The meeting, which coincided with the beginning of the academic year, focused on online education. The subject of online education, which became the subject of significant concern and attention following the COVID-19 pandemic continues to be a significant issue in Iran. A year on from the pandemic, ensuring free access to the country\u2019s education platform is yet to be clearly implemented and enforced, which threatens to exclude students from marginalised groups from access to education.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Iran\u2019s private sector also came under significant pressure from both international and domestic forces. A number of popular apps such as the video sharing platform Aparat and the navigation app Balad were removed from the Google Play Store. According to the apps\u2019 creators, Google cited US sanctions as the reason for their removal. Meanwhile, Iranian authorities took action against a number of private tech companies which has caused further anxiety within Iran\u2019s private tech sector about the number of roadblocks and restrictions they face in order to be able provide services to Iranians.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This report is supplemented by our monthly <a href=\"https:\/\/filter.watch\/en\/2021\/10\/18\/network-monitor-september-2021\/\">Network Monitor<\/a> which provides the latest on internet disruptions and shutdowns in Iran.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2301\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-300x24.png\" alt=\"\" width=\"975\" height=\"78\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/policy.png 1500w\" sizes=\"(max-width: 975px) 100vw, 975px\" \/><\/p>\n<h2><b>Supreme Council for Cyberspace Holds is First Meeting Under Ebrahim Raisi\u2019s Administration<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/t.co\/RG9I2Air87?amp=1\"><span style=\"font-weight: 400\">14 September<\/span><\/a><span style=\"font-weight: 400\"> the Supreme Council for Cyberspace (SCC) held its first meeting under Ebrahim Raisi\u2019s administration, with the new President serving as chair. According to a statement from the SCC, the meeting focused on online education, and the Ministry of Education\u2019s online learning platform known as \u201cShad\u201d. The SCC called for the platform to offer \u201cfree content\u201d and for the Ministry of Education to be responsible for issuing licenses for private sector organisations to produce content for the platform. The platform was created by the Education Ministry in collaboration with Hamrah-e-Aval (MCI) in April 2020, at the start of the COVID-19 pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Council also granted approval for Iran\u2019s Planning and Budget Organisation to allocate a budget line for the \u201cexpansion of online education\u201d and to provide \u201cfinancial assistance for teachers and students in need\u201d in the annual budget.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Online education services have been a particularly thorny issue in Iran since the outbreak of the COVID-19 pandemic forced a switch to online learning. The rapid shift to online learning has particularly disadvantaged students in poorer, more rural regions where connectivity and access to devices remains more limited.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Despite the Majles legislating for the platform\u2019s usage to be exempt from data tariffs (and therefore free), it was announced earlier this year that the scheme would be <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/07\/15\/policy-monitor-june-2021\/\"><span style=\"font-weight: 400\">replaced<\/span><\/a><span style=\"font-weight: 400\"> with \u201cstudent SIM cards\u201d containing free internet packages allowing \u201caccess to educational content\u201d set by the Ministry of Education, adding further confusion around access to the app. Additionally, these SIM cards allowing access to whitelisted content as approved by authorities are another step towards the implementation of \u201c<\/span><a href=\"https:\/\/filter.watch\/en\/2019\/09\/19\/is-layered-filtering-the-future-of-irans-national-information-network\/\"><span style=\"font-weight: 400\">layered filtering<\/span><\/a><span style=\"font-weight: 400\">\u201d in Iran.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The SCC\u2019s latest meeting does not clarify how Shad will be freely accessed by users following the ICT Ministry\u2019s <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/07\/15\/policy-monitor-june-2021\/\"><span style=\"font-weight: 400\">announcement<\/span><\/a><span style=\"font-weight: 400\"> in June that Shad\u2019s data tariff exemptions would be discontinued.