The mandate for the SCC \u2013 which was last renewed by Supreme Leader Khamenei on 5 September 2015 for a period of four years \u2013 has expired, and has not yet been formally renewed.<\/span><\/p>\n<h2><b>MPs Selected to Fill Seats on Committee for Determining Instances of Criminal Content<\/b><\/h2>\n<p><span style=\"font-weight: 400\">It was announced on <\/span><a href=\"https:\/\/www.isna.ir\/news\/99082516800\/%D8%A7%D9%86%D8%AA%D8%AE%D8%A7%D8%A8-%D8%AF%D9%88-%D9%86%D9%85%D8%A7%DB%8C%D9%86%D8%AF%D9%87-%D9%85%D8%AC%D9%84%D8%B3-%D8%AF%D8%B1-%DA%A9%D8%A7%D8%B1%DA%AF%D8%B1%D9%88%D9%87-%D8%AA%D8%B9%DB%8C%DB%8C%D9%86-%D9%85%D8%B5%D8%A7%D8%AF%DB%8C%D9%82-%D9%85%D8%AD%D8%AA%D9%88%D8%A7%DB%8C-%D8%AC%D8%B1%D8%A7%DB%8C%D9%85-%D8%B1%D8%A7%DB%8C%D8%A7%D9%86%D9%87-%D8%A7%DB%8C\"><span style=\"font-weight: 400\">15 November<\/span><\/a><span style=\"font-weight: 400\"> that the two MPs sitting on the Committee to Determine Instances of Criminal Content (CDICC) were selected through a vote in Majles. Principalist MP Seyyed Javad Hosseini Kia and conservative MP Mohammad Bagheri received 108 and 93 votes respectively, out of a total 141 votes.<\/span><\/p>\n<p><span style=\"font-weight: 400\">We have already <\/span><a href=\"https:\/\/filter.watch\/2020\/06\/23\/%D8%A2%DB%8C%D8%A7-%D9%85%D8%AC%D9%84%D8%B3-%D9%85%DB%8C%E2%80%8C%D8%AA%D9%88%D8%A7%D9%86%D8%AF-%D8%A7%DB%8C%D9%86%D8%B3%D8%AA%D8%A7%DA%AF%D8%B1%D8%A7%D9%85-%D8%B1%D8%A7-%D9%81%DB%8C%D9%84%D8%AA%D8%B1\/\"><span style=\"font-weight: 400\">written<\/span><\/a><span style=\"font-weight: 400\"> about how the arrival of the new MPs could change the dynamics of the CDICC given the tensions between the government and Majles.\u00a0<\/span><\/p>\n<h2><b>Telecommunication Infrastructure Companies Sadjad Bonabi Appointed Deputy ICT Minister\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.mehrnews.com\/news\/5067235\/%D8%B3%D8%AC%D8%A7%D8%AF-%D8%A8%D9%86%D8%A7%D8%A8%DB%8C-%D9%85%D8%B9%D8%A7%D9%88%D9%86-%D9%88%D8%B2%DB%8C%D8%B1-%D8%A7%D8%B1%D8%AA%D8%A8%D8%A7%D8%B7%D8%A7%D8%AA-%D8%B4%D8%AF\"><span style=\"font-weight: 400\">9 November<\/span><\/a><span style=\"font-weight: 400\"> it was announced that Sadjad Bonabi, Deputy Chair of the Telecommunication Infrastructure Company (TIC) was appointed to the position of Deputy ICT Minister for Human Resource Development and Resource Management by ICT Minister Mohammad-Javad Azari Jahromi.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Bonabi appears to be close to ICT Minister Azari Jahromi who branded Bonabi \u2018<\/span><a href=\"https:\/\/donya-e-eqtesad.com\/%D8%A8%D8%AE%D8%B4-%D8%A8%D8%A7%D8%B2%D8%A7%D8%B1-%D8%AF%DB%8C%D8%AC%DB%8C%D8%AA%D8%A7%D9%84-19\/3710871-%D8%AC%D9%87%D8%B1%D9%85%DB%8C-%D8%B1%D9%81%D8%B9-%D8%A7%D9%86%D8%AD%D8%B5%D8%A7%D8%B1-%D8%AF%D8%B1-%D8%AD%D9%88%D8%B2%D9%87-%D8%AF%DB%8C%D8%AA%D8%A7-%D8%AA%D8%A7-%D9%BE%D8%A7%DB%8C%D8%A7%D9%86-%D8%B3%D8%A7%D9%84\"><span style=\"font-weight: 400\">trustworthy<\/span><\/a><span style=\"font-weight: 400\">\u2019. During his time at the TIC he has been a <\/span><a href=\"https:\/\/www.mehrnews.com\/news\/4684224\/%D8%B4%D8%A8%DA%A9%D9%87-%D9%85%D9%84%DB%8C-%D8%A7%D8%B7%D9%84%D8%A7%D8%B9%D8%A7%D8%AA-%D8%A8%D8%A7%D8%B9%D8%AB-%D8%A7%DB%8C%D8%AC%D8%A7%D8%AF-%D9%85%D8%AD%D8%AF%D9%88%D8%AF%DB%8C%D8%AA-%D9%86%D9%85%DB%8C-%D8%B4%D9%88%D8%AF\"><span style=\"font-weight: 400\">supporter<\/span><\/a><span style=\"font-weight: 400\"> of the National Information Network (NIN)\u00a0 <\/span><a href=\"https:\/\/snn.ir\/fa\/news\/835198\/%D8%B1%D9%81%D8%B9-%D9%81%DB%8C%D9%84%D8%AA%D8%B1%DB%8C%D9%86%DA%AF-%D8%AA%D9%84%DA%AF%D8%B1%D8%A7%D9%85-%D9%88-%D8%AA%D9%88%DB%8C%DB%8C%D8%AA%D8%B1-%D8%A8%D8%A7%DB%8C%D8%AF-%D8%A8%D8%A7-%D8%AF%D8%B3%D8%AA%D9%88%D8%B1-%D8%AF%D8%A7%D8%AF%D8%B3%D8%AA%D8%A7%D9%86%DB%8C-%D8%A7%D9%86%D8%AC%D8%A7%D9%85-%D8%B4%D9%88%D8%AF\"><span style=\"font-weight: 400\">deflected<\/span><\/a><span style=\"font-weight: 400\"> the responsibility for unfiltering Telegram and Twitter away from the ICT Ministry and onto the judiciary .<\/span><\/p>\n<h2><b>Parliamentary Research Centre Deems Smart Biometric National ID Card Rollout \u2018A Failure\u2019\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/peivast.com\/p\/90503\"><span style=\"font-weight: 400\">29 November<\/span><\/a><span style=\"font-weight: 400\"> the Parliamentary Research Centre (PRC) published a report titled \u2018Evaluating the Rollout of Smart National ID Cards and Policy Recommendations\u2019. In the report, the PRC deemed the rollout a \u2018failure\u2019. The smart biometric ID cards were introduced to be used for purposes of identification, authentication, and digital signatures. They are also often required to access certain government services.