referred to as the \u201cOnline Services Bill\u201d) held its first meeting. During the meeting, the Committee appointed its Management Board, as well as electing Reza Taghipour as the Committee Chair. Taghipour, who currently sits as both an MP and SCC member, previously served as ICT Minister under Mahmoud Ahmadinejad. He is known for his staunch opposition to internet freedom, and has a record of advocating for the limitation of Iranians\u2019 access to the free and open global internet..<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Committee held a further meeting on <\/span><a href=\"https:\/\/www.mehrnews.com\/news\/5331188\/%D9%88%D8%A7%D8%B1%D8%AF-%D9%85%D8%B1%D8%AD%D9%84%D9%87-%D8%AD%D8%B0%D9%81-%D9%88-%D8%A7%D8%B5%D9%84%D8%A7%D8%AD-%D9%85%D9%81%D8%A7%D8%AF-%D8%B7%D8%B1%D8%AD-%D8%AD%D9%85%D8%A7%DB%8C%D8%AA-%D8%A7%D8%B2-%DA%A9%D8%A7%D8%B1%D8%A8%D8%B1%D8%A7%D9%86-%D9%86%D8%B4%D8%AF%D9%87-%D8%A7%DB%8C%D9%85\"><span style=\"font-weight: 400\">19 October<\/span><\/a><span style=\"font-weight: 400\">, although according to its Spokesperson, Lotfollah Siahkali, discussions were still focused on setting out the management of the Committee according to its bylaws. Siahkali stated that the Committee had not yet commenced its work to review the contents and substance of the bill.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.itmen.ir\/news\/277374\/%D9%85%D8%B9%D8%B1%D9%81%DB%8C-%D9%86%D9%85%D8%A7%DB%8C%D9%86%D8%AF%D9%87-%D9%88%D8%B2%D8%A7%D8%B1%D8%AA-%D8%A7%D8%B1%D8%AA%D8%A8%D8%A7%D8%B7%D8%A7%D8%AA-%DA%A9%D9%85%DB%8C%D8%B3%DB%8C%D9%88%D9%86-%D8%B7%D8%B1%D8%AD-%D8%AD%D9%85%D8%A7%DB%8C%D8%AA-%DA%A9%D8%A7%D8%B1%D8%A8%D8%B1%D8%A7%D9%86\"><span style=\"font-weight: 400\">16 October<\/span><\/a><span style=\"font-weight: 400\">, Zarepour confirmed that the ICT Ministry had appointed a representative to the Committee who would have \u201cactive involvement\u201d in its review process.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Audio-Visual Regulatory Authority Calls for Search Engine \u201cZarebin\u201d to Acquire Licence for Media Content\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/peivast.com\/p\/114342\"><span style=\"font-weight: 400\">26 October<\/span><\/a><span style=\"font-weight: 400\">, Iran\u2019s Audio-Visual Regulatory Body, SATRA, published a report on the Iranian platform \u201cZarebin\u201d, which called for the app to acquire a license from the authority for its media content. While Zarebin is described mainly as a search engine and browser, it also offers music and video streaming features.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">SATRA, which operates under the authority of Islamic Republic of Iran Broadcasting (IRIB), recommended that an agreement be signed with Zarebin\u2019s creators, the telecommunication company Hamrah-e-Aval (MCI), in order for the requirements from the platform in relation to its VOD services to be set out.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">There have been a series of long-running disputes in connection with the oversight of online audio-visual content and platforms, which <\/span><i><span style=\"font-weight: 400\">Filterwatch <\/span><\/i><span style=\"font-weight: 400\">previously discussed in-depth. In recent months, SATRA has moved to assert its authority over online content and the operation of online platforms, including <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/09\/15\/policy-monitor-august-2021\/\"><span style=\"font-weight: 400\">another app<\/span><\/a><span style=\"font-weight: 400\"> beliging to MCI, the social media \u201csuper app\u201d Rubika.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2303\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber-300x24.png\" alt=\"\" width=\"938\" height=\"75\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber.png 1500w\" sizes=\"(max-width: 938px) 100vw, 938px\" \/><\/p>\n<h2><b>Iran\u2019s Petrol Station Services Disrupted Following Cyber Attack Affecting its Payment Systems\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.bbc.com\/persian\/iran-59059894\"><span style=\"font-weight: 400\">26 October<\/span><\/a><span style=\"font-weight: 400\"> access to a number of petrol stations in Iran were disrupted following a cyberattack, as confirmed by Iranian authorities. The attack disrupted \u201csmart card\u201d payment systems at petrol stations across Iran, which are used for purchasing fuel at subsidised rates. As a result of the disruption, drivers were forced to pay the higher, unsubsidised rates. The next day, on Wednesday 27 October, Iranian authorities claimed that most of the country\u2019s fuel stations were fully operational once again.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The attack caused significant disruptions across the country, prompting reactions from a number of Iranian officials. President Ebrahim Raisi said the attacks were designed to \u201cprovoke public anger.\u201d Also commenting on the situation was former Deputy ICT Minister Amir Nazemy, who claimed via a <\/span><a href=\"https:\/\/twitter.com\/amirnazemy\/status\/1452994039326912534\"><span style=\"font-weight: 400\">tweet<\/span><\/a><span style=\"font-weight: 400\"> that fuel stations have their own \u201cdedicated networks\u201d and \u201csuch connections are not through the Internet.