\u00a0<\/span><\/p>\n<h2><b>Members of the Parliamentary Joint Special Committee Created for Review of Dangerous \u201cCore Online Services\u201d Bill\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/peivast.com\/p\/110651\"><span style=\"font-weight: 400\">7 September<\/span><\/a><span style=\"font-weight: 400\"> the names of a number of MPs set to serve as members of a joint parliamentary committee to review the <\/span><span style=\"font-weight: 400\">\u201c<\/span><a href=\"https:\/\/filter.watch\/en\/2021\/07\/15\/policy-monitor-june-2021\/\"><span style=\"font-weight: 400\">User Protection and Core Online Services<\/span><\/a><span style=\"font-weight: 400\">\u201d<\/span><span style=\"font-weight: 400\"> Online Services\u201d bill (Referred to as <\/span><span style=\"font-weight: 400\">\u0637\u0631\u062d \u0635\u06cc\u0627\u0646\u062a <\/span><span style=\"font-weight: 400\">in Persian) were announced.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The committee is set to be made up of members from several parliamentary committees. So far, the following names have been reported by domestic outlets:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Ahmad Hossein Fallahi and Mehrdad Viskarami from the Education Committee<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Mohammad Bagheri Bonab and Ahmad Amirabadi Farahani from the Fiscal Committee\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Gholamreza Montazeri, Bijan Nobavevatan, Hossein Mirzaei, and Ali Yazdikhah from the Cultural Committee<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Reza Taghipoour and Lotfolah Siahkoli, Ali Jedi, and Mostafa Taheri from the Industry and Mines Committee\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">According to Ali Yazdikhah on <\/span><a href=\"https:\/\/digiato.com\/article\/2021\/09\/30\/%D8%A8%D8%B1%D8%B1%D8%B3%DB%8C-%D8%B7%D8%B1%D8%AD-%D8%B5%DB%8C%D8%A7%D9%86%D8%AA-%D8%A7%D8%B2-%D9%87%D9%81%D8%AA%D9%87-%D8%A2%DB%8C%D9%86%D8%AF%D9%87\"><span style=\"font-weight: 400\">30 September<\/span><\/a><span style=\"font-weight: 400\">, members from the National Security and Judicial\u00a0 Committees had also put forward members to the Majles Management Committee to join the Joint Special Committee. According to Yazdikhah, the Committee has 23 members drawn from nine parliamentary committees. He added that the Joint Special Committee would commence its work within the following week, with the aim of completing its review of the bill within 4-5 months.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">Filterwatch <\/span><\/i><span style=\"font-weight: 400\">will monitor the progress of the bill as it moves through the parliamentary process and will provide any updates in future issues of the Policy Monitor.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Supreme Leader Appoints New Head of Islamic Republic of Iran Broadcasting<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.dw.com\/fa-ir\/%D9%BE%DB%8C%D9%85%D8%A7%D9%86-%D8%AC%D8%A8%D9%84%DB%8C-%D8%B1%D8%A6%DB%8C%D8%B3-%D8%B3%D8%A7%D8%B2%D9%85%D8%A7%D9%86-%D8%B5%D8%AF%D8%A7-%D9%88-%D8%B3%DB%8C%D9%85%D8%A7%DB%8C-%D8%AC%D9%85%D9%87%D9%88%D8%B1%DB%8C-%D8%A7%D8%B3%D9%84%D8%A7%D9%85%DB%8C-%D8%B4%D8%AF\/a-59351118\"><span style=\"font-weight: 400\">29 September<\/span><\/a><span style=\"font-weight: 400\"> Iran\u2019s Supreme Leader Ali Khamenei, appointed Peyman Jebelli as the new Managing Director of the Islamic Republic of Iran Broadcasting (IRIB).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Jebelli, who prior to his appointment was the director of the IRIB World Service, replaces Abdolali Ali-Asgari who served as Managing Director for over five years.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The state-controlled IRIB remains in charge of Iran's audio-visual regulatory body, SATRA, which has been attempting to tighten its regulatory control over online content and licensing, especially given the rise of private IPTV services in the country. The organisation also runs its own IPTV services. <\/span><i><span style=\"font-weight: 400\">Filterwatch<\/span><\/i><span style=\"font-weight: 400\"> has already written about the struggle for control over online content as well as jurisdiction over licensing and regulation which can be read <\/span><a href=\"https:\/\/filter.watch\/en\/category\/deep-dive\/\"><span style=\"font-weight: 400\">here<\/span><\/a><span style=\"font-weight: 400\">.\u00a0\u00a0<\/span><\/p>\n<h2><b>Launch of New System Puts IRIB In Charge of VOD Licensing\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On<\/span><a href=\"https:\/\/digiato.com\/article\/2021\/09\/29\/%D8%A8%D8%A7-%D8%B3%D8%A7%D9%85%D8%A7%D9%86%D9%87-%D8%A7%D9%84%D9%85%D8%A7%D8%B3%D8%9B-%D9%88%D8%B8%DB%8C%D9%81%D9%87-%D8%B5%D8%AF%D9%88%D8%B1-%D9%85%D8%AC%D9%88%D8%B2-%D8%AA%D9%88%D9%84%DB%8C%D8%AF\"><span style=\"font-weight: 400\"> 29 September<\/span><\/a><span style=\"font-weight: 400\"> a new VOD content production licensing platform called \u201cAlmas\u201d (Persian: \u0627\u0644\u0645\u0627\u0633) was launched <\/span><a href=\"http:\/\/almas.irib.ir\/\"><span style=\"font-weight: 400\">online<\/span><\/a><span style=\"font-weight: 400\">. The new platform, refers requests to a body known as the Council for Licensing Professional Content, and is said to be under the control of the IRIB according to its secretary, Gholamreza Mirhosseini. The Council\u2019s members are also made up of a number of former IRIB officials.