According to an <\/span><a href=\"https:\/\/twitter.com\/AmnestyIran\/status\/1418536930124484608\"><span style=\"font-weight: 400\">analysis<\/span><\/a><span style=\"font-weight: 400\"> from Amnesty International, Iranian authorities have deployed \u201cunlawful force\u201d by using automatic weapons and live ammunition against unarmed protestors in Khuzestan. So far at least five people have been <\/span><a href=\"https:\/\/www.en-hrana.org\/protests-in-khuzestan-102-detained-and-10-killed-citizens-identified\"><span style=\"font-weight: 400\">confirmed<\/span><\/a><span style=\"font-weight: 400\"> to have been killed, with dozens more injured and over a hundred people arrested according to the Human Rights News Agency (HRANA). These figures are likely to rise further as more information becomes available<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">According to analysis by <a href=\"https:\/\/twitter.com\/amnesty?ref_src=twsrc%5Etfw\">@amnesty<\/a>&#39;s weapons expert, the sound of automatic weapons is heard in multiple videos from protests in Khuzestan. Using live ammunition against unarmed protesters is a horrifying violation of Iran&#39;s obligation to protect life. <a href=\"https:\/\/t.co\/pW5GG4Vkj0\">https:\/\/t.co\/pW5GG4Vkj0<\/a><\/p>\n<p>&mdash; Amnesty Iran (@AmnestyIran) <a href=\"https:\/\/twitter.com\/AmnestyIran\/status\/1418536930124484608?ref_src=twsrc%5Etfw\">July 23, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><span style=\"font-weight: 400\">Internet disruptions continue in regions where protests are taking place, including early reports of <\/span><a href=\"https:\/\/twitter.com\/iranwire\/status\/1419611029957451778\"><span style=\"font-weight: 400\">internet disruptions<\/span><\/a><span style=\"font-weight: 400\"> from users in Tehran. Internet disruptions are currently most pronounced in Khuzestan, where access to the global internet is being either heavily disrupted or completely disconnected. However, domestic services <\/span><a href=\"https:\/\/twitter.com\/Ammir\/status\/1418645945911324674\"><span style=\"font-weight: 400\">remain accessible<\/span><\/a><span style=\"font-weight: 400\"> via the National Information Network. According to the cybersecurity and digital rights researcher Amir Rashidi, <\/span><a href=\"https:\/\/twitter.com\/Ammir\/status\/1418663369729511425\"><span style=\"font-weight: 400\">disruptions to WhatsApp<\/span><\/a><span style=\"font-weight: 400\"> have also limited users\u2019 ability to send and receive audio and video files.\u00a0<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">There is a net, but not THE INTERNET, there is National Internet of Iran, actually an intranet.<br \/>Since yesterday, mobile data has been restored but ONLY on local traffic. The freelance journalist Hossein Dalirian travelled to Khuzestan and has been sharing his reports via Twitter, which is otherwise blocked for Iranian users. In a tweet on 22 July he claimed that the internet in the city of Ahvaz is \u201cconnected and does not have any problems.\u201d It is likely that Dalirain has unrestricted internet access \u2013 a privilege which is granted by Iranian authorities to certain journalists. It has also been pointed out by other Twitter users that Dalirian was able to freely use Twitter during the November 2019 nationwide internet shutdown.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\" wp-image-3170 aligncenter\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2021\/07\/Screenshot-2021-07-26-at-12.11.54-300x115.png\" alt=\"\" width=\"639\" height=\"245\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/07\/Screenshot-2021-07-26-at-12.11.54-300x115.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/07\/Screenshot-2021-07-26-at-12.11.54-1024x393.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/07\/Screenshot-2021-07-26-at-12.11.54-768x295.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2021\/07\/Screenshot-2021-07-26-at-12.11.54.png 1208w\" sizes=\"(max-width: 639px) 100vw, 639px\" \/><\/p>\n<p><span style=\"font-weight: 400\">Despite authorities\u2019 continued denial of internet disruptions, in an interview on 24 July with the newspaper <\/span><i><span style=\"font-weight: 400\">Payam-e-Ma<\/span><\/i><span style=\"font-weight: 400\">, the Telecommunication Company of Iran (TCI)\u2019s Head of Communications for Khuzestan Province, Hamid-Reza Jalili, <\/span><a href=\"https:\/\/payamema.ir\/payam\/articlerelation\/57265\"><span style=\"font-weight: 400\">claimed<\/span><\/a><span style=\"font-weight: 400\"> that the internet disruptions in Khuzestan are \"due to a technical equipment fault\u201d and that \u201cit is unclear when this will be resolved\u201d.