His inauguration comes at a tense time in Iran, following a major wave of protests which came in response to significant water shortages in <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/07\/19\/shutdown-monitor-local-internet-disruptions-target-escalating-water-protests-in-khuzestan\/\"><span style=\"font-weight: 400\">Khuzestan<\/span><\/a><span style=\"font-weight: 400\"> in July, which spread across multiple provinces in the country and was accompanied by an Internet shutdown, in addition to the significant public dissatisfaction with the proposed, highly dangerous \u201cUser Protection and Core Online Services\u201d Bill.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">So far the focus has been on Raisi\u2019s cabinet appointments, <\/span><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/iran-parliament-approves-most-raisi-nominees-hardline-cabinet-2021-08-25\/\"><span style=\"font-weight: 400\">all but one<\/span><\/a><span style=\"font-weight: 400\"> of whom were approved by the conservative majority Majles in late August. On the list of approved candidates was <\/span><span style=\"font-weight: 400\">Eisa Zarepour, Iran\u2019s newest ICT Minister, replacing Mohammad Javad Azari-Jahromi. However, no new appointments were made to the Supreme Council for Cyberspace (SCC) in August, including the post of SCC Secretary.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Other developments in August include major privacy violations by the state backed Iranian \u201csuper app\u201d Rubika, which is accused of creating user profiles without users\u2019 consent, by allegedly copying details from Instagram. His role also gives him a seat on the Supreme Council for Cyberspace (SCC) and the Committee for Determining Instances of Criminal Content (CDICC).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Prior to being appointed ICT Minister, Zarepour worked as the Head of Statistics and Information Technology at the Judiciary, which he was appointed to by Raisi when he served as Iran\u2019s Chief Justice. Zarepour had also previously served as the Head of the Centre for Communication and Digital Media Development at the Ministry for Culture and Islamic Guidance under President Mahmoud Ahmadinejad. He is <\/span><a href=\"https:\/\/famp.ir\/?page_id=783\"><span style=\"font-weight: 400\">named<\/span><\/a><span style=\"font-weight: 400\"> as a founding Board Member of the \"Society for the Expansion of Clean Cyberspace \"(Persian:<\/span><span style=\"font-weight: 400\">\u062c\u0645\u0639\u06cc\u062a\u00a0<\/span><span style=\"font-weight: 400\">\u062a\u0648\u0633\u0639\u0647\u200c\u06af\u0631\u0627\u0646 \u0641\u0636\u0627\u06cc \u0645\u062c\u0627\u0632\u06cc \u067e\u0627\u06a9) who claim to support a \u201cclean, healthy, and safe online space.\u201d The organisation also lists SCC members as its current Board Members.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">While it is too early to get a full view of Zarepour\u2019s policy positions, his arrival into office comes at an especially consequential time, as the dangerous \u201cUser Protection and Core Online Services\u201d bill is making progress through Majles. However, much of his work agenda is set out by SCC resolutions such as the requirement to <\/span><a href=\"https:\/\/www.isna.ir\/news\/1400053121094\/%D8%B2%D8%A7%D8%B1%D8%B9-%D9%BE%D9%88%D8%B1-%D9%82%D9%88%D9%84-%D9%85%DB%8C-%D8%AF%D9%87%D9%85-%D8%B8%D8%B1%D9%81-%DB%B4-%D8%B3%D8%A7%D9%84-%D8%A2%DB%8C%D9%86%D8%AF%D9%87-%D8%B4%D8%A8%DA%A9%D9%87-%D9%85%D9%84%DB%8C-%D8%A7%D8%B7%D9%84%D8%A7%D8%B9%D8%A7%D8%AA-%D8%B1%D8%A7-%D8%B1%D8%A7%D9%87-%D8%A7%D9%86%D8%AF%D8%A7%D8%B2%DB%8C\"><span style=\"font-weight: 400\">prioritise<\/span><\/a><span style=\"font-weight: 400\"> \u201cthe completion of the National Information Network (NIN) within the next four years.\u201d\u00a0 Unlike his predecessor, Zarepour does not currently have any \u201cofficial\u201d social media accounts.<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">Filterwatch <\/span><\/i><span style=\"font-weight: 400\">will publish a full analysis on the new Raisi government and Iran\u2019s internet in the coming weeks.