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Mirhosseini, the body will now be overseeing the production of online audio visual content, taking over the role from SATRA, and SATRA will instead be in charge of issuing licenses and will not be involved in content review. Mirhosseini also added that licenses from other bodies \u201cwill be recognised,\u201d which refers to a long running dispute between the IRIB and the Ministry of Culture and Islamic Guidance over jurisdiction for licensing online video content.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">Filterwatch<\/span><\/i><span style=\"font-weight: 400\"> has recently published a report about the tensions surrounding the regulation of online content, as well as the IRIB\u2019s struggle to secure jurisdiction over licensing and regulation of online audio-visual content which can be read <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/09\/30\/internet-protocol-television-in-iran\/\"><span style=\"font-weight: 400\">here<\/span><\/a><span style=\"font-weight: 400\">.\u00a0\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2302\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-300x25.png\" alt=\"\" width=\"924\" height=\"77\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-300x25.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-1024x84.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-768x63.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps.png 1500w\" sizes=\"(max-width: 924px) 100vw, 924px\" \/><\/p>\n<h2><b>Disruption to Iranian Ride Hailing Service \u201cSnapp\u201d Due to \u201cDNS Filtering\u201d\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/tejaratnews.com\/startup\/%D8%A7%D8%AE%D8%AA%D9%84%D8%A7%D9%84-%D8%AF%D8%B1-%D8%B3%D8%B1%D9%88%DB%8C%D8%B3-%D8%AF%D9%87%DB%8C-%D8%A7%D8%B3%D9%86%D9%BE-%D9%88-%D8%AA%D9%BE%D8%B3%DB%8C\"><span style=\"font-weight: 400\">12 September<\/span><\/a><span style=\"font-weight: 400\"> various outlets reported that the Iranian online ride hailing service Snapp was inaccessible. A similar disruption was also reported on another Iranian ride hailing service, TAP30.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The issue was <\/span><a href=\"https:\/\/www.ictna.ir\/id\/128480\/\"><span style=\"font-weight: 400\">resolved<\/span><\/a><span style=\"font-weight: 400\"> two days later on 14 September. According to a statement from Snapp, the issue was not \u201ccaused by Snapp, instead DNS filtering was behind the issue, the cause of which is being investigated.\u201d\u00a0<\/span><\/p>\n<h2><b>Iranian Video Sharing and Hosting Platforms Apart and Filimo Removed from the Google Play Store \u201cdue to Sanctions\u201d\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/peivast.com\/p\/110944\"><span style=\"font-weight: 400\">8 September<\/span><\/a><span style=\"font-weight: 400\"> the popular Iranian video sharing app Aparat and the VOD platform Filimio \u2013 both owned by Saba Idea Holdings (Persian: \u0635\u0628\u0627\u0627\u06cc\u062f\u0647<\/span><span style=\"font-weight: 400\">) <\/span><span style=\"font-weight: 400\">\u2013 were removed from the Google Play Store. According to a statement from Saba Idea, the apps were removed \u201cpursuant to section 16.5 of the Developer Distribution Agreement\u201d which relates to US sanctions. The statement was accompanied by an email Saba Idea claimed to have received from Google Play Store, stating the above.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Similarly, the Iranian navigation app Balad also <\/span><a href=\"https:\/\/www.zoomit.ir\/tech-iran\/374390-balad-removed-google-play\/\"><span style=\"font-weight: 400\">reported<\/span><\/a><span style=\"font-weight: 400\"> its removal from the Google Play Store for the same reasons. The apps continue to be available via domestic app stores.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In a statement reacting to the app\u2019s removals, the ICT Ministry <\/span><a href=\"https:\/\/www.ictna.ir\/id\/128329\/\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\"> that it would pursue \u201clegal and political means to [uphold] the rights of Iranian platforms.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">In August, the Iranian social media app Rubika and the search engine Zarebin were also <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/09\/15\/policy-monitor-august-2021\/\"><span style=\"font-weight: 400\">removed<\/span><\/a><span style=\"font-weight: 400\"> from the Google Play Store, however the reason for their removal was not made clear.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Given that there have been no recent US sanctions issued against Iran which would affect the technology sector, it is unclear why the recent decisions have been made by Google, especially as other Iranian apps remain on the platform.