\u00a0<\/span><\/p>\n<h2><b><i>[Update: Wednesday July 21]<\/i><\/b><\/h2>\n<p><span style=\"font-weight: 400\">The evening of <\/span><a href=\"https:\/\/twitter.com\/iranwire\/status\/1417932725777010694\"><span style=\"font-weight: 400\">21 July<\/span><\/a><span style=\"font-weight: 400\"> marked a full week since the start of the protests in Khuzestan province. As protestors took to the <\/span><a href=\"https:\/\/twitter.com\/bbcpersian\/status\/1417927997059964939\"><span style=\"font-weight: 400\">streets<\/span><\/a><span style=\"font-weight: 400\"> for a seventh consecutive evening, reports emerged of solidarity protests taking place in the neighbouring province of <\/span><a href=\"https:\/\/twitter.com\/bbcpersian\/status\/1417926256209932297\"><span style=\"font-weight: 400\">Isfahan<\/span><\/a><span style=\"font-weight: 400\">. Protestors continued to face crackdowns from security forces, with reports of Iranian authorities using <\/span><a href=\"https:\/\/twitter.com\/bbcpersian\/status\/1418038118788259846\"><span style=\"font-weight: 400\">tear gas <\/span><\/a><span style=\"font-weight: 400\">and <\/span><a href=\"https:\/\/twitter.com\/bbcpersian\/status\/1418029928872914949\"><span style=\"font-weight: 400\">force<\/span><\/a><span style=\"font-weight: 400\"> to dispel crowds in both provinces. According to a number of social media users, internet connectivity is <\/span><a href=\"https:\/\/twitter.com\/MFaramehr\/status\/1417967481575071748\"><span style=\"font-weight: 400\">intermittent<\/span><\/a><span style=\"font-weight: 400\"> and throttling is making it especially<\/span><a href=\"https:\/\/twitter.com\/FJamalpour\/status\/1418124457462337537\"><span style=\"font-weight: 400\"> difficult<\/span><\/a><span style=\"font-weight: 400\"> for users to share videos and real-time information online. At the same time, the Twitter hashtag \u00ab\u062e\u0628\u0631_\u062e\u0648\u0628_\u062e\u0648\u0632\u0633\u062a\u0627\u0646\u00bb (or \u201cKhuzestan\u2019s good news\u201d) began <\/span><a href=\"https:\/\/twitter.com\/Ammir\/status\/1417912009509715970\"><span style=\"font-weight: 400\">trending<\/span><\/a><span style=\"font-weight: 400\"> in Iran.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The IRGC-affiliated news agency Fars News <\/span><a href=\"https:\/\/www.farsnews.ir\/news\/14000431000246\/%D8%AE%D8%A8%D8%B1%D8%AE%D9%88%D8%A8%E2%80%8C%D8%AE%D9%88%D8%B2%D8%B3%D8%AA%D8%A7%D9%86-%D9%87%D8%B4%D8%AA%DA%AF-%D8%AF%D8%A7%D8%BA-%D8%AA%D9%88%D8%A6%DB%8C%D8%AA%D8%B1-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86-%D8%B4%D8%AF--%D8%AE%D9%86%D8%AF%D9%87%E2%80%8C%D8%A7%D8%AA-%D8%B4%D8%B3%D8%AA-%D9%87%D9%85%D9%87-%D8%BA%D9%85%E2%80%8C%D9%87%D8%A7-%D8%B1%D8%A7\"><span style=\"font-weight: 400\">published<\/span><\/a><span style=\"font-weight: 400\"> a report claiming that social media users had been sharing \u201cnews and images of water reaching the province under the hashtag.\u201d A number of Twitter accounts have used the hashtag in both English and Persian \u2013 in what appears to be a coordinated campaign \u2013 to disseminate misinformation about the situation in Khuzestan, while praising the alleged efforts of IRGC and security forces to provide water to the province.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Twitter accounts sharing this hashtag bear many of the hallmarks of inauthentic accounts: low follower accounts, high volumes of tweets, and a singular focus. For example, the account <\/span><a href=\"https:\/\/twitter.com\/Areza13788\"><span style=\"font-weight: 400\">@Areza13788<\/span><\/a><span style=\"font-weight: 400\"> has (at time of writing) posted more than 30 tweets or retweets featuring the hashtag since 12:00pm UTC on July 21 (that is, within the space of 24 hours). Several of the accounts retweeted by @Areza13788 show similar patterns of activity suggesting inauthentic behaviour during this period. However, According to a source close to the ICT Ministry who spoke to Filterwatch on the condition of anonymity, this bill was never introduced in the Majles due to pushback from security agencies, mainly from the National Security Council (NSC) (Persian: \u0634\u0648\u0631\u0627\u06cc \u0627\u0645\u0646\u06cc\u062a \u06a9\u0634\u0648\u0631 or \u0634\u0627\u06a9 ). Instead, the bill became a top-secret resolution of the NSC.