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to the PRC, only the identification feature is currently being used and the other two features have not yet been implemented and activated by the relevant authorities, the main one being the National Organisation for Civil Registration (NOCR). The NOCR cited budgetary constraints and limitations caused by sanctions for the slow rollout according to the report.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The rollout of the cards began in 2012, and the Fifth Development Plan mandated that all Iranian citizens should be issued with the card. However, so far only 48m out of 62.5m eligible individuals have been issued with the card. The PRC recommended that despite the slow rollout of the ID cards, the NOCR must announce a timeline for when the rollout will be completed and they should look at domestic capabilities where sanctions and international restrictions are an obstacle. Alternatively, the PRC also recommended alternative electronic identity authentication without the reliance on national ID cards also be explored.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The biometric ID cards developed under this scheme pose significant privacy and security risks to individuals, as their application can be broadened by authorities to facilitate discrimination, profiling and mass surveillance. The enrollment process has reportedly also <\/span><a href=\"https:\/\/www.bbc.com\/persian\/iran-51274787\"><span style=\"font-weight: 400\">excluded<\/span><\/a><span style=\"font-weight: 400\"> religious minorities, including the Baha\u2019i community. Additionally, these ID cards could play a major role in creating \u2018digital identities\u2019 for individuals, as per the SCC\u2019s <\/span><a href=\"https:\/\/medium.com\/filterwatch\/filterwatch-august-2019-29ee155e5a39\"><span style=\"font-weight: 400\">\u2018Digital Identity Verification<\/span><\/a><span style=\"font-weight: 400\">' resolution. This additional scheme could further undermine users\u2019 fundamental rights online.<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2305\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/infra-300x24.png\" alt=\"\" width=\"913\" height=\"73\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/infra-300x24.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/infra-1024x83.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/infra-768x62.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/infra.png 1500w\" sizes=\"(max-width: 913px) 100vw, 913px\" \/><\/p>\n<h2><b>Communication Regulatory Authority Publishes Internet Quality Report\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.cra.ir\/Portal\/View\/Page.aspx?PageId=7f786755-ff17-4efe-a4f7-45949e930d59&amp;t=0\"><span style=\"font-weight: 400\">7 November<\/span><\/a><span style=\"font-weight: 400\"> the Communication Regulatory Authority (CRA) published its \u2018Internet Quality Report\u2019 for the first half of the Iranian year (March-August). The report contains breakdowns on internet service quality per province, details on various network technologies available in the country (such as ADSL,2G,3G, and 4G among others) and which Internet Service Providers are able to provide them and the quality of their networks. Mobile internet penetration rates also increased from zero in 2013 to 91.07 the current Iranian calendar year.\u00a0<\/span><\/p>\n<h2><b>Fibre Optic Expansion Brings \u2018High Speed Internet\u2019 to Hormozgan Province\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.ictna.ir\/id\/118511\/\"><span style=\"font-weight: 400\">27 November<\/span><\/a><span style=\"font-weight: 400\">, the Managing Director for the Telecommunication Company for Hormozgan province, Amir Yeganeh announced that there had been a 700km expansion of fibre optic cables in the province during the first six months of the current Iranian calendar year and that \u2018a further 250km of fibre optic cables has been added to their work agenda\u2019.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">He added that 30 villages in the city of Roodan had received \u2018high speed internet\u2019 and that the \u2018expansion of telecommunication services across villages and cities [in the province] is the first priority of the Hormozgan Telecommunication Company\u2019.<\/span><\/p>\n<p><span style=\"font-weight: 400\">During President Rouhani\u2019s administration, the expansion of internet services to rural areas and villages have been a key part of realising the National Information Network (NIN).