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The sudden takedown of these apps by Google forces Iranian users to increasing rely on less domestic infrastructure, exposing Iranian user to increased security risks. <\/span><i><span style=\"font-weight: 400\">Filterwatch<\/span><\/i><span style=\"font-weight: 400\"> has already <\/span><a href=\"https:\/\/filter.watch\/en\/2019\/06\/19\/tech-giants-are-failing-iranians-in-their-struggle-against-a-national-internet\/\"><span style=\"font-weight: 400\">written<\/span><\/a><span style=\"font-weight: 400\"> about the impact of sanctions and over-compliance by international companies on digital rights in Iran.\u00a0<\/span><\/p>\n<h2><b>Iran\u2019s Ministry of Health Impacted by Internet Outage\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/peivast.com\/p\/111562\"><span style=\"font-weight: 400\">18 September<\/span><\/a><span style=\"font-weight: 400\"> Iran\u2019s Ministry of Health reported an internet outage due to \u201csoftware issues\u201d with the Telecommunication Company of Iran (TCI) in Tehran. The outage impacted vaccination centres, according to a statement from the Ministry of Health, which \u201cprevented them from administering vaccines.\u201d <\/span><b>\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400\">According to TCI, the issue was resolved \u201cas quickly as possible\u201d, and connectivity was restored on the same day.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2303\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber-300x24.png\" alt=\"\" width=\"950\" height=\"76\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/cyber.png 1500w\" sizes=\"(max-width: 950px) 100vw, 950px\" \/><\/p>\n<h2><b>Founders of Iranian E-Payment Services Zarinpal Arrested By FATA Police for \u201cDisrupting Public Opinion\u201d<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2021\/09\/26\/%D8%AF%D8%B3%D8%AA%DA%AF%DB%8C%D8%B1%DB%8C-%D9%85%D8%AF%DB%8C%D8%B1%D8%A7%D9%86-%D8%B2%D8%B1%DB%8C%D9%86-%D9%BE%D8%A7%D9%84\"><span style=\"font-weight: 400\">19 September<\/span><\/a><span style=\"font-weight: 400\">\u00a0 numerous Iranian tech outlets reported that Mostafa Amiri and Ali Amiri, the founders of the Iranian e-payment app \u2018Zarinpal\u2019, were arrested upon arrival at Iran\u2019s Central Bank, where they were arriving for a meeting. They were questioned by the Bank\u2019s security upon arrival before being arrested by Iran\u2019s Cyber Police, FATA, on charges relating to \u201cdisruption of public opinion.\u201d They were released after a few hours on the same day after providing a written personal undertaking to the court, though the exact details of it were not reported.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to a statement by Zarinpal, the meeting at the Central Bank was requested by the company along with five other e-payment service providers in connection with the recent compulsory requirement for e-payment services to obtain an \u201ce-Namad\u201d certification from Iran\u2019s Central Bank. This certification was designed for websites, meaning that businesses operating solely through social media platforms are unable to obtain it, and therefore are unable to use e-payment services. As well as posing financial challenges for such businesses, this requirement also incentivises the customers of social media-based businesses to use less secure payment methods, such as direct bank\u00a0 transfers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This is not the first time that the founders of Zarinpal have encountered legal troubles. In December 2020, Mostafa Amiri <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/01\/11\/policy-monitor-december-2020\/\"><span style=\"font-weight: 400\">received<\/span><\/a><span style=\"font-weight: 400\"> a one year prison sentence for \u201cfinancial crimes\u201d and other charges relating to a fraudulent payment made through the platform.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Recent pressures on a number of leading Iranian tech companies and entrepreneurs has provoked anxiety within the sector about its prospects for growth \u2013 especially in light of the additional limitations posed to them such as the continuing US sanctions regime, as well as the prospects of the looming \u201cOnline Services\u201d bill.<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2304\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/economy-300x25.png\" alt=\"\" width=\"1044\" height=\"87\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/economy-300x25.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/economy-1024x84.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/economy-768x63.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/economy.png 1500w\" sizes=\"(max-width: 1044px) 100vw, 1044px\" \/><\/p>\n<p>&nbsp;<\/p>\n<h2><b>Iranian Video Sharing Platform Aparat Fined for Hosting IRIB Produced Content\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">According to a statement released by the IRIB on <\/span><a href=\"https:\/\/www.zoomit.ir\/tech-iran\/374464-irib-condemned-aparat-ceo\/\"><span style=\"font-weight: 400\">12 September<\/span><\/a><span style=\"font-weight: 400\">, Aparat CEO Mohammad Javad Shakuri Moghdam, was issued with a fine for \u201cprofiting from content belonging to the IRIB\u201d, by hosting content produced by the organisation.