<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Filterwatch sources, the resolution sets out the process for ordering and implementing internet shutdowns in Iran. This may have been initiated following the November 2019 protests, when Iranian authorities envisioned more frequent impositions of internet shutdowns in order to repress and silence protests.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Based on information passed on to Filterwatch, internet shutdowns on provincial levels can be requested by governors which needs to be approved by the Interior Minister who chairs the NSC. If there is a request for internet shutdowns in multiple provinces at the same time then the\u00a0 president will need to approve the order.<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Filterwatch\u2019s source the recent internet shutdown in <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/02\/26\/shutdown-monitor-what-is-happening-in-sistan-and-baluchestan\/\"><span style=\"font-weight: 400\">Sistan and Baluchestan<\/span><\/a><span style=\"font-weight: 400\"> appears to have been the first time that internet shutdowns were implemented in accordance with this resolution. However, it remains unclear whether or not this process was followed for implementing the current internet disruptions in Khuzestan.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Nevertheless it is deeply concerning that Iran has formalised internet shutdowns, in a tacit acknowledgement of the normalisation and the routine use of internet shutdowns as a tool for restricting freedom of expression. It is also deeply concerning that \u2013 as demonstrated by the current internet shutdowns in Khuzestan \u2013 Iranian officials remain unwilling to acknowledge, or to be held accountable for the internet shutdowns taking place in the country, or to be transparent about the decision-making processes behind them.\u00a0<\/span><\/p>\n<h2><em>[Update: Tuesday 20 July 2021]<\/em><\/h2>\n<p><span style=\"font-weight: 400\">On 20 July, protests continued for a sixth evening across Khuzestan province. The provincial capital <\/span><a href=\"https:\/\/twitter.com\/FJamalpour\/status\/1417187018166185991\"><span style=\"font-weight: 400\">Ahvaz<\/span><\/a><span style=\"font-weight: 400\">, and the cities of <\/span><a href=\"https:\/\/twitter.com\/RadioFarda_\/status\/1417767894369320960\"><span style=\"font-weight: 400\">Izeh<\/span><\/a><span style=\"font-weight: 400\">, Abadan, Khoramshahr, and <\/span><a href=\"https:\/\/twitter.com\/IranWireEnglish\/status\/1417446844989329412\"><span style=\"font-weight: 400\">Susangerd<\/span><\/a><span style=\"font-weight: 400\"> are some of the cities that have seen the largest protests.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Iranian authorities and security forces have continued to violently crack down on these protests.\u00a0 Recent <\/span><a href=\"https:\/\/twitter.com\/bbcpersian\/status\/1417560657092911116\"><span style=\"font-weight: 400\">footage<\/span><\/a><span style=\"font-weight: 400\"> from Izeh shows security forces firing teargas canisters towards crowds of protestors, <\/span><a href=\"https:\/\/twitter.com\/bbcpersian\/status\/1417544357159350279\"><span style=\"font-weight: 400\">accompanied<\/span><\/a><span style=\"font-weight: 400\"> by the sound of gunshots. At least three protestors have been <\/span><a href=\"https:\/\/iranwire.com\/fa\/features\/50983\"><span style=\"font-weight: 400\">confirmed<\/span><\/a><span style=\"font-weight: 400\"> to have been killed. A number of protestors are also reported to have been injured, with a further number having been arrested. These figures could rise further as more information becomes available. This crisis comes in the midst of what Energy Minister Reza Ardakanian has <\/span><a