\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 400\">\u00a0<\/span><b>Various Internet Disruptions Reported Nationwide\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/peivast.com\/p\/89369\"><span style=\"font-weight: 400\">16-17 November<\/span><\/a><span style=\"font-weight: 400\"> major network outages were reported across the country on the first anniversary of the <\/span><a href=\"https:\/\/medium.com\/filterwatch\/iran-shutdown-monitor-ccd4cad2a681\"><span style=\"font-weight: 400\">November 2019<\/span><\/a><span style=\"font-weight: 400\"> fuel price protests and the near total internet shutdown imposed across the country. According to Filterwatch sources the disruption was caused by a disconnection of an international fiber cable in Egypt. This year FATA has been focused on a crackdown against gambling websites, and has intensified its efforts to identify and arrest the individuals behind them. Our FATAwatch report has more details on FATA\u2019s arrests and campaigns earlier this year.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-2302\" src=\"https:\/\/filter.watch\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-300x25.png\" alt=\"\" width=\"924\" height=\"77\" srcset=\"https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-300x25.png 300w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-1024x84.png 1024w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps-768x63.png 768w, https:\/\/filter.watch\/wp-content\/uploads\/sites\/2\/2020\/05\/apps.png 1500w\" sizes=\"(max-width: 924px) 100vw, 924px\" \/><\/p>\n<h2><b>Instagram Removes Posts Related to the Assasination of Mohsen Fakhrizadeh<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.ictna.ir\/id\/118560\/\"><span style=\"font-weight: 400\">29 November<\/span><\/a><span style=\"font-weight: 400\">, two days following the assasination of Mohsen Fakhrizadeh \u2013 a senior Iranian nuclear scientist and a Brigadier General of the Islamic Revolutionary Guard Corps (IRGC) \u2013 Instagram users reported that posts relating to his assassination were removed from the platform for \u2018breaching community guidelines\u2019 relating to \u2018violence or dangerous organisations\u2019.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This is not the first time the platform has removed posts relating to high-ranking Iranian officials. In <\/span><a href=\"https:\/\/medium.com\/filterwatch\/filterwatch-january-2020-2b0349408f44\"><span style=\"font-weight: 400\">January<\/span><\/a><span style=\"font-weight: 400\"> this year, Facebook and Instagram both removed posts relating to the assassination of IRGC Commander Major General Qasem Soleimani.<\/span><\/p>\n<h2><b>Iran\u2019s Oil Minister\u2019s Twitter Page Suspended\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">On <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-11-15\/twitter-suspends-account-of-iranian-oil-minister-zanganeh\"><span style=\"font-weight: 400\">15 November<\/span><\/a> <i><span style=\"font-weight: 400\">Bloomberg <\/span><\/i><span style=\"font-weight: 400\">reported that Twitter had suspended the account of Iran\u2019s Oil Minister Bijan Namdar Zangeneh. According to a statement from Twitter the account was \u2018suspended for violation of Twitter rules against impersonation\u2019 but no further explanation was\u00a0 provided.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to an unnamed source inside the Oil Ministry, the account suspension is linked to US sanctions. Zangeneh was sanctioned by the US on 26 October.\u00a0<\/span><\/p>\n<h2><b>National Centre for Cyberspace Issued a Statement to the IRIB Against Promoting Instagram on TV\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400\">In an interview on <\/span><a href=\"https:\/\/www.mehrnews.com\/news\/5073685\/%D8%A7%D8%A8%D9%84%D8%A7%D8%BA%DB%8C%D9%87-%D9%85%D8%B1%DA%A9%D8%B2-%D9%81%D8%B6%D8%A7%DB%8C-%D9%85%D8%AC%D8%A7%D8%B2%DB%8C-%D8%A8%D9%87-%D8%B5%D8%AF%D8%A7-%D9%88-%D8%B3%DB%8C%D9%85%D8%A7-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D8%B9%D8%AF%D9%85-%D8%AA%D8%A8%D9%84%DB%8C%D8%BA-%D8%A7%DB%8C%D9%86%D8%B3%D8%AA%D8%A7%DA%AF%D8%B1%D8%A7%D9%85\"><span style=\"font-weight: 400\">17 November<\/span><\/a><span style=\"font-weight: 400\"> Amir Khorakian, Deputy for Content at the National Centre for Cyberspace (NCC) revealed that the NCC had written to the Islamic Republic of Iran Broadcasting (IRIB) to voice their opposition towards TV programmes \u2018promoting Instagram\u2019 during their airtime.
