In August Iran\u2019s internet faced two main issues. Firstly, the aggressive disruption of circumvention tools including 1.1.1.1, and the second relating to failures in Tehran\u2019s Milad Tower, where an unpaid electric bill plunged a number of its data centers into darkness, knocking a number of websites hosted on them offline.<\/span><\/p>\n

Our day-by-day analysis of key disruption incidents in August follows:<\/span><\/p>\n

August 2 \u2013 Outage in Kerman ISP<\/span><\/h2>\n

Atrin Communications and Information Technology Co.<\/span><\/a> is an ISP servicing <\/span>Kerman<\/span><\/a> province. On August 2 the provider went almost entirely offline during the morning, and subsequently failed to provide any explanation to its customers.<\/span><\/p>\n

\nAugust 6-9 \u2013 Circumvention Tools Disrupted<\/span><\/h2>\n

Based on reports that Filterwatch received from users in Iran, circumvention tools were disrupted heavily between August 6-9. These included 1.1.1.1 and public Outline servers.<\/span><\/p>\n

Kiarash Eghbali, the editor of <\/span>iranimages.com<\/span><\/a> tweeted<\/span><\/a> on August 8 blamed Jahromi for the disruption in the network in Iran, saying that during his time in office, Iran's restricted internet has declined even further in quality.<\/span><\/p>\n

On August 9 another user <\/span>tweeted<\/span><\/a>: \u201cThe 1.1.1.1 circumvention tool \u2013 which was excellent \u2013 is completely disconnected...\u201d.<\/span><\/p>\n

Based on Filterwatch's research, those who were using private circumvention tools were able to bypass internet censorship. For example, users who run their own Outline servers were able to circumvent internet censorship during this period of disruption.<\/span><\/p>\n

August 8 \u2013 Arvan Cloud Disruption<\/span><\/h2>\n

Based on OIM data, at midnight on August 8 AS202468 (Arvan Cloud) experienced a brief disruption. The cause was unclear, and no details were provided.<\/span><\/p>\n

\nAugust 12 \u2013 Power Outages in Tehran Cause Disconnections<\/span><\/h2>\n

According to <\/span>IRIB News<\/span><\/a>, power outages in <\/span>Milad Tower<\/span><\/a> caused network <\/span>disruption<\/span><\/a> for companies that used data centers located in the building. According to reports, the power outages occurred because Milad Tower failed to pay its electricity bills. In <\/span>May 2020<\/span><\/a> power outages caused significant disruptions for customers of the ISP Pars Online.<\/span><\/p>\n

Based on OIM data, AS50269 <\/span>GuilaNet<\/span><\/a> was briefly disconnected from the internet in the very early morning of August 12. This company provides e-banking solutions and secure banking communication equipment.<\/span><\/p>\n

According to OIM data, at around midnight on August 12 the Research Center of Theoretical Physics & Mathematics (IPM) experienced brief disruptions. IPM previously went almost entirely <\/span>offline<\/span><\/a> on June 16. IPM is responsible for managing top-level domains (TLDs) in Iran, including the .ir TLD.<\/span><\/p>\n