\u00a0<\/span><\/p>\n<h2><b>Income Tax on for \u201cInfluencers\u201d Comes into Force\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.isna.ir\/news\/1400052518292\/%D8%AF%D8%B3%D8%AA%D9%88%D8%B1%D8%A7%D9%84%D8%B9%D9%85%D9%84-%D9%85%D8%A7%D9%84%DB%8C%D8%A7%D8%AA-%D8%A7%D8%B2-%D8%AF%D8%B1%D8%A2%D9%85%D8%AF-%D8%A7%DB%8C%D9%86%D9%81%D9%84%D9%88%D8%A6%D9%86%D8%B3%D8%B1%D9%87%D8%A7-%D8%A7%D8%A8%D9%84%D8%A7%D8%BA-%D8%B4%D8%AF\"><span style=\"font-weight: 400\">16 August<\/span><\/a><span style=\"font-weight: 400\"> Iran\u2019s National Tax Administration announced that a new tax on advertising revenue applying to social media accounts with more than 500,000 followers had come into force. The measure was first announced in <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/03\/12\/policy-monitor-february-2021\/\"><span style=\"font-weight: 400\">February 2021<\/span><\/a><span style=\"font-weight: 400\"> within the budget for this Iranian calendar year.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Administrators of such accounts are able to self-declare, however Iran\u2019s National Tax Administration is also set to identify the individuals that the tax measures apply to, and to make the list of applicable parties publicly available, according to the announcement.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">It is unclear how successful this new tax measures will be, and while it is set to apply to all platforms, it does not state how it will deal with the issue on those which are filtered. Details are also lacking concerning any potential penalties should accounts fail to comply with the new tax. <\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2302\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-300x25.png\" alt=\"\" width=\"696\" height=\"58\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-300x25.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-1024x84.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-768x63.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps.png 1500w\" sizes=\"(max-width: 696px) 100vw, 696px\" \/><\/p>\n<h2><b>Major Privacy Concerns Among Users as Unauthorised Accounts Appear on Iranian Social Media App Rubika\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2021\/08\/16\/%D8%B1%D9%88%D8%A8%DB%8C%DA%A9%D8%A7-%D8%AD%D9%84-%D9%85%D9%88%D8%B6%D9%88%D8%B9-%D8%A7%DA%A9%D8%A7%D9%86%D8%AA-%D8%BA%DB%8C%D8%B1%D9%88%D8%A7%D9%82%D8%B9%DB%8C\"><span style=\"font-weight: 400\">15 August<\/span><\/a><span style=\"font-weight: 400\"> a large number of Iranian social media users including celebrities, sports personalities, and public figures reported seeing accounts and profiles which they had not created on the Iranian Instagram analogue Rubino, which is a component of the Iranian state backed social media \u201csuper app\u201d Rubika. The accounts appeared to have made use of information from Instagram profiles to create mirror profiles on Rubino. Some of these unauthorised accounts were even described to be showing a verified icon on the platform.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In a statement Rubika claimed that these accounts were likely created by other users, though the app requires a phone number for creating an account. Initially users were able to check if an account had been created in their name via a weblink, however the feature was eventually disabled, forcing users to download the app in order to check for the copied accounts.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Two days later, on <\/span><a href=\"https:\/\/twitter.com\/RubikaApp\"><span style=\"font-weight: 400\">17 August<\/span><\/a><span style=\"font-weight: 400\"> Rubika tweeted that it will suspend accounts that have been inactive for a month, or which have multiple usernames. It also said it would launch a \u201creport violations page\u201d which users can report pages without needing to download the app, so that duplicate accounts can be reviewed and removed. However, this page is yet to be launched as of the time of writing.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Meanwhile, Iran\u2019s Cyber Police (FATA), <\/span><a href=\"https:\/\/www.borna.news\/%D8%A8%D8%AE%D8%B4-%D8%A7%D8%AC%D8%AA%D9%85%D8%A7%D8%B9%DB%8C-4\/1221173-%D8%A8%DB%8C%D8%A7%D9%86%DB%8C%D9%87-%D9%BE%D9%84%DB%8C%D8%B3-%D9%81%D8%AA%D8%A7-%D9%86%D8%A7%D8%AC%D8%A7-%D8%AF%D8%B1-%D8%AE%D8%B5%D9%88%D8%B5-%D9%85%D9%88%D8%B6%D9%88%D8%B9%D8%A7%D8%AA-%D9%85%D8%B7%D8%B1%D8%AD-%D8%B4%D8%AF%D9%87-%D8%B3%D9%88%D9%BE%D8%B1-%D8%A7%D9%BE%D9%84%DB%8C%DA%A9%DB%8C%D8%B4%D9%86-%D8%B1%D9%88%D8%A8%DB%8C%DA%A9%D8%A7\"><span style=\"font-weight: 400\">announced<\/span><\/a><span style=\"font-weight: 400\"> that they will investigate the \u201cunauthorised use of personal user data and creation of accounts without [users\u2019] consent.