href=\"https:\/\/www.dw.com\/fa-ir\/%D9%87%D8%B4%D8%AF%D8%A7%D8%B1%D9%87%D8%A7%DB%8C-%D9%85%DA%A9%D8%B1%D8%B1-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%DA%AF%D8%B1%D9%85%D8%A7-%D9%88-%D8%AE%D8%B4%DA%A9%D8%B3%D8%A7%D9%84%DB%8C-%DA%A9%D9%85%D8%B3%D8%A7%D8%A8%D9%82%D9%87-%D8%AF%D8%B1-%D8%AA%D8%A7%D8%A8%D8%B3%D8%AA%D8%A7%D9%86-%DB%B1%DB%B4%DB%B0%DB%B0\/a-57569160\"><span style=\"font-weight: 400\">described<\/span><\/a><span style=\"font-weight: 400\"> as Iran\u2019s \u201cdriest [year] in 50 years\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Although Khuzestan province sits at the heart of Iran\u2019s sprawling oil sector, holding around 80% of the country\u2019s on-shore reserves, it does not reap the rewards; the province suffers from immense wealth inequalities, high unemployment, and a major water crisis. Over the past two years, there have been <\/span><a href=\"https:\/\/www.bbc.com\/persian\/iran-52799766\"><span style=\"font-weight: 400\">protests<\/span><\/a><span style=\"font-weight: 400\"> in Gheyzaniyeh Rural District over a lack of access to water, which was <\/span><a href=\"https:\/\/www.hra-news.org\/2020\/hranews\/a-24891\/\"><span style=\"font-weight: 400\">met with force<\/span><\/a><span style=\"font-weight: 400\"> by security authorities. During a parliamentary session on 19 July, Mojtaba Mahfouzi, MP for Abadan <\/span><a href=\"https:\/\/www.bbc.com\/persian\/iran-57885485\"><span style=\"font-weight: 400\">stated<\/span><\/a><span style=\"font-weight: 400\"> that \u201cKhuzestan experiences a crisis every day.\u201d\u00a0<\/span><\/p>\n<h2><b>Spreading Protests Are Met With Rolling Network Disruptions<\/b><\/h2>\n<p><span style=\"font-weight: 400\">The protests have continued on a daily basis since 15 July, with protesters taking to the streets in the evenings in order to avoid afternoon highs in excess of 50\u00b0C. These evening protests have been met with a violent state crackdown, with footage showing heavy deployments of security forces and anti-riot police attacking street protestors with batons and firearms. At least two protesters have been <\/span><a href=\"https:\/\/www.bbc.com\/persian\/iran-57874217\"><span style=\"font-weight: 400\">killed<\/span><\/a><span style=\"font-weight: 400\">, and a number have been arrested and injured. These figures could rise further as more information becomes available.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On Sunday 18 July, the cybersecurity and digital rights researcher Amir Rashidi <\/span><a href=\"https:\/\/twitter.com\/Ammir\/status\/1416716644815101964\"><span style=\"font-weight: 400\">confirmed<\/span><\/a><span style=\"font-weight: 400\"> intermittent disruptions to mobile internet access in Khuzestan province, with disruptions particularly notable on two of the country\u2019s main internet providers MTN-Irancell and MCI. Rashidi notes that another unique feature of the Khuzestan disruptions is their levels of <\/span><a href=\"https:\/\/twitter.com\/bbcpersian\/status\/1416818858644623365\"><span style=\"font-weight: 400\">hyper-localisation<\/span><\/a><span style=\"font-weight: 400\">: they are imposed specifically on those areas experiencing protests and unrest, and for varying periods of time to allow security forces to disperse gathering crowds.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The limitation of mobile services is significant, with internet users in Khuzestan dependent on mobile services for connectivity: according to Iran\u2019s <\/span><a href=\"https:\/\/peivast.com\/wp-content\/uploads\/fa36.pdf\"><span style=\"font-weight: 400\">Communication Authority (CRA)<\/span><\/a><span style=\"font-weight: 400\">, mobile internet penetration rates in the province are at 105.97%, compared to fixed broadband rates of 7.97%. Rashidi also added that connectivity to domestic services and apps remained via the National Information Network.