In the June edition of Policy Monitor, we bring you the latest following the first meeting of the\u00a0 Supreme Council for Cyberspace in four months and the first in the current Iranian calendar. A recent session saw the SCC pass an important new resolution on the National Information Network \u2013 a project which continues to pose a fundamental threat to digital rights in Iran. Also this month, ICT Minister Mohammad-Javad Azari Jahromi faced a challenging audience in the Majles, enduring his first public parliamentary session since the conservative-dominated 11th Parliament commenced its term last month.\u00a0\u00a0<\/span><\/p>\n

As these developments unfolded, the effects of the COVID-19 pandemic continued to be felt nationwide. According to government figures, the total number of infections climbed <\/span>higher than 227,000 <\/span><\/a>by the end of June, and a number of provinces reported that the situation has reached a \u201ccritical status\u201d.\u00a0<\/span><\/p>\n

Architecture of the National Information Network Approved by the Supreme Council for Cyberspace\u00a0<\/b><\/p>\n

On <\/span>29 June<\/span><\/a>, the Supreme Council for Cyberspace (SCC) met for the first time since February. This is also the first time the Council has met since the new 11th parliament took over last month, with Mohammad Ghalibaf elected as Parliamentary Speaker, a position which also grants him a place on the SCC.\u00a0\u00a0<\/span><\/p>\n

During the session, the SCC reportedly approved \u201cthe components, architecture, and list of services for the National Information Network (NIN)\u201d. According to reports, the resolution approved by the SCC identified\u00a0 the components of the NIN as \u201ccore networks, Internet Exchange Points (IXPs), content distribution networks, dedicated networks, public data centres, and a centre for monitoring and management\u201d.\u00a0<\/span><\/p>\n

The text of the resolution has not yet been published, therefore we have limited information on its details. The resolution comes after months of discussion and disputes between the ICT Ministry and the SCC as well as criticisms over the slow pace\u00a0 of the NIN\u2019s development following last November\u2019s Internet shutdown. The SCC is yet to finalise its <\/span>macro-planning for the NIN<\/span><\/a> \u2013 a process which began in February.\u00a0\u00a0<\/span><\/p>\n

ICT Minister and New Parliament Clash Over Instagram in First Meeting<\/b><\/p>\n

On <\/span>21 June<\/span><\/a> ICT Minister Mohammad-Javad Azari Jahromi arrived for his first public session before the new Majles to report on the ICT Ministry's performance. However, the session was dominated by questions from MPs about the continued availability and widespread usage of Instagram.\u00a0<\/span><\/p>\n

MPs expressed concern about the volume of internet traffic dedicated to international social media platforms, blaming \u201ca lack of support from the ICT MInistry for domestic apps\u201d, and a lack of progress towards the completion of the National Information Network (NIN). Qazvin MP\u00a0 Fatemeh Mohammad Beigi also <\/span>asked<\/span><\/a> the ICT Minister whether \u201clike advanced countries, have you categorised different audiences? Doesn\u2019t internet [access] for a student need to be different from that of a housewife?\u201d.\u00a0<\/span><\/p>\n

In response, Jahromi blamed a lack of private sector involvement and competition in creating content for the NIN, adding that \u201cInstagram has become a hub for entertainment due to our policies, and placing other platforms out of reach\u201d [referring to the country\u2019s filtering policies].\u00a0<\/span><\/p>\n

Following the parliamentary session, concerns have been growing over the possibility of Instagram being filtered. We have <\/span>previously written about the role of the Majles in filtering content,<\/span><\/a> as well as discussing the Iranian government's long-term planning to allow different levels of internet access to be granted to different user groups via <\/span>\u201clayered filtering\u201d<\/span><\/a>.\u00a0<\/span><\/p>\n

179 Thousand Iranians Reportedly Signup for Free VoD Subscriptions\u00a0<\/b><\/p>\n

On <\/span>7 June<\/span><\/a> Mohammad Ebrahim Mohammad Panah, the ICT Ministry\u2019s Deputy Minister for e-Government claimed that 179,000 people had signed up to the new scheme from the ICT Ministry \u201cThe choice of every Iranian, an online television<\/span>\u201d <\/span>\u00a0which was <\/span>announced last month<\/span><\/a>.\u00a0<\/b><\/p>\n

The scheme allows for VDSL and ADSL users with access to a landline to sign up a free month of VoD or IPTV services being offered by a number of Iranian providers.\u00a0<\/span><\/p>\n

The move has once again reignited tensions between the ICT Ministry and state broadcaster Islamic Republic of Iran Broadcasting (IRIB) over <\/span>each organisation\u2019s contested mandate to oversee<\/span><\/a> VoD and IPTV services.\u00a0<\/span><\/p>\n

\u2018Biggest Data Centre\u2019 in NorthWest and West of Iran is Unveiled\u00a0<\/b><\/p>\n

According to the ICT Ministry, the \u201clargest data centre\u201d in the northwest of Iran was unveiled in the city of Tabriz on <\/span>26 June<\/span><\/a>. The data centre was established by the Mobile Telecommunication Company of Iran (MCI), a subsidiary of the Telecommunication Company of Iran (TCI). It is claimed that the data centre has capacity for \u201c250 to 350 [server] racks, 1,500 physical servers and 16,000 virtual servers\u201d.\u00a0<\/span><\/p>\n