\u201d\u00a0 Iran\u2019s Audio Visual Regulatory Authority (SATRA), which operates under Islamic Republic of Iran Broadcasting (IRIB), also announced that it had \u201csuspended the app\u2019s license last year\u201d due to \u201cextensive violations.\u201d In response, Rubika claims not to have a license from SATRA which can be revoked as\u00a0 it is \u201cnot an Internet Protocol Television (IPTV) to require a license from SATRA, apart from during a six month period in 2018\/9 when [Rubika] had a license for streaming movies and TV series, however the license was not extended.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">SATRA has been making attempts to act as a content moderation body for some time, including <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/04\/16\/policy-monitor-march-2021\/\"><span style=\"font-weight: 400\">investigating <\/span><\/a><span style=\"font-weight: 400\">Rubika in March for hosting\u00a0 an \u201cunauthorised music video\u201d and <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/06\/14\/policy-monitor-may-2021\/\"><span style=\"font-weight: 400\">setting out<\/span><\/a><span style=\"font-weight: 400\"> \u201cguidelines\u201d for election campaigning online.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This is not the first time an Iranian app has created unauthorised user accounts. In 2018, the messaging app Soroush <\/span><a href=\"https:\/\/digiato.com\/article\/2018\/05\/30\/%D8%B9%D8%B6%D9%88%DB%8C%D8%AA-%D8%A8%D8%AF%D9%88%D9%86-%D8%A7%D8%AC%D8%A7%D8%B2%D9%87-%D8%AF%D8%B1-%D8%B3%D8%B1%D9%88%D8%B4\"><span style=\"font-weight: 400\">appeared to create accounts<\/span><\/a><span style=\"font-weight: 400\"> for users without their consent in a similar way, although Soroush denied any involvement. These concerning developments on Rubika represent yet another attempt by domestic apps to expand their user base by seriously violating users rights \u2013 a dynamic that <\/span><i><span style=\"font-weight: 400\">Filterwatch<\/span><\/i><span style=\"font-weight: 400\"> has previously <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/08\/18\/policy-monitor-july-2021\/\"><span style=\"font-weight: 400\">warned<\/span><\/a><span style=\"font-weight: 400\"> about. Such practices should be halted immediately, investigated transparently, and those responsible should be held accountable. Additionally, Iranian domestic platforms should invest in improving privacy and security measures to better protect their users\u2019 data.<\/span><\/p>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/digiato.com\/article\/2021\/08\/19\/%D8%A7%D9%BE%D9%84%DB%8C%DA%A9%DB%8C%D8%B4%D9%86-%D8%B1%D9%88%D8%A8%DB%8C%DA%A9%D8%A7-%D8%A7%D8%B2-%DA%AF%D9%88%DA%AF%D9%84-%D9%BE%D9%84%DB%8C-%D8%AD%D8%B0%D9%81-%D8%B4%D8%AF\"><span style=\"font-weight: 400\">19 August<\/span><\/a><span style=\"font-weight: 400\">, Rubika and search engine Zarebin were removed from the Google Play Store. Both applications are part of the mobile operator Hamrah-e-Aval (MCI), which is majority-owned by the Telecommunication Company of Iran (TCI).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In response, the National Centre for Cyberspace (NCC) <\/span><a href=\"http:\/\/majazi.ir\/news\/93498-%D8%AF%D8%B1-%D8%AE%D8%B5%D9%88%D8%B5-%D8%A7%D9%82%D8%AF%D8%A7%D9%85%D8%A7%D8%AA-%D9%85%D8%AF%D8%A7%D8%AE%D9%84%D9%87-%DA%AF%D8%B1%D8%A7%DB%8C%D8%A7%D9%86%D9%87-%D8%B3%DA%A9%D9%88%D9%87%D8%A7%DB%8C-%D8%A2%D9%85%D8%B1%DB%8C%DA%A9%D8%A7%DB%8C%DB%8C-%D9%81%D8%B6%D8%A7%DB%8C-%D9%85%D8%AC%D8%A7%D8%B2%DB%8C-%DA%AF%D9%88%DA%AF%D9%84-%D8%AF%D8%B1-%D8%AD%D8%B0%D9%81-%D8%A8%D8%B1%D9%86%D8%A7%D9%85%DA%A9-%D9%87%D8%A7%DB%8C-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86%DB%8C.html?t=%D8%A7%D8%AE%D8%A8%D8%A7%D8%B1\"><span style=\"font-weight: 400\">condemned<\/span><\/a><span style=\"font-weight: 400\"> the move by Google for its lack of notice or means for appeal. They added that they would pursue the matter through international channels and relevant courts to seek \u201cdamages\u201d for the actions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The lack of an explanation from Google is indeed problematic, as it does not provide users with important information about potential harms or risks of using the apps, should their removal be due to such concerns. The sudden takedown also provides space for Iranian officials to further advance their localisation narratives, by arguing that international infrastructure such as the Google Play Store creates an impossible operating environment for Iranian app developers.