\u00a0<\/span><\/p>\n<h2><b>Internet Disruptions Could Signpost Further Crackdown<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Iranian authorities remain determined to cover up the human rights abuses being imposed against protesters. Khuzestan province\u2019s security forces have <\/span><a href=\"https:\/\/www.isna.ir\/news\/1400042819972\/%D8%AA%DA%A9%D8%B0%DB%8C%D8%A8-%D9%81%D9%88%D8%AA-%D8%B3%D9%87-%D9%86%D9%81%D8%B1-%D8%AF%D8%B1-%D8%A7%D8%B9%D8%AA%D8%B1%D8%A7%D8%B6%D8%A7%D8%AA-%D9%85%D8%B1%D8%A8%D9%88%D8%B7-%D8%A8%D9%87-%D8%AA%D9%86%D8%B4-%D8%A2%D8%A8%DB%8C-%D8%AF%D8%B1-%D8%AE%D9%88%D8%B2%D8%B3%D8%AA%D8%A7%D9%86\"><span style=\"font-weight: 400\">denied<\/span><\/a><span style=\"font-weight: 400\"> any involvement in the deaths during the current protests, <\/span><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/youth-killed-iran-water-crisis-protests-2021-07-17\/\"><span style=\"font-weight: 400\">claiming<\/span><\/a><span style=\"font-weight: 400\"> that one person was shot and killed at the scene of the protests \u201cby rioters.\u201d The province\u2019s Governor, Qasem Soleimani Dashtaki has also <\/span><a href=\"https:\/\/aftabnews.ir\/fa\/news\/718187\/%D8%A7%D8%B3%D8%AA%D8%A7%D9%86%D8%AF%D8%A7%D8%B1-%D8%AE%D9%88%D8%B2%D8%B3%D8%AA%D8%A7%D9%86-%D9%88%DB%8C%D8%AF%D8%A6%D9%88%E2%80%8C%D9%87%D8%A7%DB%8C-%D8%A7%D8%B9%D8%AA%D8%B1%D8%A7%D8%B6%D8%A7%D8%AA-%D8%AC%D8%B9%D9%84%DB%8C-%D8%A7%D8%B3%D8%AA\"><span style=\"font-weight: 400\">claimed <\/span><\/a><span style=\"font-weight: 400\">\u00a0that footage of the protests released on social media is false, and said that it is being used to \u201cprovoke\u201d the public.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Elsewhere, on the morning of 19 July, Iran\u2019s outgoing ICT Minister Mohammad-Javad Azari Jahromi was <\/span><a href=\"https:\/\/digiato.com\/article\/2021\/07\/19\/%D9%85%D8%AC%D9%84%D8%B3-%D8%A8%D9%87-%D9%88%D8%B2%DB%8C%D8%B1-%D8%A7%D8%B1%D8%AA%D8%A8%D8%A7%D8%B7%D8%A7%D8%AA-%DA%A9%D8%A7%D8%B1%D8%AA-%D8%B2%D8%B1%D8%AF-%D8%AF%D8%A7%D8%AF%D8%9B-%D9%BE%D8%A7%DB%8C\/\"><span style=\"font-weight: 400\">summoned<\/span><\/a><span style=\"font-weight: 400\"> to a public session in Majles in order to respond to MP\u2019s questions about the messaging app Telegram in the country. He made no mention of the internet shutdowns or disruptions in Khuzestan during the session.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Across Iran, economic pressures, water shortages, electricity blackouts, and the pandemic have driven a steady decline in living standards in recent months, provoking a series of labour<\/span><a href=\"https:\/\/www.rferl.org\/a\/iran-energy-sector-strikes-raisi\/31332175.html\"><span style=\"font-weight: 400\"> strikes<\/span><\/a><span style=\"font-weight: 400\"> and unrest. In response, Filterwatch has observed an <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/02\/26\/shutdown-monitor-what-is-happening-in-sistan-and-baluchestan\/\"><span style=\"font-weight: 400\">increase<\/span><\/a><span style=\"font-weight: 400\"> in the deployment of <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/07\/15\/network-monitor-june-2021\/\"><span style=\"font-weight: 400\">localised internet shutdowns<\/span><\/a><span style=\"font-weight: 400\">, which are designed to frustrate mobilisation, and prevent the flow of information outside of affected regions. These increasingly localised disruptions are difficult for outside observers to detect \u2013 a worrying development in light of Iran\u2019s record of using shutdowns to provide a shroud of darkness to <\/span><a href=\"https:\/\/medium.com\/filterwatch\/iran-shutdown-monitor-ccd4cad2a681\"><span style=\"font-weight: 400\">crack down harshly on protestors<\/span><\/a><span style=\"font-weight: 400\"> by restricting the flow of information, allowing them to <\/span><a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/05\/iran-details-released-of-304-deaths-during-protests-six-months-after-security-forces-killing-spree\/\"><span style=\"font-weight: 400\">commit human rights violations<\/span><\/a><span style=\"font-weight: 400\"> with impunity. <\/span><span style=\"font-weight: 400\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The tragic experience of <\/span><a href=\"https:\/\/medium.com\/filterwatch\/iran-shutdown-monitor-ccd4cad2a681\"><span style=\"font-weight: 400\">November 2019<\/span><\/a><span style=\"font-weight: 400\">, and the recent <\/span><a href=\"https:\/\/filter.watch\/en\/2021\/02\/26\/shutdown-monitor-what-is-happening-in-sistan-and-baluchestan\/\"><span style=\"font-weight: 400\">protests<\/span><\/a><span style=\"font-weight: 400\"> in Sistan and Baluchestan serve as clear warnings that Internet shutdowns are closely linked with the acceleration and intensification of violent crackdowns on protests.