\u201d Nazemy did not elaborate further, and current ICT Ministry officials also did not comment on Nazemy\u2019s tweet. Instead, ICT Minister Eisa Zarepour<\/span><a href=\"https:\/\/peivast.com\/p\/114876\"><span style=\"font-weight: 400\"> stated<\/span><\/a><span style=\"font-weight: 400\"> that the protection of the country\u2019s critical infrastructure rests with the Passive Defence Organisation and the Centre for Strategic Management of Security and Information Exchange (also known by its Persian acronym AFTA). Therefore, according to Zarepour, the ICT Ministry \u201cdid not play a role\u201d in the incident\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In an interview with state TV on <\/span><a href=\"https:\/\/fa.shafaqna.com\/news\/1253406\/\"><span style=\"font-weight: 400\">31 October<\/span><\/a><span style=\"font-weight: 400\">, the Head of the Passive Defence Organisation, Colonel Gholamreza Jalili attributed the attack to the US and Israel, but added that technical information on the attack is \u201cunder review\u201d, and the source of the attack has not yet been \u201cdefinitely determined.\u201d SCC Secretary Abolhassan Firouzabadi also claimed the attack was carried out by a foreign nation, but added that it was too early to determine which country was responsible.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This incident represents the second attack on Iran\u2019s critical infrastructure in recent months, with an earlier attack on the country\u2019s Transport Ministry in <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/08\/18\/policy-monitor-july-2021\/\"><span style=\"font-weight: 400\">July<\/span><\/a><span style=\"font-weight: 400\"> bearing some resemblances to this attack. In the July incident, train station timetable boards displayed the phone number associated with the office of Supreme Leader Ali Khamenei. During this month\u2019s attack, digital traffic boards were seen displaying various questions and slogans such as \u201cKhamenei, where is our petrol?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">The latest attack was <\/span><a href=\"https:\/\/twitter.com\/Shayan86\/status\/1453088697776316419?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1453088697776316419%7Ctwgr%5E%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.bbc.co.uk%2Fnews%2Fworld-middle-east-59062907\"><span style=\"font-weight: 400\">claimed<\/span><\/a><span style=\"font-weight: 400\"> via a Telegram post by a group known as \u201cPredatory Sparrow\u201d, who also claim to be behind the July attacks. The group states that the attacks are \u201cin response to the cyber actions by Tehran\u2019s terrorist regime against the people in the region and around the world.\u201d This group\u2019s claims have not been verified, and remain unconfirmed.\u00a0<\/span><\/p>\n<h2><b>Seventeen People Arrested for \u201cPromoting Western Lifestyles\u201d on Instagram\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.en-hrana.org\/seventeen-people-arrested-for-promoting-western-lifestyle-on-instagram-pages-in-behshahr\/\"><span style=\"font-weight: 400\">28 October<\/span><\/a><span style=\"font-weight: 400\"> the Human Rights Activists News Agency (HRANA) reported that 17 people were arrested by Iran\u2019s Cyber Police (FATA), in the city of Behshahr in Mazandaran province for \u201cpromoting western lifestyles, [and] publishing obscene pictures and modelling ads.\u201d The content referred to was deleted and replaced with FATA\u2019s logo, in accordance with a court order.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">FATA continues to make arrests based on arbitrary charges which violate Iranians\u2019 rights to freedom of expression. <\/span><i><span style=\"font-weight: 400\">Filterwatch <\/span><\/i><span style=\"font-weight: 400\">has been documenting FATA\u2019s activities and arrests on a quarterly basis, via our <\/span><a href=\"https:\/\/filter.watch\/en\/category\/fatawatch\/\"><i><span style=\"font-weight: 400\">FATAwatch<\/span><\/i><\/a> <span style=\"font-weight: 400\">reports.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Former ICT Minister Summoned to the Judiciary on Charges of \u201cPublishing Disinformation\u201d\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.dw.com\/fa-ir\/%D8%A7%D8%AD%D8%B6%D8%A7%D8%B1-%D8%A2%D8%B0%D8%B1%DB%8C-%D8%AC%D9%87%D8%B1%D9%85%DB%8C-%D8%A8%D9%87-%D8%A7%D8%AA%D9%87%D8%A7%D9%85-%D9%86%D8%B4%D8%B1-%D8%A7%DA%A9%D8%A7%D8%B0%DB%8C%D8%A8-%D9%88-%D9%82%D8%B5%D8%AF-%D8%AA%D8%B4%D9%88%DB%8C%D8%B4-%D8%A7%D8%B0%D9%87%D8%A7%D9%86-%D8%B9%D9%85%D9%88%D9%85%DB%8C\/a-59496033\"><span style=\"font-weight: 400\">13 October<\/span><\/a><span style=\"font-weight: 400\">, Iran\u2019s former ICT Minister Mohammad-Javad Azari Jahromi was summoned to the Judiciary where he was informed of charges being laid against him relating to \u201cpublishing false information with the aim of disrupting public opinion\u201d as well as \u201crefusal to carry out judicial and government orders\u201d.