The new data centre forms part of the infrastructural expansion for the National Information Network (NIN), a component of the project that the ICT Ministry has consistently sought to highlight.\u00a0<\/span><\/p>\n

\u201cExperimental 5G Rollout\u201d in Iran\u2019s Telecommunications Research Centre in the Next Two Weeks\u00a0<\/b><\/p>\n

On <\/span>28 June<\/span><\/a> it was reported that during the unveiling ceremony of the Tabriz data centre, ICT Minister Jahromi announced that 5G network [equipment]\u00a0 \u201chas entered the country\u201d and that it will undergo testing at Iran\u2019s Telecommunications Research Centre in the \u201cnext week or two\u201d. He added that he hopes that it will be put to operational use by the end of August.\u00a0<\/span><\/p>\n

While we cannot verify the timeline proposed by the ICT Ministry, the introduction of 5G is an important development for Iran\u2019s ICT landscape, an area which Filterwatch will continue to monitor. Meanwhile, it is worth noting that the<\/span> dispute over the ownership of 700MHz and 800MHz bands<\/span><\/a> \u2013 <\/span>which could be used to support 5G services<\/span><\/a> \u2013 continues between the ICT Ministry and IRIB.\u00a0<\/span><\/p>\n

\"\"Arrests Made for not Covering Hair on Instagram\u00a0<\/b><\/p>\n

On <\/span>16 June<\/span><\/a> it was reported that a number of arrests were made in Khorasan Razavi Province in connection with the \u201cpromotion of corruption\u201d on social media channels, including for posting \u201cobscene and vulgar\u201d photos, referring to photos in which women did not wear headscarves.\u00a0\u00a0<\/span><\/p>\n

According to the province's Deputy Prosecutor, Vali Ghanbari, the arrests were made in collaboration with intelligence and security forces in the province in an effort to combat \u201cvulgarity, and a lack of observation of religious guidance\u201d on Instagram.\u00a0<\/span><\/p>\n

This news comes following <\/span>last month\u2019s announcement<\/span><\/a> that Iran\u2019s Cyber Police (FATA). will be prosecuting anyone who posts photos online of women not wearing headscarves. In recent weeks and months, there has been growing criticism from officials, including the <\/span>Head of the Islamic Development Organisation, Mohammad Ghomi<\/span><\/a>, about the use of Instagram due to its \u201cunethical\u201d and \u201cimmoral\u201d content. This has led to heightened<\/span> concerns<\/span><\/a> about the potential future filtering of the platform in Iran.\u00a0<\/span><\/p>\n

Another Data Leak, This Time from Leading Iranian Mobile Network Operator RighTel\u00a0<\/b><\/p>\n

On <\/span>3 June<\/span><\/a> it was reported that data from 5.5 million RighTel users was placed online for sale. Iran\u2019s computer emergency response team MAHER has <\/span>confirmed <\/span><\/a>the leak, according to Deputy ICT Minister and head of the Communication Regulatory Authority (CRA), Hossein Fallah Joshghani.\u00a0<\/span><\/p>\n

According to a statement from RighTel, only nine records from the leaked data have been discovered online, of which the operator claims six are \u201cold records from before 2015\u201d belonging to \u201cinactive users\u201d.\u00a0<\/span><\/p>\n

RighTel also \u201cstrongly denies\u201d claims that they refused a demand of five Bitcoin (45,343.70 USD) to prevent the data from being published online. RighTel added that they believe the leak is linked to a \u201chuman source\u201d from 2015, as they insist stealing online data from the operator is \u201cimpossible\u201d as the company follows AFTA (Presidential Centre for Strategic Management of the Secure Creation and Exchange of Information) and MAHER protocols. According to Deputy ICT Minister Amir Nazemi, the leak is being investigated by the CRA.\u00a0<\/span><\/p>\n

As the number of data leaks involving Iranian citizens\u2019 data become more common, the lack of comprehensive data protection legislation has become keenly apparent. Users currently lack any meaningful protections for their personal data online. Small Media has <\/span>already written <\/span><\/a>about this threat posed to user privacy by the development of Iran\u2019s NIN.\u00a0<\/span><\/p>\n

Administrator of Popular Telegram Channel AmadNews Sentenced to Death\u00a0<\/b><\/p>\n

On<\/span> 30 June<\/span><\/a> Judiciary spokesperson Gholam Hossein Esmaili announced that Ruhollah Zam \u2013 the administrator of the anti-government Telegram news channel AmadNews \u2013 had been sentenced to death. Esmaili stated that the 13 charges brought against him were equivalent to the charge of \u201ccorruption on earth\u201d. Esmaili added that the sentence could be appealed at the country\u2019s Supreme Court.\u00a0<\/span><\/p>\n

The sentence comes around eight months after<\/span> Zam\u2019s arrest under mysterious circumstances in October 2019.<\/span><\/a> Following Zam\u2019s arrest, his Telegram channel was seized by the Islamic Revolutionary Guard Corps (IRGC).<\/span><\/p>\n