\u00a0<\/span><\/p>\n<h2><b>Iranian Students Polling Agency: Nearly Half of Iran\u2019s Internet Users Rely on International Messaging and Social Media Platforms\u00a0<\/b><\/h2>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" class=\" wp-image-3228 aligncenter\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2021\/09\/Iran-social-media-viz-no-bg-300x194.png\" alt=\"\" width=\"609\" height=\"394\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/09\/Iran-social-media-viz-no-bg-300x194.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/09\/Iran-social-media-viz-no-bg-1024x664.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/09\/Iran-social-media-viz-no-bg-768x498.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/09\/Iran-social-media-viz-no-bg-1536x996.png 1536w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/09\/Iran-social-media-viz-no-bg-2048x1328.png 2048w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/09\/Iran-social-media-viz-no-bg-1568x1016.png 1568w\" sizes=\"(max-width: 609px) 100vw, 609px\" \/><\/p>\n<p><span style=\"font-weight: 400\">\u00a0<\/span><span style=\"font-weight: 400\">According to a poll by the Iranian Students Polling Agency (ISPA) on <\/span><a href=\"https:\/\/digiato.com\/article\/2021\/08\/31\/%D9%85%D8%B1%DA%A9%D8%B2-%D8%A7%DB%8C%D8%B3%D9%BE%D8%A7-%D9%86%D8%B2%D8%AF%DB%8C%DA%A9-%D8%A8%D9%87-%D9%86%DB%8C%D9%85%DB%8C-%D8%A7%D8%B2-%DA%A9%D8%A7%D8%B1%D8%A8%D8%B1%D8%A7%D9%86-%DA%A9%D8%B4%D9%88\"><span style=\"font-weight: 400\">31 August<\/span><\/a><span style=\"font-weight: 400\">, 48.4% of 1,570 respondents declared that they only use international social media and messaging platforms such as Telegram and Instagram while 27% of respondents stated that they did not use either domestic or international platforms. 22.8% of respondents stated they used both domestic and international platforms, however only 1.8% stated that they only use domestic platforms such as Soroush, Rubika, and Gap.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Domestic platforms have consistently struggled to gain a user base in Iran due to a variety of factors, including widespread user mistrust due to their limited security and privacy measures. The low uptake of these apps and services Iranian users,unfortunately and worryingly, does not reduce the risks posed to them, as the platforms employ hostile measures to force users to make accounts on these platforms. The group claims to have accessed the data by hacking the prison\u2019s system. The identity of the \u201chacker group\u201d remains unknown and it has not been confirmed if the leaked footage has indeed been obtained through hacking efforts.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The footage shows disturbing mistreatment and abuse of inmates by prison staff and guards \u2013 conditions which countless former inmates have already testified to.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In response, the Head of Iran\u2019s Prisons Organisation, Mohammad Mehdi Haj Mohammad <\/span><a href=\"https:\/\/twitter.com\/Mmhajmohammadi\/status\/1430026191042490372\"><span style=\"font-weight: 400\">tweeted <\/span><\/a><span style=\"font-weight: 400\">that he \u201caccepts responsibility for the unacceptable behavior [shown in Evin prison] \u201d and will \u201cwork towards preventing their repeat.\u201d On 24 August Iran\u2019s recently appointed Head of Judiciary, Gholamhossein Mohseni Eje\u2019i also <\/span><a href=\"https:\/\/www.radiofarda.com\/a\/ejhei-order-investigate-prison-evin-abuse-power\/31426224.html\"><span style=\"font-weight: 400\">issued<\/span><\/a><span style=\"font-weight: 400\"> an order for the treatment of prisoners, especially those inside Evin \u201cto be investigated.\u201d According to reports from <\/span><a href=\"https:\/\/www.dw.com\/fa-ir\/%D8%AA%D8%B5%D8%A7%D9%88%DB%8C%D8%B1-%D9%87%DA%A9-%D8%B4%D8%AF%D9%87-%D8%A7%D9%88%DB%8C%D9%86-%D8%B4%D8%B4-%D9%86%D9%81%D8%B1-%D8%AA%D8%AD%D8%AA-%D8%AA%D8%B9%D9%82%DB%8C%D8%A8-%D9%88-%D8%AF%D9%88-%D8%A8%D8%A7%D8%B2%D8%AF%D8%A7%D8%B4%D8%AA%DB%8C\/a-59035528\"><span following a surge in interest in satellite internet services, fueled by the hype surrounding the Starlink project, which some people hope could bring an end to internet shutdowns and censorship in countries like Iran.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">However, Starlink, or any other satellite internet providers do not currently offer services to Iran, therefore Iranian
